Abstract

The objectives to be achieved from this study are to determine the influence of sub-district leadership, completeness of facilities and organizational communication on the effectiveness of public services in Pinang District, Tangerang City. The population used as the object of the study were employees of Pinang District, Tangerang City. The results of the study: (1) the influence of sub-district leadership on the effectiveness of public services obtained a positive correlation value of 0.881 with a very strong relationship, the significance test of t count (2.420) > t table (1.685). This means that sub-district leadership partially has a positive and significant effect on the effectiveness of public services in Pinang District, Tangerang City; (2) the influence of completeness of facilities on the effectiveness of public services obtained a positive correlation value of 0.875 with a very strong relationship, the significance test of t count (2.536) > t table (1.685). This means that completeness of facilities partially has a positive and significant effect on the effectiveness of public services in Pinang District, Tangerang City; (3) the influence of organizational communication on the effectiveness of public services obtained a positive correlation value of 0.836 with a very strong relationship, the significance test of t count (4.386) > t table (1.685). This means that organizational communication partially has a positive and significant effect on the effectiveness of public services in Pinang District, Tangerang City; (4) the influence of sub-district leadership, completeness of facilities and organizational communication on the effectiveness of public services obtained a positive correlation value of 0.937 with a very strong relationship, the significance test of significant value F count (89.436) > F table (3.25). This means that sub-district leadership, completeness of facilities and organizational communication together have an effect on the effectiveness of public services in Pinang District, Tangerang City. Abstract

This study aims to examine the influence of principal leadership on work motivation and the application of pedagogical principles of teachers at SMK Negeri Tangerang City, to examine the influence of academic supervision on work motivation and the application of pedagogical principles of teachers at SMK Negeri Tangerang City, to examine the influence of principal leadership and academic supervision together on work motivation and the application of pedagogical principles of teachers at SMK Negeri Tangerang City. The population in this study was 150 teachers with a sample of 100 teachers at SMKN Tangerang City. Data collection in this study used a questionnaire with a Likert scale. The research method used was a quantitative correlational method by conducting validity and reliability tests and reviewing references from previous journals. The results of the study showed that principal leadership directly had a positive but less strong effect on the motivation of teachers at SMKN 8 Tangerang City, academic supervision directly had a positive and significant effect on the application of pedagogical principles of teachers at SMKN Tangerang City, motivation directly had a positive but less significant effect on the pedagogical competence of teachers at SMKN 8 Tangerang City, principal leadership directly had a positive but less strong effect on the pedagogical competence of teachers at SMKN 8 Tangerang City, academic supervision directly had a positive and significant effect on the motivation of teachers at SMKN Tangerang City. Abstract

Tindak pidana illegal logging merupakan ancaman serius terhadap keberlanjutan ekosistem hutan di Indonesia, yang memiliki peran penting dalam menjaga keseimbangan lingkungan dan kehidupan manusia. Penelitian ini bertujuan untuk menganalisis secara yuridis penerapan sanksi pidana terhadap illegal logging berdasarkan peraturan perundang-undangan yang berlaku, serta efektivitasnya dalam melindungi ekosistem hutan. Metode penelitian yang digunakan adalah hukum normatif dengan pendekatan konseptual, undang-undangan, dan kasus. Hasil penelitian menunjukkan bahwa peraturan perundang-undangan tentang illegal logging (terutama UU No. 18 Tahun 2013 jo UU No. 6 Tahun 2023 dan UU No. 41 Tahun 1999) telah mengatur sanksi pidana yang cukup tegas, meliputi penjara dan denda. Namun, dalam praktik penerapannya masih terdapat kendala, seperti lemahnya penegakan hukum, peran pelaku intelektual yang jarang dipidana, dan masalah pengelolaan barang bukti. Dengan demikian, dapat disimpulkan bahwa efektivitas sanksi pidana dalam rangka perlindungan ekosistem hutan belum optimal akibat berbagai hambatan struktural dan prosedural dalam penegakan hukum. Disarankan untuk memperkuat koordinasi antar instansi penegak hukum, meningkatkan kapasitas sumber daya manusia, dan menciptakan kebijakan yang lebih komprehensif guna meningkatkan efektivitas sanksi pidana dalam perlindungan ekosistem hutan.

