Abstract

The lack of ability to operate advanced mapping technology such as drones creates limitations for village communities in Pemali District, resulting in low community participation and contribution in the planning and management process of village areas. In fact, active community participation is very important to ensure that every development program is in accordance with local needs and conditions to achieve regional development planning as stated in the 2020-2024 RPJMN. For this reason, it is necessary to use drone technology to provide solutions by providing fast and accurate spatial data, as well as improving the technical skills of village communities in mapping and managing areas. Through drone training, it is hoped that village communities can be more independent and actively participate in development planning, as well as opening up new opportunities in the field of technology that can improve their welfare and quality of life. Meanwhile, the method used in community service is in accordance with POAC or Planning, Organizing, Actuating, Controlling. From all the activities and evaluations that have been carried out, the results and conclusions obtained are that training and outreach on the use of drones through community service is considered effective and useful in developing community capabilities and increasing insight into the Pemali sub-district.Keywords: community service; drone; pemali district  Abstrak: Kurangnya kemampuan untuk mengoperasikan teknologi pemetaan canggih seperti drone membuat Keterbatasan Masyarakat desa di Kecamatan Pemali ini menyebabkan rendahnya partisipasi dan kontribusi masyarakat dalam proses perencanaan dan pengelolaan wilayah desa. Padahal, partisipasi aktif masyarakat sangat penting untuk memastikan bahwa setiap program pembangunan sesuai dengan kebutuhan dan kondisi local untuk mencapai perencanaan pembangunan kawasan seperti yang tertera pada RPJMN 2020-2024. Untuk itu perlu peran penggunaan teknologi drone dapat memberikan solusi dengan menyediakan data spasial yang cepat dan akurat, serta meningkatkan keterampilan teknis masyarakat desa dalam pemetaan dan pengelolaan wilayah. Melalui pelatihan drone, masyarakat desa diharapkan dapat lebih mandiri dan berpartisipasi aktif dalam perencanaan pembangunan, serta membuka peluang baru dalam bidang teknologi yang dapat meningkatkan kesejahteraan dan kualitas hidup mereka. Adapun, untuk metode yang digunakan dalam pengabdian masayarakat ini sendiri sesuai dengan POAC atau Planning, Organizing, Actuating, Controlling. Dari keseluruhan kegiatan dan evaluasi yang telah dilakukan, diperoleh hasil dan kesimpulan bahwa pelatihan serta sosialisasi penggunaan drone melalui pengabdian masayarakat ini diniai efektif dan bermanfaat dalam mengembangkan kemampuan masyarakat dan menambah wawasan pada kecamatan pemali.Kata kunci: drone; pengabdian masyarakat; pemali

Abstract

Flooding occurs when river water overflows and inundates the surrounding flat areas due to the river's inability to contain excess water. Pangkalpinang City, as the capital of Bangka Belitung Islands Province, has several locations that are prone to flooding during the rainy season. There have been 192 flood incidents across seven districts, making it crucial for decision-makers to identify flood-prone areas for planning purposes and to better understand the vulnerable regions to implement more effective preventive measures. This study aims to map the distribution of flood-prone areas and analyze the correlation between the spatial plan of Pangkalpinang City for 2011-2030 and flood-prone regions. The study uses scoring, weighting, and overlay methods with ArcMap 10.8 software. The data used in this study include slope gradient, elevation, soil type, land use, and rainfall. It is important to evaluate the Spatial Plan of Pangkalpinang City for 2011-2030 concerning flood vulnerability. The results of the study show that flood hazard classes in Pangkalpinang City are dominated by the low hazard class covering an area of 910.74 ha, the moderate hazard class covering 5,959.63 ha, and the high hazard class covering 3,559.90 ha. The benefits of evaluating the spatial plan of Pangkalpinang City based on flood vulnerability distribution include raising awareness among the government and the public regarding flood disasters, enabling the city government to utilize the results to strengthen flood mitigation efforts, improving the effectiveness of planning and environmental management, and optimizing land use. The spatial plan based on flood-prone areas shows that the protected area, covering 1,274.98 ha, predominantly falls into the high flood-prone category, while the cultivation area, covering 5,275.52 ha, predominantly falls into the moderate flood-prone category.

