The aim of this study was to identify the problems and determine the conceptual model of regional development planning. Regional development planning is a systemic, complex and unstructured process. Therefore, this study used soft systems methodology to outline unstructured issues with a structured approach. The conceptual models that were successfully constructed in this study are a model of consistency and a model of reconciliation. Regional development planning is a process that is well-integrated with central planning and inter-regional planning documents. Integration and consistency of regional planning documents are very important in order to achieve the development goals that have been set. On the other hand, the process of development planning in the region involves technocratic system, that is, both top-down and bottom-up system of participation. The purpose of this paper is to identify problems and construct a conceptual model related to the local fiscal health condition. The local fiscal health condition is highly dependent on many factors, indicating that local finance is a complex, systemic and unstructured process. The main emphasis in this research is that the researchers attempt to explore the problem situation with the interpretive and naturalistic approach toward the local fiscal health condition and to study, understand, and interpret the meaning of phenomenon. This study uses a soft system methodology (SSM) that is a systemic approach to describe unstructured issues with a structured approach. The successful conceptual model constructed in this research is the survival mechanism of revenues and expenditures model. The results of this study indicate that the main problem of fiscal health condition is from both revenues and expenditures. Revenues problem is indicated by the low local fiscal independence, while expenditures problem is by the high indirect personnel expenditures. The location taken as the unit of analysis was Bondowoso Regency, East Java, Indonesia with the consideration that Bondowoso Regency is one of the four underdeveloped regencies in East Java Province.

Abstract Decentralization and local autonomy provide opportunities for the regions (province and regency/city) in Indonesia to undertake regional expansion. The implication is that the number of new autonomous regions (DOB) is higher and higher. However, the DOBs, viewed from the economic growth, tend to be under the parent regions. This means that the DOBs cannot respond to the demands of the expansion goals related to the acceleration of the regional economic development. Batu City was designated as a DOB through Law No. 11 Year 2001 on the establishment of Batu City. The economic growth of Batu City in 2002-2011 continuously increased and was higher than the average growth of Malang Regency which is the parent area of Batu City. This research was intended to determine the role of Batu City Government in improving its economic growth and analyze whether there was a sector shift in Gross Domestic Product (GDP) of Batu City. This type of research is descriptive with qualitative approach. In addition, to identify changes in leading sector of GDP in Batu City used Klassen’s typology analysis.

Penelitian ini menganalisis pengembangan ekonomi lokal di Kabupaten Bondowoso yang berfokus pada pemanfaatan dan optimalisasi sumberdaya serta kompetensi daerah dalam menggerakkan perekonomian daerah. Studi ini bertujuan untuk mengidentifikasi jenis industri kecil dan menengah yang memiliki potensi untuk dikembangkan di Kabupaten Bondowoso serta strategi yang sesuai untuk pengembangannya. Data yang digunakan adalah data sekunder yang diperoleh dari Dinas Koperasi, Perindustrian dan Perdagangan Kabupaten Bondowoso, Biro Pusat Statistik dan Bank Indonesia. Alat analisis yang digunakan adalah Location Quotient (LQ) dan Tipologi Klassen. Hasil penelitian berdasarkan hasil perhitungan LQ menunjukkan bahwa kelompok usaha kecil menengah yang memiliki kontribusi terbesar pertama berada pada kelompok yang berasal dari sektor makanan dan minuman yang berlokasi di Kecamatan Tapen, yang kedua adalah usaha kecil menengah dari sektor selep/penggilingan yang berlokasi di Kecamatan Bondowoso, dan ketiga adalah usaha kecil menengah dari sektor alat rumah tangga dan mainan di Kecamatan Curahdami. Strategi pengembangan UKM di Kabupaten Bondowoso yang tepat adalah dengan pemberiaan fasilitas pembinaan, pengembangan SDM, bantuan peralatan dan pemasaran melalui promosi.

The Role of Government in Gresik Based Partnership Corporate SocialResponsibility (CSR). This study aims to describe the implementation of CSR-based partnershipprogram by PT. Semen Gresik and Government’s role in optimizing the partnership. Thisresearch approach is qualitative approach with descriptive type, while the data analysis is touse interactive model. The results showed that the CSR program partnership model adopted byPT. Semen Gresik venture philanthropy partnerships using the plasma core, but the partnershipis still pseudo partnership and the role of government in optimizing partnerships Gresik still bemandating and partnering, in the form of a mandate to form a company with a team sub-districtand district level coordination to KISS (coordination, integration, synchronization, and synergy).However, the role of facilitating and endorsing yet implemented, so that such a partnership cannot be optimized.Keywords: corporate social responsibility, the partnership, the role of government, coordination.

