Abstract

AbstakImplementasi kebijakan tata ruang di Kabupaten Pandeglang mengalami berbagai kendala, diantaranya terjadi konflik antar aktor baik berupa aktor pemda pandeglang, masyarakat, tokoh, pihak swasta, pemerintah pusat dan aktor politik. Kondisi tersebut menuntut adanya strategi pengembangan perdesaan yang yang spesifik mengingat Kabupaten Pandeglang merupakan wilayah perdesaan dan memiliki potensi SDA yang besar. Penelitian ini merupakan penelitin desktiptif dengan Pendekatan Kuantitatif. Data yang digunakan adalah data primer berupa angket dengan metode purposive sampling, berjumlah 18 pakar. Hasil penelitian menunjukkan bahwa Pembangunan kawasan perdesaan di Kabupaten Pandeglang perlu memprioritas strategi dengan urutan sebagai berikut: perencanaan kawasan perdesaan yang partisipatif dan aspiratif; pembukaan isolasi wilayah melalui pembangunan infrastuktur antar perdesaan; peningkatan kualitas SDM; pemberdayaan masyarakat; kemitraan dan dukungan modal pemerintah, swasta untuk usaha masyarakat; revitalisasi kelembagaan masyarakat; pembangunan kawasan berbasis potensi unggulan yang adaptif ekologi dan sosial. Ketujuh strategi tersebut saling melengkapi sehingga perlu diprogramkan yang didukung oleh regulasi khususnya di tingkat kabupaten berdasarkan program tersebut disusun anggaran sesuai kebutuhan (Money follow programe). Selain itu, Implementasi strategi juga perlu dilakukan dengan partisipatif dengan melibatkan seluruh pemangku kepentingan. Pembagian antar sektor ini perlu memperhatikan dinamika politik lokal. Abstract The implementation of spatial policies in Pandeglang Regency experienced various obstacles, including conflicts between actors in the form of regional government officials, communities, leaders, the private sector, the central government and political actors. This condition requires a specific rural development strategy considering Pandeglang District is a rural area and has a large natural resource potential. This research is a descriptive study with a Quantitative Approach. The data used are primary data in the form of questionnaires with purposive sampling method, totaling 18 experts. The results of the study indicate that the development of rural areas in Pandeglang District needs to prioritize the strategy in the following order: participatory and aspirational rural area planning; opening of regional isolation through inter-rural infrastructure development; improving the quality of human resources; community empowerment; partnership and government capital support, private sector for community businesses; revitalizing community institutions; superior potential area development that is ecologically and socially adaptive. The seven strategies complement each other so that it needs to be programmed which is supported by regulations, especially at the district level based on the program, the budget is prepared as needed (Money follow program). In addition, the implementation of the strategy also needs to be done in a participatory manner involving all stakeholders. This division between sectors needs to pay attention to the dynamics of local politics.

Abstract

Abstrak: Kabupaten Pandeglang Provinsi Banten telah menetapkan Perda No. 03 tahun 2011 tentang Tata Ruang Kabupaten Pandeglang 2011-2031. Pasca implementasi Perda tersebut  belum berdampak pada pembangunan Kabupaten Pandeglang. Penelitian ini bertujuan untuk menganalisis aktor yang berperang dan berpengaruh dalam implementasi Perda RTRW. Penelitian ini menggunakan data primer berupa observasi, angket dan wawancara serta data sekunder berupa dokumen terkait kebijakan tata ruang. Pendekatan yang digunakan deskriptif kualitatif, dengan alat analisis stakeholder dan Content Analysis. Hasil penelitiannya adalah aktor yang berkepentingan dan berpengaruh dalam implementasi kebijakan tata ruang di Kabupaten Pandeglang adalah Bupati. Adapun instansi yang memiliki kepentingan dan pengaruh besar dalam kebijakan tata ruang adalah Bappeda, Dinas Pekerjaaan Umum dan Penataan Ruang, Dinas Penanaman Modal dan Pelayanan Perizinan Terpadu Satu Pintu. Selanjutnya, Dinas Lingkungan Hidup, Dinas Perikanan, Dinas Pariwisata, Dinas Pertanian, Dinas Perindustrian dan Perdagangan, Dinas Pemukiman, Kawasan Pemukiman dan Pertanahan,  Komisi I DPRD Pandeglang, Dinas Perhubungan dan Satuan Polisi Pamong Praja. Pemain kunci atau key player dalam implementasi kebijakan adalah Bupati dan Dinas/Badan yang terkait.  Adapun aktor yang memiliki kepentingan kecil dan pengaruhnya besar  dalam kebijakan tata ruang di Pandeglang, yaitu Investor, Wartawan, LSM dikategorikan ke dalam Contest Setter (pendukung). Adapun aktor yang memilik kepentingan dan pengaruh kecil adalah media massa sehingga dikategorikan sebagai crowd (pengikut lain). Implementasi kebijakan tata ruang sangat tergantung keberpihakan tata ruang dari pengambil kebijakan yaitu kepala daerah sehingga kebijakan tata ruang merupakan aspek politik bukan aspek teknis.Kata kunci : Kebijakan Tata Ruang, Aktor Berkepentingan dan Berpengaruh, Politik Tata Ruang

