Abstract

Dynamic governance refers to government activities continuing in the process of public policy governance that can reach long-term interests. This research uses a qualitative approach with a descriptive method and the key informant is the Population and Civil Registration Office of Tangerang Regency. Data collection techniques were conducted through interviews, field observations, and documentation. The purpose of this research is to find out the implementation of Digital Population Identity through the perspective of Dynamic Governance at the Population and Civil Registration Office of Tangerang Regency. The results showed that dynamic capabilities in the implementation of Digital Population Identity services are able to produce various changes that have an impact on improving the quality of public services, but there are still obstacles such as low public understanding of using Digital Population Identity (IKD) and not all government agencies can accept the process of verifying population data with Digital Population Identity (IKD). Therefore, the dynamic capability process in the Digital Population Identity (IKD) service is influenced by three indicators, namely thinking ahead, thinking again, and thinking across as well as two driving factors, namely able people and agile process.

Abstract

In response to the major impact of rapid developments in the era of globalization on the public service paradigm, many government institutions have implemented the New Public Service (NPS) concept. This concept is community-oriented and prioritizes the principle of innovation to create more efficient and responsive public services. To understand and analyze the implementation of the New Public Service (NPS) in Digital Population Identity (IKD) services at the Tangerang Regency Dukcapil Office, this research uses a qualitative approach with descriptive methods and is based on the seven NPS principles initiated by Denhardt J.V & Denhardt R.B (2003). The research informants came from the Population Administration Information Systems Section. Data collection techniques are carried out through interviews, observation and documentation. The implementation of the New Public Service (NPS) in the Tangerang Regency Dukcapil Disdukcapil in IKD services has generally illustrated an effort to create a better public service environment, sensitive to community needs, and respecting the rights of citizens. However, the research results show that there is still one principle that has not been implemented, namely "Value people, not just productivity." Therefore, to maximize results, continuous efforts are needed to increase public awareness, provide adequate resources, and utilize the latest information technology in public services.

Abstract

The Indonesian government prioritizes food self-sufficiency to ensure food availability and affordability as a pillar of national stability. The Food Self Sufficient Village Program (DEMAPAN) was launched as an effort to achieve food self-sufficiency at the village level, with Sodong Village as the pilot project location in 2024. This study aims to analyze the strategies employed by the Agriculture and Food Security Department of Tangerang Regency in creating food self-sufficiency through the Food-Self-Reliant Village Program (DEMAPAN) in Sodong Village, as well as the challenges faced. The research method used is descriptive qualitative, involving observation, interviews, and documentation. This study employs Kooten's theory as cited in Salusu (2006). Program Strategy, and Institutional Strategy have been implemented optimally through synergy between the Department, Village Government, and community groups, successfully increasing farmers' income, access to nutritious food, and sustainable training. However, in the dimension of Resource Support Strategy, the results have not been optimal due to constraints such as labor shortages, declining member motivation, and issues related to fund and land management. Other challenges include limited budgets, expensive agricultural equipment, and unfavorable land conditions. To achieve optimal results, it is necessary to enhance resource support, provide continuous training, and pay special attention to motivation management and human resource development.
