Abstract

Balanced scorecards are often used in various organizations, including hospitals, because they are able to measure performance in a comprehensive, consistent, measurable and balanced manner. Until now, performance measurement in the outpatient clinic of Andi Djemma Regional Hospital still focuses on financial aspects only. This research aims to analyze polyclinic performance using the balanced scorecard method through four main perspectives: finance, customers, internal business processes, and growth and learning. The research method applied is a quantitative descriptive approach. Performance data was collected from hospital secondary data for 2023 and previously, as well as primary data through questionnaires involving patients and employees. The results of the analysis show that performance from a financial and customer perspective is classified as "fair," the internal business process perspective is rated as "good," while the growth and learning perspective is also in the "fair" category. Overall, the performance of the outpatient clinic at RSUD Andi Djemma Masamba is in the "fair" category, with a score of 0.57 which indicates a medium level of performance.

Abstract

Pemenuhan hak pasien terhadap privasi dan kerahasiaan informasi kesehatan telah menjadi fokus utama dalam konteks hukum perdata di lingkungan rumah sakit. Penelitian ini bertujuan untuk mengevaluasi aspek hukum perdata yang terkait dengan perlindungan hak pasien terhadap privasi dan kerahasiaan informasi kesehatan di rumah sakit melalui metode literature review. Melalui penelusuran terhadap berbagai sumber literatur hukum, konsep-konsep kunci terkait hak privasi pasien dan kewajiban rumah sakit dalam menjaga kerahasiaan informasi kesehatan dieksplorasi secara komprehensif. Peninjauan menyeluruh terhadap peraturan hukum, panduan etika medis, dan putusan pengadilan mengungkapkan kompleksitas yang terlibat dalam melindungi hak-hak ini. Analisis terhadap kerangka hukum yang ada memberikan pemahaman mendalam tentang tantangan dan perspektif yang perlu dipertimbangkan untuk memastikan pemenuhan yang efektif terhadap hak-hak pasien dalam hal privasi dan kerahasiaan informasi kesehatan di lingkungan rumah sakit. Hasil kajian ini dapat memberikan landasan bagi perbaikan kebijakan, praktik, serta peningkatan kesadaran hukum bagi pihak-pihak yang terlibat dalam pelayanan kesehatan, sehingga mendorong terwujudnya perlindungan yang lebih baik terhadap hak-hak pasien dalam ranah privasi dan kerahasiaan informasi kesehatan sesuai dengan prinsip-prinsip hukum perdata yang berlaku.

Abstract

Patient safety is a core element of the healthcare system, aimed at preventing adverse events and improving service quality. In Indonesia, it is governed by Law Number 17 of 2023 on Health and Minister of Health Regulation Number 11 of 2017 on Patient Safety, yet implementation remains uneven. Many hospitals show low compliance, government monitoring is limited, and significant gaps persist between urban and rural facilities. This study examines the legal framework and effectiveness of patient safety policies using a normative juridical method with statutory and conceptual approaches. Primary legal sources, including laws and regulations, along with secondary academic references, were analyzed qualitatively through a deductive process. The results indicate that although the regulatory framework provides comprehensive guidance, its execution in practice is still inadequate. Persistent obstacles include insufficient transparency in incident reporting, weak legal oversight, limited training for healthcare workers, and restricted access for patients to essential medical information. The study concludes that improving patient safety requires stronger hospital accountability, more transparent reporting mechanisms, and enhanced protection of patient rights within the legal system. Strengthening these aspects is expected to support safer and higher-quality healthcare services while providing greater legal certainty for patients in Indonesia.
