Abstract

This study discusses the effectiveness of the school driving program in North Kalimantan province based on the Decree of the Minister of Education, Culture, Research, and Technology Number 371/M/2021 concerning the School Driving Program. This program includes interventions in five domains, namely consultative and asymmetric assistance, strengthening school human resources, learning with a new paradigm, data-based planning, and school digitalization. In North Kalimantan itself, this program has been implemented from 2021 to 2024 before its implementation ended in early 2025. This study uses a qualitative research method by observing the implementation of this program in North Kalimantan province. The results of this study indicate that the implementation of the school driving program in North Kalimantan province has not been effective. This is due to the difficulty of access to several schools and the slow adjustment of teaching staff to the independent curriculum implemented by the government.

Abstract

Flood disaster is a significant hydrometeorological risk in North Kalimantan Province, demanding effective management programs. This research aims to analyze the effectiveness of flood disaster management programs in North Kalimantan Province with a focus on collaborative governance aspects. Using a qualitative approach with a case study method, this research collected data through in-depth interviews, observations, and documentation from key stakeholders, including the BPBD, local government, TNI/Polri, and community elements. The analysis was conducted through a program effectiveness framework that includes input, process, output, and outcome stages. The results showed that the disaster management program was quite effective at the output stage, especially in the emergency response aspect. However, effectiveness at the input and process stages still faces significant obstacles. Limited resources (input) and weak coordination, incidental collaboration, and unstructured participation (process) are the main obstacles to achieving long-term outcomes, namely increased community resilience. This research concludes that the effectiveness of the program is hampered by the suboptimal implementation of sustainable collaborative governance. It is necessary to strengthen the joint commitment between institutionalized stakeholders to improve the overall effectiveness of the program.

Abstract

This study is intended to determine the implementation of efficiency in public-private partnerships in the management of Steam Power Plant PT. Bosowa Energi. Efficiency is a comparison between output and input that describes a company's ability to run operations without wasting resources excessively. The sources in this study are all stakeholders related to Efficiency in Public Private Partnerships in the Management of Steam Power Plant PT. Bosowa Energy. Especially stakeholders involved in the Management of Steam Power Plants in Jeneponto Regency. In this study, the researcher used qualitative​ research to collect related data on The Efficiency of Public Private Partnership in the Management of Steam Power Plant PT. Bosowa Energy in Jeneponto Regency. In this case, PT Bosowa Energy has succeeded in achieving efficiency through the use of the latest technology and maintenance management carried out together with related vendors, such as PT D&C and PT Nalco, which also play a role in maintaining optimal operations. The results of this study indicate that there are obstacles to achieving this efficiency, namely the limited supply of high-carbon coal. Calories which is the main fuel of the Jeneponto PLTU. The supply of this type of coal is increasingly limited because many coal companies prefer to export the coal abroad at a more profitable price. This follows the theory of Hodge & Greve (2007) regarding the challenges in public-private partnerships, where dependence on scarce resources can cause obstacles in achieving efficiency.
