Abstract

Water resources are currently one of the needs that are increasing due to the increase in population and the development of the industrial sector. This causes an imbalance in meeting water and raw water needs in the agricultural industry. Situ Ciherang and Cikande is one of the lakes in Serang Regency which functions as a water catchment conservation area useful for utilizing the water around it. Therefore, it is necessary to analyze the availability of discharge and the volume of storage that Situ Ciherang and Cikande can accommodate. This research aims to analyze the mainstay discharge of Situ Ciherang and Cikande and analyze the storage capacity for the Situ Ciherang and Cikande areas. The data needed in this study are monthly rainfall data and topographic measurement results. The analysis used is rainfall analysis using the algebraic average method, and water availability analysis using DR model analysis. F.J. Mock, and in situ storage analysis. The analysis results show that the water availability of Situ Ciherang and Cikande is 4,902 m3/sec in the rainy season and 0.42 m3/sec in the dry season, for the storage capacity of Situ Ciherang and Cikande is 133,143 m3 with an elevation of +43.00.

Abstract

The Banten Provincial Government, through the Public Works and Spatial Planning Agency (PUPR), has provided irrigation network services for the community in Banten Province. This study evaluates and assesses community satisfaction with irrigation services in Lebak Regency, organized by the PUPR Agency. The research method used is quantitative descriptive with a saturated sampling technique, involving all Water User Farmer Associations (P3A) or farmer groups that receive irrigation services in Lebak Regency, with 83 respondents from 10 irrigation areas. The study was conducted for 45 days, from November to December 2023. Data were analyzed using Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The IPA results showed an overall positive gap, with four questions in quadrant I (high importance and low satisfaction), ten questions in quadrant II (high importance and high satisfaction), nine questions in quadrant III (low importance and low satisfaction), and three questions in quadrant IV (low importance and high satisfaction). The CSI results show a level of public satisfaction of 78.00%, which is included in the "Good" category, according to Permenpan RB. This study provides strategic recommendations to improve the quality of irrigation services and maximize public satisfaction.

Abstract

To accelerate regional development in Banten Province, especially in the Development Work Area (WKP) II, which includes Serang City, Cilegon City, and Serang Regency, one of the efforts that needs to be made is to accelerate development in the Provincial Strategic Area (KSP). However, this will affect how much space is needed for activities, so it is necessary to control the area. One way to do this is through the arrangement of buildings and the environment. In determining the area to be developed, studies are needed to obtain potential locations so that they can be directed to buildings and environments that are expected to control the development of the area as well as maintain sustainable development. The purpose of this study is to identify potential locations and provide direction for building and environmental arrangements in potential locations at the KSP in WKP II. Data collection methods include desk study and survey methods, data processing with overlay analysis methods, and qualitative descriptive analysis. This research resulted in potential locations to be developed in KSP at WKP II, which include Serang City Veteran Road Corridor, Anyer Urban Area, the area around Situ Rawa Arum Cilegon City, Old Banten Site Area, KP3B Surrounding Area, Cikeusal Toll Opening Corridor, and Kopo Residential Area.

Abstract

Sistem pengelolaan sampah yang belum efisien dapat menjadi salah satu pencemaran lingkungan yang dapat mengganggu kesehatan masyarakat, kapasitas TPA eksisting di Provinsi Banten umumnya sudah tidak optimal dalam menampung timbulan sampah yang diproduksi yaitu 1,5 juta ton pertahun dan berada di urutan ke-5 nasional, sehingga perlu dicarikan solusi seperti pengembangan lokasi TPA eksisting atau mencari lokasi baru. Penelitian ini bertujuan untuk mengidentifikasi lokasi yang sesuai untuk menjadi lokasi Pembangunan TPA Sampah Regional Cileles, serta untuk mengetahui tingkat kelayakannya TPA tersebut, dilakukan menggunakan metode observasi melalui survey lapangan dan instansional dan dianalisis dengan metode skoring, buffering dan overlay menggunakan bantuan Sistem Informasi Geografis (SIG). Adapun hasil penelitian ini diketahui bahwa Lokasi 1 dinyatakan sesuai dan LAYAK secara teknis untuk dikembangkan menjadi TPA Sampah Regional di Kecamatan Cileles Kabupaten Lebak, dengan kapasitas lahan sebesar 186,04 Ha atau lebih besar dari kebutuhan lahan TPA yang diperlukan untuk menampung produksi sampah di WKP III sampai dengan Tahun 2042. Lokasi tersebut berada pada Kawasan Hutan Produksi (KHP) milik Perum Perhutani Kesatuan Pemangku Hutan (KPH) Banten, hal ini sesuai dengan tujuan Peraturan Gubernur Banten Nomor 23 Tahun 2022, yaitu untuk meningkatkan koordinasi dan kerja sama antara pemerintah Provinsi dan kemitraan dengan dunia usaha, salah satunya melalui penggunaan tanah Perum Perhutani. Dikarenakan rencana lokasi tersebut berada pada KPH maka perlu memperoleh persetujuan dari Kementerian Lingkungan Hidup dan Kehutanan serta mengikuti ketentuan perundang-undangan terkait pemanfaatan hutan untuk kepentingan umum. Kata Kunci: Kawasan Hutan Produksi; Kelayakan Lokasi; Pengelolaan Sampah; TPA ABSTRACT An inefficient waste management system can be one of the environmental pollutants that can interfere with public health. The capacity of existing landfills in Banten Province is generally not optimal in accommodating the generation of waste produced, which is 1.5 million tons per year and is in 5th place nationally, so it is necessary to find solutions such as developing existing landfill locations or finding new locations. This study aims to identify a suitable location to be the location for the Development of the Cileles Regional Waste Landfill, as well as to determine the level of feasibility of the landfill, carried out using observation methods through field and institutional surveys and analyzed by scoring, buffering, and overlay methods using the Geographic Information System (GIS). The results of this study are known that Location 1 is declared suitable and technically FEASIBLE to be developed into a regional waste landfill in Cileles District, Lebak Regency, with a land capacity of 186.04 ha or greater than the landfill land needs needed to accommodate waste production in WKP III until 2042. The location is in the Production Forest Area (KHP) owned by Perum Perhutani Forest Stakeholders Unit (KPH) Banten; this is in accordance with the mandate of Banten Governor Regulation Number 23 of 2022, namely to carry out a strategy to strengthen coordination and cooperation between the Provincial Government and partnerships with the business world, one of which is through the use of Perum Perhutani's land. Because the location plan is in the Production Forest Area (KHP), it is necessary to obtain approval from the Ministry of Environment and Forestry and follow the provisions of the law related to the use of forests for the public interest.