Abstract

Regency is included in the category of underdeveloped regions and has the highest poverty rate in Banten Province. Therefore, the Regional Government of Pandeglang together with the central government has sought to develop the potential of the region with various policies, one of which is the Development of the Special Economic Zone of Tanjung Lesung. Various government policies and the needs of the community, the private sector towards residential space, pushed the northern and southern regions of Pandeglang to experience greater population density. This condition raises a new culture from the local community, namely making the residence and area adjacent to the road as a micro business. The micro business continues to be developed by the government, although it is contrary to the policy of the Pandeglang Regency RTRW.

Abstract

Pandeglang Regency community is an agricultural and religious area located in Banten Province which is adjacent to the Capital City of Jakarta. One serious problem that occurs is unemployment in rural areas. This study aims to analyze the problem of unemployment reality with a socioeconomic approach with a handling approach. This research is a descriptive research. Data collection techniques through questionnaires and interviews, through one stage cluster random sampling method. Secondary data used from related institutions / agencies in the Regional Government of Pandeglang Regency. The analysis technique used is descriptive analysis. The results showed the factors causing unemployment in Pandeglang Regency were due to limited employment, limited business capital; unable to compete in business; low awareness of the community in helping to find (invite) work; low work ethic; inability to capture work / business opportunities; low labor costs; work termination; Closed attitude towards life. The dominant contributing factor to unemployment is the first because of limited employment. Second, it is due to limited business capital and third is due to a low work ethic (lazy character).

Abstract

Pandemi Covid-19 telah memberikan dampak besar pada masyarakat. Pemerintah Kabupaten Serang berupaya melakukan pemuliahan dengan melakukan program pemberdayaan masyarakat. Penelitian bertujuan untuk menganalisis dan mengevaluasi inovasi program dan kegiatan pemberdayaan masyarakat yang dilakukan perangkat daerah Kabupaten Serang. Teknik pengumpulan data dilakukan dengan studi dokumentasi dan wawancara. Teknik analisis data menggunakan analisis deskriptif. Hasil Penelitian menunjukkan bahwa Beberapa kegiatan berbasis pemberdayaan masyarakat di Kabupaten Serang yang relevan sesuai kebutuhan adalah : a. Pembinaan cabang olahraga yang terintegrasi dengan kompetisi olahraga di tingkat kabupaten/ kecamatan/ desa. b. Pembangunan pariwisata berkelanjutan (suistainable tourism development) dan pembangunan pariwisata berbasis masyarakat (community based tourism development). c. Program inovasi teknologi (Teknologi Tepat Guna), serta mengkolaborasi sektor pertanian desa dengan sektor industri. d. Pengembangan skema insentif bagi pihak individu/ komunitas yang malakukan perbaikan lingkungan e. Program Petani Millenial (Benchmark Provinsi Jawa Barat) f. Pengembangan Kota/ Desa Kreatif Secara umum inovasi program perlu memanfaatkan dan beradaptasi pada potensi lokasi dan pemanfaatan perkembangan teknologi digital 4.0.

