Abstract

Salah satu industri ekonomi terpenting di Indonesia adalah pariwisata. Sektor ini merupakan mesin perekonomian dan sumber pendapatan bagi daerah-daerah di Indonesia. Sumatera Utara adalah salah satu provinsi di Indonesia dengan destinasi wisata terbanyak yang diberkati dengan keindahan alam dan kekayaan budaya, seperti Danau Toba, Air Terjun Sikulikap, Air Terjun Sipiso-piso, Gunung Sibayak, Gunung Sibuatan dan masih banyak lagi. Tujuan penelitian ini untuk menelaah pengaruh kunjungan wisatawan mancanegara dan tingkat hunian kamar hotel terhadap pendapatan asli daerah (PAD) di Sumatera Utara. Penelitian ini menggunakan pendekatan kuantitatif dengan metode pengumpulan data studi kepustakaan. Data penelitian ini diperoleh dari Badan Pusat Statistik (BPS). Analisis data pada penelitian meliputi uji asumsi klasik dan uji hipotesis yang diolah menggunakan software SPSS 26. Hasil penelitian menunjukkan bahwa kunjungan wisatawan mancanegara dan tingkat hunian kamar memberikan pengaruh positif dan signifikan terhadap Pendapatan Asli Daerah (PAD) di Sumatera Utara periode 2010 hingga 2019

Abstract

This study aims to analyze the effect of Life Expectancy Rate (AHH), Open Unemployment Rate (TPT), and Government Expenditure in the Education sector on Human Development Index (HDI) in North Sumatra Province in the period 2010-2024. This research uses a quantitative approach with a literature study method. The data used is secondary time series data obtained from the publication of Badan Pusat Statistik (BPS). The analysis technique used is multiple linear regression with the help of E-Views 10 software. Tests were carried out through the classical assumption test, the coefficient of determination test, the simultaneous F test, and the partial t test. The results showed that simultaneously the three independent variables had a significant effect on HDI. Partially, AHH and government spending in the education sector have a positive and significant effect on HDI, while TPT has a negative and significant effect. The Adjusted R-squared value of 0.985 indicates that the model is able to explain 98.5% of the variation in HDI. This finding confirms that improving the quality of health, reducing unemployment, and investing in the education sector are important factors in supporting sustainable human development in North Sumatra Province.

Abstract

The rapid development of financial technology (fintech) has driven innovation in the world of investment, one of which is through digital platforms for gold investment. Pegadaian Digital, as an online gold investment service, offers ease of access and flexibility for the public, but raises issues of Islamic law regarding the suitability of contracts, ownership, and transaction mechanisms in a non-physical system. This study aims to analyze the compliance of online gold investment practices at Pegadaian Digital with Islamic legal principles. The research employs a qualitative method with a normative-legal and conceptual approach, and data is obtained through literature review, including fiqh literature, DSN-MUI fatwas, and official documents from Pegadaian. The results of the study indicate that digital gold investment through Pegadaian Syariah uses a combination of wakālah, ijarah, bai’, and qardh contracts, which are considered valid under Islamic law, provided they meet the conditions and requirements of the contract and are free from elements of riba and gharar. The delivery mechanism in the digital system is deemed valid based on the concept of qabḍ hukmī (legal delivery), and does not contradict sharia if the transaction object, price, and rights and obligations of the parties are explained transparently. The conclusion of this study states that online gold investment practices through Pegadaian Digital can be considered in line with Sharia principles, provided they remain under continuous supervision to align with the objectives of Sharia (maqāṣid al-syarī‘ah) in contemporary muamalah practices.
