Abstract

This article explores anticipated shifts in military technology through the year 2100 by synthesizing present-day technological trajectories, scientific advancements, and evolving defense policies. Over the coming century, defense architectures are likely to transform substantially, marked by pervasive combat automation, sophisticated exoskeleton systems, adaptive smart-material camouflage, and the incorporation of genetic and biotechnological applications for defense purposes. Control of cyberspace and outer space will emerge as pivotal strategic arenas. Together, these trends will reframe warfare from primarily kinetic encounters to conflicts driven by advanced technologies and data-centric operations. Developments in artificial intelligence, machine learning, and autonomous weapons are expected to lessen direct human involvement while accelerating and streamlining military decision-making processes (Scharre, 2018). However, these innovations raise serious concerns automated escalation, erosion of meaningful human oversight, and potential unethical deployment of powerful technologies highlighting the pressing need for robust international legal and ethical governance. This paper offers a detailed examination of these trajectories and their implications for global military capabilities and international security in the twenty-second century.

Abstract

This study examines the impact of Gina Raimondo's strategic policies in the maritime economy in the United States (US) and their relevance to the development of the maritime sector in Indonesia. Raimondo, as US Secretary of Commerce, has introduced policies that strengthen port infrastructure, supply chain digitalization, and maritime technology investment. These policies have succeeded in increasing the competitiveness of the US maritime economy. Their relevance to Indonesia lies in the potential for increasing logistics efficiency, technology integration, and developing maritime policies that support economic growth. By learning from US strategies, Indonesia can strengthen port infrastructure and improve maritime regulations to support sustainable maritime economic growth. The results of this study are expected to provide policy recommendations that can be adapted to the Indonesian context.

Abstract

Artikel ini membahas secara mendalam bentuk dominasi militer dalam perumusan dan pelaksanaan kebijakan publik di Papua pada era pascareformasi, dengan menggunakan pendekatan hubungan sipil-militer subjektif sebagaimana dikonseptualisasikan oleh Samuel P. Huntington (1957) dan Rebecca L. Schiff (1995). Pendekatan ini digunakan untuk memahami bagaimana militer tidak hanya berperan dalam menjaga keamanan nasional, tetapi juga memperluas fungsinya hingga ke ranah sipil seperti pembangunan infrastruktur, pemberdayaan masyarakat, serta pengelolaan sumber daya ekonomi lokal. Melalui desain studi kasus dan metode kualitatif-deskriptif, penelitian ini menelaah dinamika relasi kekuasaan antara institusi militer dan pemerintahan sipil di wilayah kepulauan yang memiliki karakteristik geografis dan sosial yang kompleks seperti Papua. Hasil penelitian menunjukkan bahwa keterlibatan militer dalam urusan non-pertahanan telah memperlemah kapasitas kelembagaan sipil, mempersempit ruang partisipasi masyarakat adat, serta memperdalam kesenjangan kekuasaan antara pusat dan daerah. Dominasi militer dalam proses kebijakan juga menciptakan pola ketergantungan struktural terhadap institusi keamanan negara. Oleh karena itu, artikel ini merekomendasikan perlunya reposisi peran militer agar kembali pada fungsi pertahanan murni, serta penguatan institusi sipil dan kearifan lokal dalam tata kelola pemerintahan daerah. Penguatan civilian control dan partisipasi masyarakat adat menjadi kunci menuju tata kelola keamanan dan pembangunan Papua yang lebih demokratis, inklusif, dan berkeadilan sosial.Keywords: hubungan sipil-militer, kebijakan publik, Papua,pembangunan, reformasi, keamanan nasional.
