Abstract

This study describes the relationship of Manggarai language, Manggarai culture, and conceptualization of Manggarai society as members of Manggarai ethnic group in viewing and making sense of the world, as reflected as reflected in the forms and meanings of linguistic phenomena in the text of the Lelak Loce Renda folksong in Manggarai language as the reflection of Manggarai culture as the identity marker of Manggarai society as members of Manggarai ethnic group. The study is descriptive-qualitative. The study is viewed from cultural linguistics as one of the new theoretical perspectives in cognitive linguistics which explores the relationship of language, culture, and conceptualization. The result of study shows that the forms and meanings of linguistic phenomena used in the text of the Lelak Loce Renda folksong are unique and specific to Manggarai culture as parent culture in which Manggarai language is embedded. The contents stored in the forms of linguistic phenomena in the text of the Lelak Loce Renda folksong serve a set of meanings which are interconnected to one another in designating the ways Manggarai society view and make sense of the world. The prominent meanings implied the forms of linguistic phenomena used in the text of the Lelak Loce Renda folksong are social, economic, religious, and educational meaning

Abstract

Matawai Atu Village in Umalulu District, East Sumba Regency, is known for its high rate of labor migration abroad, especially through non-procedural or illegal channels. The community faces a lack of awareness about the legal processes for the placement of Indonesian Migrant Workers (IMWs) and limited access to information regarding their legal protection. This community service project aimed to improve public understanding of proper migration procedures and raise awareness of the legal and social risks associated with non-procedural migration. The method used was legal education through interactive lectures and group discussions, supported by the distribution of educational materials. The activity was held on May 28, 2025, at the Matawai Atu Village Office and involved active participation from local residents. Qualitative data were gathered through observations and questions raised during the sessions. The materials covered key topics such as the definition and rights of IMWs, legal frameworks, the role of BP2MI, and the dangers of undocumented migration. The results indicated a significant increase in participants’ understanding of the importance of legal procedures and greater awareness of institutional protection. This activity also encouraged the involvement of local leaders in preventing illegal labor migration. Continued efforts are needed to ensure sustainable legal awareness among communities vulnerable to unsafe migration practices.

Abstract

Penelitian ini menganalisis aspek yuridis kebijakan subsidi kendaraan listrik di Indonesia serta dampaknya terhadap persaingan usaha di sektor otomotif. Kebijakan subsidi kendaraan listrik diterapkan sebagai bagian dari komitmen pemerintah untuk menurunkan emisi karbon dan mempercepat transisi menuju energi terbarukan, melalui berbagai regulasi seperti Peraturan Presiden Nomor 55 Tahun 2019 jo. Nomor 79 Tahun 2023 dan peraturan menteri terkait. Namun, pemberian subsidi ini berpotensi menimbulkan distorsi pasar dan ketidakseimbangan persaingan, khususnya antara produsen kendaraan listrik dan konvensional. Penelitian ini menggunakan pendekatan yuridis normatif dengan analisis peraturan perundang-undangan serta pendekatan konseptual untuk menelaah relevansi kebijakan subsidi terhadap prinsip persaingan usaha yang sehat sebagaimana diatur dalam Undang-Undang Nomor 5 Tahun 1999. Hasil penelitian menunjukkan bahwa meskipun subsidi kendaraan listrik sah sebagai instrumen intervensi negara, implementasinya harus tetap memperhatikan prinsip persaingan usaha agar tidak menimbulkan hambatan masuk pasar atau mematikan industri kendaraan konvensional yang telah lama menjadi sumber pendapatan masyarakat. Oleh karena itu, diperlukan pengawasan dan evaluasi kebijakan secara berkelanjutan agar tujuan lingkungan tercapai tanpa mengorbankan keadilan persaingan dalam industri otomotif nasiona.
