Abstract

This study analyzes how the controversy over the determination of tuition fees, including the amount, the mechanism of relief/scholarships, and its impact on accessibility, affects the achievement of BEP. A qualitative case study was conducted at a Madrasah Tsanawiyah (MTs) in Banyuwangi, East Java, affiliated with the Ma'arif educational organization. Data were collected through non-participatory observation, semi-structured and in-depth interviews using the snowball sampling technique, and document analysis. The results show that the amount of tuition fees that are too high or too low both hinder BEP. Non-transparent relief/scholarship mechanisms reduce public trust, while effective mechanisms increase accessibility without disrupting the institution's income. This study also identifies alternative financing models such as diversifying revenue sources through facility rentals, optimizing operational efficiency, and partnering with the private sector as potential solutions. Factors for the successful implementation of alternative models include leadership commitment, transparency, community participation, policy support, and management capacity. This study provides recommendations for educational institutions and the government in formulating fair, effective, and sustainable financing policies.

Abstract

This research is motivated by the demands of improving the quality of education in private educational institutions often faced with budget constraints. This study aims to analyze the impact of budget constraints on implementing Total Quality Management (TQM) and to identify effective and efficient TQM implementation strategies in these conditions. This study uses a qualitative approach with a case study type at SMP Queen Ibnu Sina, Banyuwangi. Data was collected through in-depth interviews with the principal, vice principal, teachers, and administrative staff, observation and documentation studies. The study's results indicate that budget constraints significantly impact initial TQM investments, such as staff training and system development, as well as on ongoing TQM maintenance, which led to the selection of more affordable internal evaluations. Nevertheless, the institution demonstrated resilience by implementing several adaptive strategies. Prioritizing areas for improvement is the primary strategy. Creative use of internal resources has also proven effective. External collaboration with MGMP, professional organizations, and the government opens up access to resources and expertise that are difficult to reach independently. Strong leadership, staff commitment, effective communication, budget transparency, ongoing evaluation, and a culture of continuous improvement are also necessary. The study concluded that TQM implementation can still be effective in private institutions with limited budgets through adaptive strategies such as prioritization, utilization of internal resources, and external collaboration, supported by strong leadership and an organizational culture that supports improvement.

Abstract

Strategi Kepala Madrasah merupakan faktor penting dalam menentukan keberhasilan peningkatan budaya religius madrasah. Tujuan penelitian ini adalah untuk mendeskripsikan strategi kepala madrasah mulai dari perencanaan, pelaksanaan, pengawasan dan kendala dalam membangun budaya religius. Untuk mencapai tujuan tersebut, penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui Observasi, Wawancara dan Studi Dokumentasi. Prosedur analisis data adalah Reduksi Data, Data, dan Verifikasi. Sedangkan subjek penelitiannya adalah Kepala Madrasah, Wakil Kepala Madrasah, Guru, dan Peserta Didik. Hasil penelitian menunjukkan bahwa: (1) Strategi kepala madrasah dalam mengembangkan budaya religius (2) Kendala yang dihadapi kepala madrasah dalam membangun budaya religius di madrasah, kondisi guru di madrasah namun masih terkendala oleh tenaga pendidik, kurangnya tenaga ahli, sedangkan kondisi lingkungan siswa juga mempengaruhi siswa yang baru berkembang, padahal pihak lembaga sendiri telah memaksimalkan pembelajaran ekstrakurikuler dan kebutuhan lainnya, sehingga pengembangan budaya religius di MTs Al-Huda Sukorejo Banyuwangi.
