Abstract

[Bahasa]: Desa Rambipuji merupakan daerah rawan bencana di Kabupaten Jember yang berpotensi mengancam individu khsusunya anak-anak sebagai kelompok yang rentan terhadap bencana. Namun, hingga saat ini belum ada program intervensi yang secara khusus menyasar anak-anak sebagai upaya untuk mengedukasi mereka terkait mitigasi bencana. Oleh karena itu, pengabdian ini dilakukan dengan mengacu pada pedoman SPAB (Satuan Pendidikan Aman Bencana) yang disusun Badan Nasional Penanggulangan Bencana. Pengabdian ini dikemas dalam Gerakan Edukasi Mengerti Bencana Rambipuji (GEMBIRA) dengan tujuan memberikan edukasi pada anak-anak sehingga memiliki kesadaran mitigasi bencana yang baik. Target program pengabdian ini adalah untuk meningkatkan pemahaman mitigasi bencana pada anak melalui edukasi berbasis media edukasi inovatif dan mini simulasi bencana. Pengabdian ini juga menetapkan target pendukung dalam upaya mewujudkan kesadaran mitigasi bencana melalui pembentukan konsep program dan penguatan kelembagaan sebagai nilai keberlanjutan program. Program pengabdian ini melibatkan Pemerintah Desa Rambipuji dan Desa Tangguh Bencana (Destana) Rambipuji sebagai mitra, serta SDN 3 Rambipuji dan MI Miftahul Ulum sebagai sasaran program. Implementasi program dilaksanakan melalui Focus Group Discussion (FGD) untuk membentuk konsep program dan penguatan kelembagaan. Hasil program ini menunjukkan adanya peningkatan pemahaman siswa terhadap kesadaran mitigasi bencana. Melalui program ini juga terbentuk konsep program yang dapat diaplikasikan oleh stakeholder terkait dan secara kelembagaan melahirkan fasilitator dan kader anak yang berperan dalam keberlanjutan program. Secara keseluruhan, program ini mencapai target yang ditetapkan dan mendapat respon positif dari mitra program pengabdian dan stakeholeder terkait. Kata Kunci: rawan bencana, mitigasi bencana, edukasi bencana, media edukasi inovatif [English]: Rambipuji Village is a disaster-prone region in Jember Regency that can potentially threaten individuals, particularly children, as a vulnerable group to disasters. However, no intervention programme has been specifically aimed at educating children regarding disaster mitigation. Therefore, this service was carried out following the Disaster Safe Education Unit (SPAB) principles developed by the National Agency for Disaster Management (BNPB). This service was organised in the Gerakan Edukasi Mengerti Bencana Rambipuji (GEMBIRA) to educate children and develop awareness of disaster mitigation. This service programme aims to increase children's understanding of disaster mitigation through education based on innovative educational media and mini-disaster simulations. The programme has also set supporting targets to generate disaster mitigation awareness by establishing a programme concept and institutional strengthening as the programme's sustainability value. This service programme involved the Rambipuji Village Government, the Desa Tangguh Bencana (Destana) and the Sekolah Dasar Negeri (SDN) 3 Rambipuji and Madrasah Ibtidaiyah (MI) Miftahul Ulum as programme partners. The programme was implemented through Focus Group Discussions (FGDs) to establish the programme concept and institutional strengthening. The results show an increase in students' understanding of disaster mitigation awareness. This program also developed a programme concept that other related stakeholders could apply and institutionally created facilitators and child cadres who play a role in the programme's sustainability. This programme achieved the goal and received a positive response from the participants and related stakeholders. Abstract

Stunting is a global problem that occurs in developing countries. Stunting policies in developing countries have different implementation trends.  This research aims to explore and describe stunting policies through Indonesian government programs with the governments of the Philippines, Malaysia, and Vietnam. The selection of country objects is determined based on the average stunting prevalence rate based on the Asian Development Bank in 2022, namely 2 countries above the average stunting prevalence in Southeast Asia (Indonesia and the Philippines) and 2 countries below the average stunting prevalence rate (Vietnam and Malaysia). This research was conducted using a literature study method on 80 main articles from international journals with a publication range of 2019-2024.  The findings were analyzed with indicators of successful policy implementation: Communication, Resources, Disposition, and Bureaucratic Structure which serve to assess the role and success of the policy. This research shows that there are similarities and differences in the policy implementation framework in each country. Similarities are caused by culture, socio-demographics, and poverty which are the dominant factors for stunting. The differences that arise are caused by the approach chosen by the government to overcome stunting. As a recommendation, the government needs to make the stunting handling program a national priority. In supporting the success of stunting management policies, it is necessary to strengthen coordination between institutions, build commitment between implementers, and align the policy agenda between stakeholders

Abstract

Coastal governance policies in Indonesia have undergone significant changes over time, influenced by dynamic knowledge development. This study aims to analyze the dynamics of coastal and small island governance policies in Indonesia using a Knowledge-Based Governance approach. The method used was qualitative content analysis of 67 regulations issued by the Indonesian government between 1960 and 2024. The results show that the knowledge gained in coastal zone management comes mostly from reflections on the past and the present. Dialectical learning involving public consultation and discussions among stakeholders is limited and has not been widely implemented. Co-evolution, in which stakeholders, knowledge, and institutions interact dynamically, is a key factor in creating policies that are responsive to environmental challenges. This study suggests that the government strengthen inter-agency coordination and increase the participation of the community and relevant parties in the decision-making process. This is useful for creating policies that are more flexible and adaptive to changes. Therefore, it is important to integrate learning that involves various perspectives to produce policies that are more innovative, comprehensive, and in line with the needs of Indonesia's coastal communities.
