Abstract

This study examines how to strengthen institutional capacity for regional development planning in Gorontalo Regency, Indonesia, with a focus on policies that are responsive to local community needs. A qualitative case study design was employed, drawing on in-depth interviews, observations, and analyses of planning documents, including the Regional Medium-Term Development Plan and the Regional Annual Work Plan. The findings indicate that robust institutional capacity, inclusive public participation, and the effective use of information technology are pivotal to producing adaptive and sustainable development policy. However, two principal challenges persist: insufficiently trained human resources for adaptive planning and the suboptimal use of information technology. The analysis links these results to the Sustainable Development Goals (SDGs)—notably SDG 11 (sustainable cities and communities) and SDG 16 (strong, transparent, and accountable institutions). Strengthening institutional capacity and deepening participation are expected to accelerate local SDG progress and to support the design of more inclusive, efficient, and data-driven policy. The study contributes to understanding—and improving—the implementation of adaptive, sustainable regional development policy amid social, economic, and environmental change.

Abstract

This study aims to describe the Implementation of Regent Regulation Number 61 of 2019 Concerning Civil Servant Information System in the Regional Secretariat of Gorontalo Regency. The research method uses a qualitative approach with data collection through observation, interviews and documentation. The results of the study indicate that the Implementation of Regent Regulation Number 61 of 2019 Concerning Civil Servant Information System in the Regional Secretariat of Gorontalo Regency has been implemented well, this can be seen from the communication process through socialization activities about the Civil Servant Information System which are intensively carried out and supported by quite potential human resources, namely the average education level of employees who are bachelors (S1) and have a lot of work experience as seen from the length of service of employees and have been rotated in several fields of work. In addition, the results of the researcher's observations show that there are indeed some employees who are less disciplined and do not have a good work attitude, but when compared to the total number of employees, there are still more employees who have good attitudes and discipline time than some employees who are less disciplined.

Abstract

Development disparities in Indonesia, particularly in Gorontalo Province, continue to be influenced by weak coordination between the central and local governments. Although decentralization and participatory planning have been widely discussed, attention to how intergovernmental coordination functions in regional development planning and how community participation is effectively integrated into these processes remains limited. This study examines multi-level governance in regional development planning in Gorontalo Province. Using a qualitative case study design, data were collected through semi-structured interviews with ten key informants, field observations, and document analysis conducted between January and March 2024. Data were analyzed thematically to identify patterns of vertical coordination, institutional capacity, community participation, and oversight mechanisms. Results show that overlapping jurisdictions, limited local institutional capacity, and unequal access to participatory forums such as Development Planning Consultation reduce policy responsiveness and implementation effectiveness. This study suggests that strengthening coordination mechanisms, enhancing local administrative capacity, and expanding access to participatory forums can support more inclusive local development planning. This article contributes empirical insights into how cross-level governance challenges are experienced within a decentralized regional context   .

Abstract

Monitoring contractor performance is an important part of ensuring the quality of work in accordance with technical standards and community interests. This study aims to analyze the performance supervision of contractors based on Infrastructure Governance in road maintenance projects in West Limboto District. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results of the study show that Infrastructure Governance-based contractor performance supervision has been implemented, but it is not optimal. From the aspect of transparency, information on planning, implementation, and progress of road maintenance has not been conveyed evenly to the community, even though it has been carried out through the installation of project boards, socialization, and direct communication in the field. From the aspect of accountability, it is not optimal because the conformity between technical standards and work results is not fully guaranteed, as shown by the discovery of roads that are quickly damaged, even though supervision is carried out through administrative inspections and field monitoring. From the aspect of integrity, the quality of work at some points is still not optimal due to external factors, even though material testing, SOP implementation and supervision have been carried out. From the aspect of responsibility, the implementation of supervision is still constrained due to budget limitations and the number of road sections that must be handled, even though the handling of damage reports, checks and repairs during the maintenance period has been carried out. From the aspect of participation, it is not optimal because community involvement is still limited in planning and evaluation, although there have been complaints and reports related to road conditions. Thus, the supervision of contractor performance needs to be strengthened to ensure the quality of sustainable road infrastructure and increase public confidence in the performance of local governments.

Abstract

Road infrastructure development constituted an important factor in improving community welfare because it affected mobility and socio-economic activities. To support the effectiveness of such development, collaboration among stakeholders through the application of Collaborative Governance principles wa's required. This study aimed to analyze the application of Collaborative Governance in the road development in Molowahu Village. Tibawa District, Gorontalo Regency. The research employed a qualitative descriptive approach with a case study design, data were collected through observation, interviews, and documentation. The findings indicated that all Collaborative Govemnance indicators had been applied, including initial conditions, institutional design, facilitative leadership, collaborative processes characterízed by face to face dialogue, trust-building, commitment to the process, shared understanding, and interim outcomes. However, none of these indicators had been implemented optimally. Constraints in authority and limited budgets were identified as the primary causes that prevented the realization of physical road construction, so collaborative results remained limited to non physical aspects and had not yet been able to drive physical development. Therefore, strengthening collaboration was necessary to accelerate road development more effectively and concretely.

Abstract

This study analyzes the dialectic between political and administrative rationality in the deliberative development planning process in Pentadio Timur Village, Gorontalo Regency. The village planning process is often in tension between political interests (the aspirations of residents and local elites) and administrative rationality (rules, data, and technocratic procedures). Using a qualitative approach and case study method, this study explores the dynamics of the Village Development Planning Meeting (Musrenbangdes) as a deliberation space between political and administrative actors. The results show that political rationality plays a crucial role in maintaining the social legitimacy of village government, while administrative rationality ensures program efficiency, accountability, and sustainability. When both are able to interact collaboratively, the deliberative process produces planning that is inclusive and adaptive to community needs. However, the imbalance between these two rationalities remains a challenge, primarily due to the limited technical capacity of the apparatus and the influence of electoral interests.

Abstract

Abstrak : Penelitian ini bertujuan untuk mendeskripsikan pengelolaan depot air minum dalam meningkatkan Pendapatan Asli Daerah (PAD) di Dinas Kesehatan Kabupaten Bone Bolango. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Sumber data diperoleh melalui wawancara, observasi, dan dokumentasi dengan informan yang terdiri dari Kepala Laboratorium, Kepala Tata Usaha, bendahara, petugas penagihan, staf administrasi, serta pemilik depot air minum. Hasil penelitian menunjukkan bahwa pengelolaan depot air minum telah dilakukan melalui tahapan perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Perencanaan dilakukan berdasarkan kebutuhan operasional dan evaluasi sebelumnya, sedangkan pengorganisasian terlihat dari pembagian tugas dan koordinasi antarpegawai. Pelaksanaan pelayanan pengujian kualitas air telah berjalan sesuai SOP, namun masih terdapat kendala berupa keterbatasan sarana dan anggaran. Pengawasan dilakukan melalui monitoring administrasi, mutu hasil uji, dan pembayaran retribusi. Pengelolaan yang baik diharapkan mampu meningkatkan kualitas pelayanan serta memberikan kontribusi terhadap peningkatan PAD di Kabupaten Bone Bolango Kata Kunci : pengelolaan, depot air minum, PAD, pelayanan publik, pengawasan.
