Abstract

Good governance is a crucial foundation for sustainable development in Indonesia. Its implementation, however, faces various challenges, including weak coordination between leadership and bureaucracy. This article aims to examine the role of synergy and collaboration between visionary leadership and professional bureaucracy in achieving effective, transparent, and accountable governance. This research employs a qualitative approach based on literature studies and policy analysis, focusing on case studies of bureaucratic reform in several regions of Indonesia. The findings indicate that a harmonious relationship between leadership and bureaucracy can enhance public service effectiveness, accelerate policy implementation, and minimize corruption. Responsive leadership serves as the primary driver of change, while professional bureaucracy acts as an efficient policy executor. The challenges include resistance to change, political influence, and overlapping bureaucratic authorities. Addressing these challenges requires strategic measures such as strengthening leadership training, performance-based bureaucratic reforms, and the adoption of digital technology to enhance transparency and efficiency. Strong synergy and good governance can be optimized to meet societal needs and global challenges.

Abstract

The decentralization system implemented in the Indonesian government makes each region obliged to finance its own regional households for the implementation of regional autonomy that is able to realize regional independence and equitable development to improve people's welfare. The government tries to finance its own work program by optimizing local revenue, one of which is from the local tax sector, namely billboard tax. The purpose of this study is to solve the problem of how the Malang Regency Government can collect billboard tax effectively and efficiently according to the potential existing billboard tax revenue target, so that it can be seen to what extent billboard tax collection can contribute to local tax revenue in Malang Regency. The performance of the Malang Regency government in implementing billboard tax collection is explored more deeply in this study, which uses an analytical descriptive method with a qualitative approach. Data collection methods include observation, documentation, and interviews. The data analysis method used qualitative analysis procedures. The research findings show that for three years from 2019 to 2021, the effectiveness of Malang Regency's billboard tax collection is included in the highly effective category. Because the result of billboard tax collection on local taxes has been less than 10%, the contribution of billboard tax to local taxes is included in the very low threshold.

Abstract

Abstract This study is based on a phenomenon, namely the fairly good statistical results of public satisfaction with the Children's and Teenagers' Fairy Tales (Darling) program amidst various obstacles faced. This study aims to further identify the actual quality of service produced by the East Java Provincial Library and Archives Service in the Darling program so as to obtain good satisfaction from the community. This study uses a qualitative descriptive method, namely describing the results of the analysis using the Parasuraman, Zeithaml, and Berry service quality theory based on the reality that occurs based on data collected through interviews, observations, and documentation as well as supporting data such as books, journals, or website articles. This study shows results where the five aspects used to measure the quality of the Darling program service are met well, so that it provides an understanding of what efforts are made by the East Java Provincial Library and Archives Service so that this program can produce maximum service and make the level of public satisfaction optimal.