Abstract

Kabupaten Pandeglang merupakan daerah yang memiliki potensi rawan bencana, khususnya bencana gempa dan tsunami yang dapat diakibatkan dari letusan gunung berapi Anak Krakatau dan pergeseran lempeng Indo-Autralia dan Eurasia-Pasifik. Dampak bencana menimbulkan masalah besar salah satunya masalah ekonomi. Pemerintah Daerah telah melakukan beberapa upaya dalam penanggulangan bencana khususnya pemulihan sektor ekonomi pasca bencana, namun pelaksanaannya masih terdapat beberapa kendala dan hasilnya belum optimal. Penelitian ini bertujuan untuk menyusun strategi pemulihan ekonomi pasca bencana untuk masyarakat pesisir di Kabupaten Pandeglang. Desain penelitian deskriptif dengan menggunakan pendekatan mix-metodh antara pendekatan kuantitatif dan kualitatif. Teknik pengambilan sampel dengan purposive samping sebesar 35 responden. Informan yang dipilih yaitu masyarakat yang representative memahami serta yang terkena dampak bencana, para pakar, dan pemangku kepentingan. Analisis deskriptif kuantitatif menggunakan USG (Urgency, Seriousness, Growth) dan teknik analisis data kualitatif menggunakan pendekatan menurut Milles dan Huberman. Hasil yang didapat strategi pemulihan ekonomi pasca bencana untuk masyarakat pesisir di Kabupaten Pandeglang yaitu pendampingan pemulihan usaha bagi pelaku ekonomi sektor wisata dan UMKM, penyuluhan dan pelatihan usaha ekonomi kreatif dan UMKM masyarakat pesisir, pemberian modal usaha bagi masyarakat pesisir, penyuluhan dan pelatihan ekonomi bagi wanita pelaku usaha rumah tangga, serta pemberian kredit lunak, restrukturisasi kredit korban bencana, dan optimalisasi koperasi nelayan.

Abstract

The Covid-19 pandemic condition requires all parties to be able to carry out their activities according to new habits. The Serang Regency Government is trying to carry out community economic recovery activities. Therefore, community empowerment activities are needed that need to be prioritized in the economic recovery of the community after the pandemic. The research approach used is descriptive quantitative. Research respondents are experts consisting of academics and practitioners who take part in and contribute to community empowerment programs. The analysis technique used is Urgency, Seriousness, Growth (USG) analysis. The results showed that first, there were 12 activities that had high ultrasound values. It is necessary to support priority activities and budgets for implementation. Second, there are 31 activities that have a moderate category. With this category, the activities can continue to be carried out because they are beneficial in the economic recovery of the community after the Covid-19 pandemic, even though the impact of the benefits is moderate. Third, there are 12 activities that are categorized as low so that the government needs to evaluate and improve these activities with activities that are more beneficial for the community's economic recovery

Abstract

Pandeglang Regency community is an area that has a high level of religiosity. The high spirit of religion has positive and negative impacts. One negative impact is the development of a culture of fatalism, which has an impact on a low work ethic and the amount of underemployment. This study is a follow-up study that aims to analyze the problem of the reality of unemployment with a socioeconomic approach and analyze the priority of unemployment alleviation strategies in religious areas. This research is a descriptive research. Data collection techniques with expert judgment and interviews, through a purposive sampling method. Secondary data used from related institutions / agencies in the Regional Government of Pandeglang Regency. The analysis technique used withdescriptive analysis and Analytical Hyrarcy Process (AHP). The results showed thatThe priority strategy in reducing unemployment refers to the following criteria: First is increasing the competency of the workforce; Second, expansion of employment opportunities; Third, Development of the Labor Market; Fourth, population control.

Abstract

The purpose of this study is to examine the design of creative economic development based on the potential of rural areas. This research method is a qualitative and quantitative descriptive method. This research was conducted in Serang Regency, Banten Province, with a study focused on the pattern design of creative economic development in Serang Regency. This research used two data sources, namely primary data sources and secondary data sources. Based on a survey of 2 regional clusters in Serang Regency, culinary 41.07 percent, craft 17.86 percent, fashion 14.29 percent, and architecture 12.50 percent. Based on the number of workers 48.21 percent, Based on the length of business, Business actors who have been running a business around 4-10 years 55.36 percent, less than 3 years 30.95 percent, 11-20 years 9.52 percent and more than 20 year 4.17 percent. The government and the creative economy community in Serang Regency are expected to work together to improve creative economy training. Because there are still many creative economy entrepreneurs who have never attended coaching/training. The training needed by creative economy entrepreneurs is product marketing strategy, creative economic business financial management, innovative product design and business licensing mechanisms
