Abstract

Abstrak Penelitian ini mengkaji peran teknologi dalam memfasilitasi akses layanan asuransi dan jaminan sosial bagi lansia di era digitalisasi. Tujuan penelitian adalah menganalisis tantangan yang dihadapi lansia dalam mengakses layanan kesehatan berbasis digital serta mengidentifikasi solusi untuk meningkatkan aksesibilitas. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam terhadap 50 responden lansia dan studi literatur. Hasil penelitian menunjukkan bahwa 75% lansia mengalami kesulitan mengakses layanan kesehatan digital karena keterbatasan literasi teknologi, kendala fisik, dan kurangnya pendampingan. Implementasi teknologi yang tidak ramah lansia serta minimnya sosialisasi menjadi hambatan utama. Penelitian merekomendasikan pengembangan antarmuka yang lebih sederhana, program pendampingan digital berkelanjutan, dan sistem hybrid yang memungkinkan akses layanan secara konvensional maupun digital. Kesimpulannya, diperlukan pendekatan yang lebih inklusif dalam transformasi digital layanan kesehatan dengan mempertimbangkan kebutuhan khusus lansia. Abstract This research examines the role of technology in facilitating access to insurance and social security services for the elderly in the digitalization era. The research aims to analyze the challenges faced by the elderly in accessing digital-based healthcare services and identify solutions to improve accessibility. The research method uses a qualitative approach with data collection techniques through in-depth interviews with 50 elderly respondents and literature studies. Results show that 75% of elderly experience difficulties accessing digital health services due to limited technological literacy, physical constraints, and lack of assistance. Implementation of non-elderly-friendly technology and minimal socialization are major obstacles. The research recommends developing simpler interfaces, sustainable digital assistance programs, and hybrid systems that enable both conventional and digital service access. In conclusion, a more inclusive approach is needed in the digital transformation of health services by considering the special needs of the elderly. Abstract

Indonesia, as an archipelagic country, has vast potential in marine resources; however, the welfare of poor fishing communities remains far from satisfactory due to various economic and social limitations. This study aims to analyze the economic and social needs of poor fishermen who face challenges such as low income, limited access to education and healthcare, and dependence on middlemen. The research was conducted in Paluh Sibaji Village, Pantai Labu Subdistrict, Deli Serdang Regency. The key informant was the Head of Paluh Sibaji Village, with three poor fishermen serving as main informants and fishermen’s families as additional informants. Data collection was carried out through literature review and field studies, including observation, interviews, and documentation. The data obtained in the field were then qualitatively analyzed until conclusions could be drawn. Based on the findings, the living conditions of poor fishermen in Paluh Sibaji Village reveal ongoing multidimensional economic and social needs. Referring to Sukirno’s (2005) theory of economic needs, it is evident that low per capita income, limited employment opportunities, unequal income distribution, and inadequate economic infrastructure persist. An analysis based on Abraham Maslow’s (1943) theory of social needs indicates that poor fishermen in Paluh Sibaji experience a sense of belonging and social bonds, love and affection, as well as social interactions within the community, although these remain limited and not yet optimal.
