Abstract

This study aims to analyze how organizational culture plays a role in successfully implementing the Electronic-Based Government System in Gorontalo Province. Bureaucratic reform through digitalization is the main focus in efforts to improve the quality of public services. However, its implementation faces various internal challenges, such as resistance to change, lack of adequate training, and weak digital infrastructure. This study uses a qualitative approach with a case study method, where data is collected through in-depth interviews, field observations, and documentation at the Gorontalo Provincial Regional Apparatus Organization. The study results show that an organizational culture that supports innovation and professionalism plays an important role in accelerating the implementation of Regional Apparatus Organizations that implement transformational leadership and have strong cultural values, such as integrity and commitment, show an increase in the implementation of digitalization. However, the decline in scores in 2021 and 2022 indicates resistance to change and a lack of inadequate training and digital infrastructure. This study concludes that the success of implementation does not only depend on the technological aspect, but also on the readiness of organizational culture, employee competence, and leadership support. Strengthening organizational culture, increasing training, and developing better digital infrastructure are key factors to ensure the sustainability of digital-based bureaucratic reform in Gorontalo Province.

Abstract

Penelitian ini bertujuan untuk menganalisis fenomena kekerasan dalam pacaran di kalangan mahasiswi Universitas Negeri Gorontalo, dengan pendekatan kualitatif menggunakan desain studi kasus. Fokus penelitian ini adalah menggali pengalaman individu terkait kekerasan dalam pacaran, mengidentifikasi gaya pacaran, serta menganalisis faktor-faktor penyebab, dampak, dan reaksi korban terhadap kekerasan tersebut. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Subjek penelitian dipilih melalui teknik purposive sampling, yaitu mahasiswi yang terlibat dalam hubungan pacaran dan mengalami kekerasan. Hasil penelitian menunjukkan bahwa terdapat beberapa gaya pacaran yang berkontribusi pada munculnya kekerasan dalam hubungan, seperti gaya pacaran romantis tradisional, hubungan jarak jauh (LDR), serta gaya pacaran yang intens dan posesif. Gaya pacaran romantis tradisional menunjukkan perhatian dan komitmen, namun muncul ketegangan emosional yang berdampak pada konflik. Gaya pacaran jarak jauh (LDR) juga mengakibatkan kesalahpahaman dan kekerasan fisik akibat kurangnya komunikasi yang baik. Sementara itu, gaya pacaran yang intens dan posesif menampilkan kecenderungan kekerasan akibat rasa kepemilikan yang berlebihan. Penelitian ini juga mengidentifikasi bahwa meskipun korban mengalami kekerasan fisik dan emosional, banyak yang memilih untuk bertahan dalam hubungan tersebut karena faktor rasa sayang, ketergantungan finansial, serta nilai yang diharapkan dari hubungan. Temuan ini memberikan wawasan mendalam tentang dinamika kekerasan dalam pacaran dan memberikan pemahaman mengenai alasan-alasan di balik pilihan bertahan meskipun dalam hubungan yang tidak sehat.

Abstract

Woloan merupakan salah satu tempat adanya home industri pembuatan rumah panggung yang sudah terkenal di Indonesia ataupun di luar negeri. Pembuatan rumah panggung ini tidak lepas dari kerja sama antar para pekerja dan pemilik usaha. Namun selain adanya keberhasilan ini ada beberapa aspek masalah dengan usaha ini salah satunya yaitu relasi antar pemilik usaha dan pekerja. Pengabdian ini bertujuan untuk menganalisis relasi kelas antara tenaga pekerja dan pemilik home industri di tomohon, yang berfokus pada aspek sosial, ekonomi, dan budaya yang memengaruhi dinamika hubungan kerja. Berdasarkan masalah tersebut dosen dan mahasiswa melakukan Praktik Kerja Lapangan di Woloan untuk meninjau langsung home industry rumah panggung dan melakukan wawancara secara mendalam kepada para pekerja dan pemilik usaha untuk mengetahui relasi dan aktivitas disana.

Abstract

Bureaucratic digitization through an Electronic-Based Government System is a strategic step in increasing the efficiency, transparency, and accountability of public services. This study aims to analyze the implementation in Gorontalo with a focus on organizational culture, human resource readiness, and the effectiveness of supporting policies. Using a qualitative approach, this study collected data through in-depth interviews, observations, and studies of relevant documents. The results of the study indicate that success depends not only on technological infrastructure, but also on the readiness of an adaptive organizational culture to change. A work culture that supports innovation and digitalization is an important factor in accelerating implementation. In addition, limited technological competence among State Civil Apparatus is still a major obstacle that needs to be overcome through continuous training and capacity building. In terms of policy, although related regulations are available, challenges in implementation at the regional level are still faced, especially in terms of coordination and understanding of policies. In conclusion, sustainability and effectiveness in Gorontalo require a holistic approach that includes strengthening organizational culture, improving apparatus skills, and more concrete policy synergy. With good collaboration between various stakeholders, bureaucratic digitization can run optimally in realizing more efficient governance that is responsive to community needs.