Abstract

Flooding is a recurring environmental challenge in Pangkal Pinang City, influenced by both natural topographic conditions and increasingly intensive land use changes. This study aims to assess spatial flood risk using the Topographic Wetness Index (TWI) as a hydrological indicator derived from Digital Elevation Model (DEM) data. Through slope and flow accumulation analysis, TWI values were calculated and classified using the equal interval method into five classes: very low, low, medium, high, and very high. The results show that the majority of the area falls into the very low and low categories, indicating good drainage conditions. However, localized zones of high and very high TWI values were identified in Bukit Intan, Gabek, and Rangkui sub-districts. In Bukit Intan, high flood susceptibility is linked to large-scale land clearing for industrial areas, residential expansion, and fish ponds. In Gabek, extensive deforestation for new settlements contributes to increasing flood risks. Meanwhile, in Rangkui, the accumulation of water is exacerbated by the density of existing built-up areas and insufficient drainage infrastructure. These findings highlight the relevance of TWI as a spatial analysis tool to support urban flood mitigation planning, especially in areas undergoing rapid land conversion. The study emphasizes the need to integrate topographic analysis into urban development policies to ensure flood-resilient growth.

Abstract

Penelitian ini bertujuan menilai nilai ekonomi jasa ekosistem di Kebun Raya Tua Tunu, Kota Pangkalpinang, dengan fokus pada fungsi penyediaan air dan penyerapan karbon. Pendekatan yang digunakan mengombinasikan market price approach dan benefit transfer, didukung oleh analisis spasial berbasis Sistem Informasi Geografis (SIG), survei lapangan, serta teknik geotagging untuk menentukan batas dan zonasi aktual kawasan. Berdasarkan hasil survei, kawasan seluas 60,85 hektare terbagi dalam enam zona utama, koleksi, pengembangan, pariwisata, pengelola, penerima, dan jalan yang memiliki kontribusi berbeda terhadap fungsi ekologis. Hasil analisis menunjukkan kemampuan infiltrasi sekitar 767,6 juta m³ air per tahun dengan nilai ekonomi Rp611,54 miliar per tahun, serta penyerapan karbon sebesar 10.627 ton CO? per tahun bernilai Rp17,45 miliar per tahun. Nilai ini lebih tinggi dibandingkan hasil penelitian sebelumnya karena perbedaan luasan, kepadatan vegetasi, dan kapasitas infiltrasi kawasan. Temuan ini menegaskan peran strategis Kebun Raya Tua Tunu sebagai penyangga ekologis perkotaan. Rekomendasi utama penelitian ini adalah integrasi hasil valuasi ke dalam kebijakan konservasi dan green budgeting daerah untuk mendukung pengelolaan ruang terbuka hijau secara berkelanjutan.

Abstract

Pangkalpinang is an area with a high potential for flood hazards. Therefore, it is essential to conduct spatial analysis to determine the flood vulnerability levels in this region. This study aims to assess flood vulnerability in Pangkalpinang City spatially. The research uses a quantitative approach with data analysis conducted through the overlay method and Analytic Hierarchy Process (AHP). The SMCE analysis results indicate that most areas in Pangkalpinang City have moderate to high flood vulnerability levels, suggesting a significant potential for flooding. Regarding dominant factors, the AHP weighting results show that land use plays a major role in determining flood vulnerability, with a weight of 0.40, meaning land use contributes 40% of the total factors. Built-up areas have a higher flood risk, explaining the high vulnerability in the city center of Pangkalpinang. Conversely, areas with low or no vulnerability are generally located in higher elevation zones with non-built-up land use, indicating that greater vegetation and higher terrain reduce the likelihood of flooding.
