Abstract

This study aims to explore international students' perceptions on the service quality delivery at Universitas Hasanuddin. The method used is a qualitative approach with in-depth interview techniques. Data was collected through interviews with the international students under the KNB scholarships, who were studying Indonesian language through BIPA program at Unhas. Interviews were conducted using a semi-structured interview guide which allowed researchers to explore participants' experiences and views in more depth. The findings of the study show that international students have varying perceptions of the quality of service they receive, with the majority assessing aspects of academic services, administration and campus facilities as quite adequate. However, there are several challenges related to communication, cultural understanding, and support in social and academic adaptation. This research recommends improving coordination between various parties at universities to improve services and better meet the needs of international students. It is hoped that these findings can become a reference for university administrators in designing policies that are more responsive to the needs of international students.

Abstract

This study aims to analyze the impact of neoliberal political economy in the context of higher education, precisely at Universitas Hasanuddin. The main focus of the study is to explore how the marketization process of higher education affects the accessibility and quality of education. The approach used in this study is qualitative with data collection methods through semi-structured interviews with 30 students and documentation studies related to the policies implemented at Hasanuddin University. The results show that the application of neoliberal principles in higher education management, such as an emphasis on efficiency, commercialization of educational services, and adapting the curriculum to market needs, has a significant impact on the accessibility of education for students from low economic backgrounds, as well as affecting the quality of education received. Apart from that, this marketization also has the potential to create inequality in the distribution of resources and create a gap between universities that have more funds and those that have less. It is hoped that these findings will provide deeper insight into the impact of neoliberal political economy on higher education and propose policies to improve access and quality of education at the state universities in Indonesia.

Abstract

The integration of artificial intelligence (AI) and cloud-based technologies is reshaping higher education globally, yet their impact in fragile contexts remains underexplored. This study evaluates the influence of AI-enabled cloud communication platforms on student engagement in ten private universities in Afghanistan, with a focus on interaction, personalization, motivation, and collaboration. A qualitative research design was employed, using classroom and online observations, document analysis, and semi-structured interviews with faculty, students, and administrators. The findings reveal that these platforms significantly enhanced engagement by fostering real-time communication, adaptive feedback, gamification, and collaborative learning opportunities. However, effectiveness was constrained by infrastructure weaknesses, uneven institutional readiness, limited faculty training, and cultural skepticism regarding AI. The study highlights that technology alone cannot transform education without supportive ecosystems of infrastructure, pedagogy, and ethical guidelines. Its impact lies in providing evidence for policymakers, educators, and administrators seeking to strengthen student-centered learning and digital transformation in higher education. The study suggests future research should adopt mixed methods approaches to measure learning outcomes more systematically, expand to public universities, and explore long-term cultural and ethical implications of AI integration, ensuring digital innovation contributes to equitable and sustainable educational reform in Afghanistan and comparable contexts.

Abstract

This study examines the practical role of artificial intelligence (AI) in strengthening digital governance and network security in post-conflict Afghanistan. Drawing on a qualitative approach, data were collected through semi-structured interviews with 20 key informants, including government officials, ICT and cybersecurity experts, academics, and representatives from international organizations, complemented by document analysis of policy reports and strategic frameworks. The findings reveal that AI is perceived as a critical enabler of governance reform, with the potential to enhance transparency, reduce corruption, and improve efficiency in service delivery, contributing to institutional legitimacy. At the same time, participants emphasized the importance of AI-driven cybersecurity tools, such as predictive analytics and anomaly detection, in mitigating rising digital threats from both state and non-state actors. However, the study also highlights significant barriers, including weak infrastructure, limited technical capacity, and reliance on external actors, which constrain effective adoption. These dual dynamics underscore that while AI offers opportunities for resilience and modernization, its success in fragile context depends on context-sensitive, ethically grounded, and inclusive deployment. The research contributes to ongoing debates on technology-enabled governance in fragile states and provides practical insights for policymakers, practitioners, and international partners engaged in Afghanistan's digital transformation

Abstract

Public service delivery in Indonesia often overlooks the specific needs of vulnerable groups, such as elderly citizens, persons with disabilities, and pregnant women. Despite policy commitments to inclusivity, such as those outlined in Law No. 25 of 2009 on Public Services, implementation at the village level remains limited, revealing a gap between regulatory intent and service practice. This study examines how inclusive service design can bridge that gap through the creation of a dedicated “services cape” at the Minasa Baji Village Office, Maros Regency. Anchored in the framework of inclusive public administration, the study explores how physical space and participatory planning contribute to equitable service access. Using a qualitative approach involving interviews, observation, and documentation, data were collected from village officials and representatives of vulnerable groups to co-develop a specialized service room. The initiative, trialed for 11 days with minimal funding, yielding preliminary insights that would guide future improvements. This change project successfully improved public service quality by reducing average waiting time by over 66%, increasing accessibility by 100%, achieving near-perfect information clarity, enhancing visitor satisfaction, and improving operational cost efficiency, with an overall success rate of 87.2%. The findings demonstrate that low-cost, community-driven innovations can effectively enhance inclusivity and service efficiency. Theoretically, this study advances the discourse on inclusive governance by highlighting the role of participatory spatial design in promoting equitable access within grassroots public administration contexts.
