Abstract

This study is aims to examine the economic development of the Kalaodi community through agrotourism. In particular, this study is aims to examine the development of the agricultural potential of the Kalaodi village as an agro tourist attraction in Tidore City, and home industry development as an effort to improve the community's economy. This research use the desciptive qualitative approach, and the data analysis technique used is an interactive model, with stages: data condensation, display data, drawing/ verifiying. The results showed that the government of Tidore City did not yet have a Kalaodi agrotourism development program. However, the Kalaodi people have developed agriculture as an object of agrotourism. The business carried out by the community is utilizing the house yard as a family garden. In addition, the Kalaodi community has local wisdom in carrying out their profession as a farmer, namely farming that does not damage the forest and nature. This wisdom enriched the Kalaodi village agro tourism. The Kalaodi community also developed a home industry as a form of developing agrotourism in their village. Products of produced from the home industry are malinjo crackers and chips, souvenirs and jewelry and household furniture. Economically, the home industry business developed by the community has an impact on society such as helping the family economy.

Abstract

The transformation of sustainable policies through the integration of the Green Policy in state administration marks a critical step in responding to increasingly complex environmental challenges. This green policy seeks to systematically adopt sustainability principles in the process of policy making and government practice. The impacts include reducing the ecological footprint, promoting innovation in green technology, reducing dependence on non-renewable resources, and reducing carbon emissions. In addition, this approach also creates new economic opportunities and increases global competitiveness. The success of this transformation depends heavily on the synergy between the government, society, and the private sector. These efforts are expected to support the achievement of sustainable development goals and realise a better future for the environment and future generations.

Abstract

This article explores the challenges and opportunities associated with collaborative governance in multi-stakeholder policy environments. Utilizing a qualitative approach, we conducted a comprehensive literature review to identify key themes and insights regarding collaborative governance practices. The findings reveal that while collaborative governance offers significant potential for enhancing stakeholder engagement and fostering innovative solutions to complex policy issues, it also presents notable challenges. These challenges include power imbalances among stakeholders, difficulties in communication and coordination, and the risk of diluted accountability. Conversely, the opportunities identified include the potential for shared knowledge creation, increased resource mobilization, and improved policy outcomes through collective decision-making. By synthesizing existing research, this study provides a nuanced understanding of the dynamics at play in collaborative governance frameworks and emphasizes the importance of fostering inclusive participation and effective communication strategies. The insights gained from this study can inform policymakers and practitioners seeking to enhance collaborative governance efforts in various sectors. Ultimately, this article contributes to the growing body of literature on collaborative governance by highlighting the intricate balance between challenges and opportunities, thereby offering practical recommendations for improving multi-stakeholder collaboration in policy environments

Abstract

The move of the North Maluku Regional Police from Ternate City to Sofifi City is a significant change that has an impact on the National Police NCO recruitment service. The background to this research is based on the need to understand how moving locations affects the effectiveness of police services. The aim of this research is to evaluate the impact of the North Maluku Regional Police's move to Sofifi City on the National Police NCO recruitment service. This research focuses on how displacement affects selection processes, infrastructure, coordination, and responsiveness to community needs. The method used in this research is a qualitative method with a continuous analysis approach. Data was collected through in-depth interviews, field observations, and document analysis. Interviews were conducted with informants who had knowledge of the process of recruiting National Police NCOs and changing Polda locations. Observations were used to assess the condition of facilities and infrastructure at the Sofifi Regional Police Headquarters, while document analysis provided context for the policies and procedures implemented. The research results showed that the move of the North Maluku Regional Police to Sofifi City had an impact on several aspects of the National Police NCO reception service. Limited facilities and infrastructure at the Sofifi Regional Police Headquarters are the main challenges, which affect the efficiency and effectiveness of the selection process. Coordination between the Regional Police in Ternate and Sofifi also showed obstacles, which could cause delays and logistical difficulties. However, this move also offers opportunities for innovation and improvement, with the application of technology and new ideas that can improve the quality of service. In conclusion, to ensure the effectiveness of the National Police NCO recruitment service, efforts are needed to improve facilities, strengthen coordination, and make optimal use of technology . It is hoped that the recommendations from this research will help the North Maluku Regional Police in facing challenges and improving the effectiveness of services after moving to Sofifi City.

Abstract

This study analyzes Communication, Human Resources, Attitudes, and Bureaucratic Structure in applying Edward III’s public policy implementation model to hajj management in East Halmahera Regency. The research involved 15 informants: 5 from the Welfare Division of the Regional Secretariat and 10 from the Ministry of Religious Affairs and local hajj participants. Using a qualitative approach, findings show that policy implementation is “fairly good,” especially in communication and assistance. Human resources are professional, but limited internet access hampers information flow. Staff attitudes are positive in both administrative and technical services. However, frequent SOP changes reduce effectiveness as communities struggle to adapt. Despite this, organizers remain responsible and committed to their duties

Abstract

This research aimed to examine the development of Kalaodi Agrotourism, the development of tourism facilities in the Kalaodi Agrotourism area, and the development of human resources in the tourism sector carried out by local governments and communities. This research used a qualitative descriptive approach, and it used an interactive model as the data analysis technique. The results showed that Kalaodi had many kinds of tourism wealth, specifically, in the form of nature, agro, and cultural tourism. The Kalaodi community had the will and enthusiasm to develop tourism objects in their area. There were various public transportation facilities such as roads, good sanitation, electricity facilities, and communication facilities even though Kalaodi was a village located far from the central government and urban areas. In addition, the Kalaodi community had developed human resource development programs, such as the creation of literacy houses, the formation of art galleries, English language training, and home industry product development training. In developing agrotourism, the collaboration between the local government and the community is needed, both in the development of tourist objects and tourism support facilities.Keywords: Development, Kalaodi Agrotourism, Tidore
