Abstract

Abstract

This study discusses the comparison of rights and obligations between government employees with employment agreements (PPPK) and civil servants (PNS) in Indonesia. With a qualitative approach, data was obtained through interviews, document analysis, and observation. The findings show that PPPK has almost equal rights with civil servants in terms of salary and facilities, but there are striking differences in terms of pension security and job stability. In terms of obligations, both PPPK and civil servants are expected to comply with performance and ethical standards in accordance with government regulations. This research makes an important contribution to the development of fairer and more inclusive policies in the national civil service system

Abstract

This paper analyzes the counterterrorism strategies implemented by the National Counterterrorism Agency (BNPT) by irregular warfare. Terrorism is the use of violent methods to achieve political objectives, carried out by small-scale non-state actors against larger entities such as the state (irregular warfare). Indonesia is a country that has experienced a series of terrorist attacks occurring almost every year, and these attacks continue to evolve in terms of organizational structure, affiliations, targets, methods of attack, and recruitment tactics. The rapid pace of change in terrorist activities requires the BNPT to adopt strategies capable of accommodating all possible shifts in the nature of terrorism in Indonesia. This study employs a descriptive qualitative approach, utilizing secondary and primary data derived from a literature review comprising books, journals, and online news articles. The result describes that BNPT employs two main strategic approaches in implementing counterterrorism policy: the “soft approach,” which focuses on preventing terrorism and radicalization, and the “hard approach,” which emphasizes the enforcement of existing laws related to terrorist acts. In addition, there is a complementary strategic approach known as the “multisectoral approach,” which serves to further limit the scope of terrorism and radicalization particularly with regard to financing, recruitment, mobilization, and other related activities.
