Abstract

The researcher raised this Thesis because of the researcher's interest in the strategy carried out by the Samosir Regency KPU to hold a Candidate Debate in the 2020 Samosir Regent and Deputy Regent elections. The Candidate Debate is a stage of the campaign that is highly anticipated by the community to be able to assess the candidate for the leader before giving his choice at the time of voting. The ResearcherResearcher wants to know the strategy for holding candidate debates in the 2020 Samosir regional election. In addition, what are the obstacles for the Samosir Regency KPU in holding a candidate debate event in the 2020 Samosir Regional Election? This research method is qualitative descriptive by presenting the data found comprehensively through in-depth analysis. Meanwhile, data analysis techniques consist of data reduction, data presentation, and conclusions drawn. The research results show that the community has not optimally felt the strategy for implementing candidate debates in the 2020 Samosir regional election because the approach of selecting the venue for the implementation and determining the invitation limits public participation. Likewise, the broadcasting strategy of debate events is considered not to be optimal for disseminating the profile, vision, and Mission, as well as the work program of the Candidate Pairs to the Voters by providing comprehensive information to the Voters as one of the Voters' considerations in making their choices.

Abstract

The low participation of people with disabilities in elections is an issue that needs attention. Several studies have shown that people are not yet sensitive to the political rights of persons with disabilities. In addition, the lack of election accessibility for persons with disabilities is also an obstacle. Persons with disabilities are one of the large minority groups in Medan City. Therefore, this service aims to provide an understanding of strengthening the accessibility of persons with disabilities through political education in general elections in Medan City. Participatory Learning and Action methods through learning procedures that combine lecture techniques and participatory discussions to group learning are carried out in this activity. Firstly, this service activity was conducted with the Indonesian Blind Association (Pertuni) of Medan City, which includes learning about political education. Secondly, increasing the understanding of persons with disabilities about the importance of exercising their voting rights. Third, providing an understanding of political accessibility and political rights for persons with disabilities. The service results recommend that activity participants increase their understanding of the rights and obligations of citizens to vote. For the knowledge implemented in political education to run well, continuous coaching and mentoring are needed for the Indonesian Blind Association (Pertuni) in Medan City.

Abstract

This study examines the dynamics of gender-based political capital in the 2024 Local Election (Pilkada) of Karo Regency, focusing on the case of Cory Sriwati br Sebayang. Despite possessing strong political capital in the form of incumbency, extensive local networks, and social legitimacy within the Karo community, Cory Sebayang was not re-nominated by her supporting political party. This research employs a qualitative case study approach, utilizing in-depth interviews with party officials, analysis of official election documents, and secondary data such as the Community Satisfaction Index (IKM) of Karo Regency from 2020 to 2024. The findings reveal that gender-based political capital contributes to public legitimacy and acceptance of female leadership but remains insufficient to overcome party gatekeeping practices embedded in centralized and patriarchal party structures. Furthermore, the evaluation of Cory Sebayang’s performance reflects a double standard, in which achievements in education and health sectors are undervalued, while shortcomings in infrastructure dominate political assessments. These results indicate that descriptive representation of women in local politics does not automatically ensure substantive representation or political security. This study contributes to the literature on gender and local electoral politics by highlighting the structural limitations faced by women politicians within pragmatic party systems.                                         Penelitian ini menganalisis dinamika political capital berbasis gender dalam Pilkada Kabupaten Karo Tahun 2024 dengan fokus pada kasus Cory Sriwati br Sebayang. Meskipun Cory Sebayang memiliki modal politik yang kuat berupa pengalaman sebagai Wakil Bupati dan Bupati petahana, jaringan lokal, serta legitimasi sosial di tengah masyarakat Karo, ia tidak kembali dicalonkan oleh partai politik pengusungnya. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, yang didukung oleh data wawancara mendalam dengan pengurus partai, analisis dokumen resmi KPU, serta data sekunder seperti Indeks Kepuasan Masyarakat (IKM) Kabupaten Karo periode 2020–2024. Hasil penelitian menunjukkan bahwa political capital berbasis gender mampu meningkatkan legitimasi dan penerimaan publik terhadap kepemimpinan perempuan, namun belum cukup kuat untuk melampaui praktik party gatekeeping dalam struktur partai yang sentralistik dan patriarkal. Evaluasi kinerja Cory Sebayang juga menunjukkan adanya standar ganda, di mana keberhasilan pada sektor pendidikan dan kesehatan kurang diapresiasi, sementara kekurangan pada sektor infrastruktur menjadi tolok ukur utama penilaian politik. Temuan ini menegaskan bahwa representasi deskriptif perempuan dalam politik lokal tidak secara otomatis menjamin keberlanjutan karier politik maupun representasi substantif. Studi ini berkontribusi pada penguatan kajian gender dan politik elektoral lokal dengan menyoroti keterbatasan political capital perempuan dalam menghadapi pragmatisme partai politik.