Penelitian ini bermula dari berbagai kebijakan yang telah diterapkan oleh pemerintah pusat guna membangkitkan kembali perekonomian nasional di masa pandemi termasuk UMKM yang masih belum menunjukkan hasil yang optimal. Hambatan utama para pelaku UMKM berupa akses permodalan yang terbatas, promosi dan distribusi yang terhambat, sarana produksi yang tidak memadai serta geliat perekonomian yang lesu di masa pandemi. Upaya untuk pemulihan tidak hanya dibebankan pada pemerintah pusat semata, pemerintah daerah juga bertanggungjawab atas hal ini. Penelitian ini bertujuan untuk mendesain strategi dan diskresi kebijakan Pemerintah Daerah (local discretion) untuk meningkatkan daya resiliensi ekonomi UMKM. Penelitian ini menggunakan perspektif Soft Systems Methodology (SSM). SSM merupakan sebuah perspektif penelitian yang mampu menganalisis situasi masalah yang berantakan (tidak terstruktur) menjadi situasi masalah terstruktur berikut pula dengan bangun desain model konseptual yang sesuai dengan situasi masalah yang ada. Hasil penelitian ini menunjukkan bahwa masalah utama yang terjadi dalam upaya membangkitkan resiliensi ekonomi UMKM yaitu kurangnya peran pemerintah daerah dalam mendorong upaya fasilitasi dan pembantuan UMKM. Model konseptual yang dikonstruksi untuk menjabarkan masalah yang ada yakni melalui Pendekatan Adaptif (adaptive approach) dengan tiga unsur pembentuk yaitu aktivitas kelembagaan, sistem teknologi yang adaptif, dan partisipasi publik.

This research builds a conception of MSME policy as an important alternative to growing the economy in Indonesia. MSMEs in Indonesia are currently undergoing a phase of surviving the global crisis, so there are still many quick steps that the government must take. One step that needs to be taken is to build a fast and adaptive bureaucratic managerial pattern. This research focuses on constructing bureaucratic management based on quick wins as one of the principles of agile governance. In Indonesia, the concept of quick wins has a different scope from quick wins in agile governance. Quick wins in Indonesia tend to emphasize organizational and human resource management. Meanwhile, the conception of quick wins in agile governance focus on implementing an adaptive bureaucratic ecosystem to achieve maximum results. In order to build a conception of quick wins that focuses on the application of an adaptive bureaucratic ecosystem, this research uses Soft System Methodology (SSM), which can construct an appropriate conceptual building. The results of this study show that efforts to realize quick wins that focus on adaptive bureaucratic ecosystems involve revamping MSME policy management. Three elements that can drive the internal ecosystem of the organization toward realizing the concept of quick wins are visionary leaders, collaborative work patterns between teamwork and leaders, and organizational culture and resources.

The implementation of the GCG concept which emphasizes effective and efficient forms of company management by Perumdam Tirta Pandalungan Jember Mangli Branch Office has not been fulfilled due to the company's limited capabilities so that it is necessary to pay attention to see how the implementation of GCG principles is carried out by companies which causes company management to be not effective and efficient. The purpose of this study is to describe the implementation of the principles of Good Corporate Governance in public services at the Regional Public Company Water Drinking Tirta Pandalungan Jember. The method used in this study is qualitative with data collection techniques using observation, interviews, and documentation. Techniques for selecting informants were Purposive and Snowball Sampling and for testing the validity of the data using source triangulation and observation persistence. Data analysis used interactive model qualitative data analysis techniques. The results shown in this study are that the Regional Public Company for Drinking Water Tirta Pandalungan Jember as a rule does not yet have regulations regarding the protection of minority interests because the Regent as the Regional Head Owner of Capital has full authority over company shares, performance measurement in this case DP3 is not based on technology utilization, performance measures for all levels are still based on moral values so that they are not relevant to the company's business goals, the Mangli Branch Office has carried out its social responsibility to the community and the environment through social assistance and greening programs, and conflicts of interest and shifting of responsibility responsibilities between employees shift or lead to helping one another.

The study was carried out regarding public services, especially opportunities for developing village government innovation through Smart Villages in Jember Regency. The aim of this research is to provide an overview of the results of identifying regional readiness in implementing the Smart Village program and to design a Smart Village model that is in accordance with the results of the village readiness analysis in Jember Regency. The method used in this research is the model-building method, a method intended to produce or develop concepts within the scope of a particular study. Smart village development in Jember Regency needs to pay attention to three levels: enabler, driver and mediator. Important variables include the preparation of regulations and development roadmaps as a reference for service and data integration, as well as the provision of infrastructure using a top-down and bottom-up approach. It is also important to develop an institutional model that involves village government and community participation, as well as increasing human resource capacity which is currently not well structured. Apart from that, it is necessary to develop networks in blank spot areas by involving the Ministry of Communication and Information and collaborating with private providers.
