Abstract

Masa remaja adalah fase transisi kritis yang ditandai oleh perubahan fisik, emosional, dan sosial yang signifikan, termasuk perkembangan seksual yang membutuhkan edukasi yang tepat dan berbasis gender. Permasalahan utama dalam penelitian ini adalah kurangnya pemahaman remaja mengenai seksualitas yang sehat dan bertanggung jawab, serta peran orangtua yang belum optimal dalam memberikan bimbingan berbasis nilai agama yang kuat. Kondisi ini membuat remaja sering mencari informasi dari sumber yang kurang kredibel atau mengalami kebingungan terkait nilai-nilai yang benar. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan wawancara mendalam terhadap beberapa keluarga yang memiliki remaja sebagai subjek penelitian. Penelitian ini mengeksplorasi pandangan orangtua dan metode mereka dalam memberikan edukasi seksual, khususnya yang berbasis nilai agama yang dianggap penting bagi keseharian remaja. Hasil penelitian menunjukkan bahwa walaupun sebagian besar orangtua menyadari pentingnya edukasi seksual, tidak semuanya merasa nyaman atau memiliki cukup pengetahuan untuk mendiskusikan topik tersebut secara terbuka dengan anak-anak mereka. Sementara itu, remaja sering kali bingung saat informasi dari luar rumah tidak sesuai dengan nilai-nilai yang diajarkan di keluarga. Penelitian ini menyimpulkan bahwa keterlibatan aktif orangtua dalam memberikan edukasi seksual berbasis nilai agama sangat penting, dengan dukungan pelatihan yang tepat agar mereka dapat membantu remaja mengambil keputusan yang sehat dan bertanggung jawab terkait seksualitas.

Abstract

The health center as a first-level health service center has a strategic role in improving the health of the community in its working area. The implementation of service strategies at the Kutalimbaru Health Center, Medan Tuntungan also faces challenges such as limited human resources, facilities, and suboptimal community responses. Method: using a qualitative approach with a descriptive design. This study was conducted through primary and secondary data collection which included in-depth interviews with key informants, namely the head of the health center and the person in charge of health management services. The study was conducted at the Kutalimbaru Health Center, Medan Tuntungan on Thursday, April 23, 2025. Objective: The purpose of this study was to obtain an up-to-date picture of the implementation of health service strategies at the health center. The focus of the study was the effectiveness of the service strategies implemented and the obstacles faced in efforts to improve the quality of health services to the local community. Results: The results of this study are that the implementation of health service strategies at the Kutalimbaru Health Center was carried out by holding Mobile Health Centers and Village Health Posts as an effort to expand access to health services to the community, especially in hard-to-reach areas. Conclusion: The results of this study highlight that Partnership and Community Empowerment Strategies are the main keys to improving access and quality of health services. Through close cooperation between the Health Center, Integrated Health Posts, village governments, and various related parties, maternal, adolescent, and toddler health programs can run effectively, thereby reducing the risk of stunting, anemia, and increasing immunization coverage.

Abstract

The National Health Insurance (JKN) program, administered by BPJS Kesehatan (Social Security Agency for Health), is one of the government's efforts to ensure access to healthcare services for all. However, its implementation still faces various obstacles, one of which is pending claims. This study aims to analyze the causes of pending BPJS Kesehatan claims at the UPTD (Regional Government Hospital for Lung Disease Control) in North Sumatra Province and identify the dominant factors influencing the delay in claims settlement. This study used a descriptive quantitative method with secondary data obtained from BPJS Kesehatan claims reports and hospital financial data for the period January to July 2025. The data analyzed included the number of claims submitted, eligible claims, pending claims, and the categories of causes for pending claims. The results showed that the total number of claims submitted during this period reached 1,289 files, consisting of 1,224 outpatient claims and 65 inpatient claims. Of these, 77 claims (5.9%) were pending. The main cause of pending claims is the inconsistency of coding in class rates, 92.4% for outpatients and 82% for inpatients due to changes in hospital class rates, while the rest is caused by incomplete files and medical indications. Therefore, the right solution is to implement training activities to improve human resource competency. As a form of intervention, steps that can be taken are to develop Standard Operating Procedures (SOPs) for BPJS Kesehatan claims so that task implementation becomes more focused, uniform, and in accordance with applicable regulations to reduce the number of pending claims and improve hospital financial efficiency.
