Abstract

The information system is a set tools to present information that has been managed well in order to make it easy and useful for its users. One indicator of the successful implementation of information system is how the end-user satisfaction. User satisfaction can be measured using user satisfaction methods. This study aims to develop a measurement framework to measure the user satisfaction of IT services. The measurement framework will be developed using 3 (three) basic theories such as Servqual by Parasuraman, Webqual by Barnes and Vidgen, and Information System Succes Model (ISSM) by DeLone and McLean. The model will be applied to a case study that an IT Service called Sistem Informasi Terintegrasi (SISTER) of the Jember University. This measurements using 100 respondents are students as SISTER's users and will be tested using t testing and GAP analysis. Based on the measurement results, the variable service quality has no significant influence on user satisfaction, and another variable is website quality has a significant influence on user satisfaction. Based on GAP analysis, it's found that the average gap value for service quality variable is -1.12, website quality is -1.00, and user satisfaction is -1.00. It means, the service quality that represents the tangible components, reliability, responsiveness, assurance, and emphaty of SISTER's provider according the students perceptions are still not good. In the future, SISTER's provider need to improve the quality of measurement items of indicators of reliability, responsiveness, assurance, and emphaty if they want to increase the user satisfaction of SISTER.

Abstract

Electronic Village Budgeting (e-VB) is an information system of village budgeting owned by Banyuwangi District. But at the beginning of the implementation of e-VB, there were several errors and constraints experienced by users so that an evaluation is needed to measure the extent of the quality of e-VB services. To measure the quality of e-VB service, this research used 33 attributes from 6 dimensions of e-GovQual; ease of use, trust, functionality of the interaction environment, reliability, content and performance of information, and citizen support. While the Importance Performance Analysis (IPA) method is used to map the services performance based on the level of user importance. Respondents in this research were 44 respondents spread across 22 villages in Kabat and Licin subDistricts.  Based on the results of e-GovQual analysis was known that the quality of service performance is 3.16. This shows that the performance of the e-VB service is good according to the user's perception. However, based on the assessment of user importance of 3.45, it creates a gap value between performance and importance of -0.29, indicating that the quality of e-VB services is good, but has not fulfilled the user’s importance. Based on the results of the IPA quadrant analysis, it produces several attributes that need a special priority for improvement; providing informed consent, accessibility of site, and loading speed. The results of the research are expected to help the provider of e-VB to be able to provide services that are in accordance with the user’s importance.

Abstract

The Village Information Administration System (VIAS) is one of the many IT service implemented by the Bondowoso district. The successful implementation of an IT service like VIAS can be seen from the extent to which the level of readiness of the user adopts the service. To determine the extent to which the user readiness level can be performed a measurement using the relevant method. STOPE Framework is one of the method that can be used to measure the extent to which the IT service user readiness and can provide recommendations based on the result of the evaluation. Measurement of user readiness in this study using STOPE Framework and determination of a 4 point scale based readiness level issued by the Centre for International Development/CID (Harvard Cyber Law). Data analysis result show VIAS user readiness level is at level 4(completely ready). This indicates that the VIAS user is ready to use the Village Information Administration System based on approach using STOPE Framework.