Abstract

This research is motivated by the less than optimal utilization of sectoral statistical data, geospatial data, and financial data in the Tangerang Satu Data Application for the preparation of development planning carried out by Regional Apparatus Organizations (OPD). This research was conducted in OPD within the Tangerang City Government. This research uses a quantitative method with an electronic questionnaire instrument that is distributed digitally to ASN who have the authority to prepare planning in each OPD as respondents. This study uses path analysis using two models. Based on the results of the first model study, it was found that sectoral statistical data (X1), geospatial data (X2), and financial data (X3) have a significant direct effect on the Tangerang one data application (Z). And in the second structural model, it was found that sectoral statistical data (X1), geospatial data (X2), financial data (X3), and Tangerang One data application (Z) have a significant direct effect on development planning (Y). However, when the sectoral statistical data variables (X1), geospatial data (X2), and financial data (X3) through the Tangerang one data application (Z) have no significant influence on development planning (Y). While simultaneously, sectoral statistical data, geospatial data, financial data, and the Tangerang One Data application have a significant direct influence on OPD development planning within the Tangerang City Government with a correlation coefficient value of 88%. This study recommends the Tangerang City Government conduct massive socialization of the use of the Tangerang Satu Data Application so that OPDs get more accurate data for development planning within the Tangerang City Government that is more targeted, effective, and efficient. Abstract

This study is entitled 'Implementation of E-TLE Policy in Improving Traffic Order and Reducing Accident Rates (Case Study: Tangerang City Metro Police)' This study aims to find out the implementation of the E-TLE policy in Tangerang City by using a descriptive qualitative study and a case study approach. The data sources for this study are the Tangerang City Metro Police Traffic Unit, Gakkum Unit, Dakgar Division and also the Tangerang City Community. This research technique was carried out by means of in-depth interviews, observations and documentation studies. This study uses the Van Meter and Van Horn policy implementation theory, with the following results: (1) The standards and objectives of the E-TLE policy are still ineffective, this is because even though standardization has been determined based on regulations and laws, the consistency has not been implemented properly. (2) The resources for the implementation of E-TLE in Tangerang City are considered ineffective because many human resources, namely staff from the Dakgar, have not received training, the budget is still inadequate and there is still a lack of equipment to support the implementation of electronic ticketing in Tangerang City. (3) The organizational characteristics in terms of SOPs are in accordance with applicable regulations and are well implemented by officers, but there are still misinterpretations from the Tangerang City community regarding its implementation. Regarding fragmentation, officials have understood their respective job descriptions and have implemented them, but not all have been able to carry out their roles optimally. (4) Inter-organizational communication has been well established with officials, especially the Tangerang City Metro Police Traffic Unit staff, but in communication with the Tangerang City community, many still do not understand what electronic ticketing is. (5) The disposition (nature of the implementers) in implementing electronic ticketing is quite cooperative and also helps the Tangerang City community in confirming electronic ticketing. (6) The social and economic conditions of the Tangerang City community greatly influence the implementation of the E-TLE policy in Tangerang City. Many people still have not accepted the existence of electronic ticketing and feel indifferent to traffic order. Regarding the economic environment, it is very influential for affected communities, especially those with low incomes. Abstract

The purpose of this study is to analyze the implementation of school operational assistance fund management policies (a study at SDN Buaranjati 1). This study employed a qualitative approach. Data collection techniques included observation, documentation, and interviews with informants to complete the research. The theory used in this study is Edward III's theory related to policy implementation and development, focusing on communication indicators (transmission, clarity, and consistency), resources (human resources, operational budget, facilities, and authority), disposition (commitment and responsibility), and bureaucratic structure (procedures and bureaucratic order). The results of this study indicate that in the first sub-indicator, communication, namely transmission, is not optimal, while in the clarity sub-indicator, it has been running well, and consistency has not been optimal. In the second sub-indicator, resources, namely human resources, operational budget, and facilities, are still not fully maximized, while authority has been running well. In the third sub-indicator, disposition, namely commitment and responsibility, has been running effectively. Finally, regarding the bureaucratic structure, procedures have been running well, while hierarchical order has not been optimal. Supporting factors include optimal outreach from the school, effective coordination between the committee and the school, and optimal support from teachers through their skills, insights, and motivation in improving educational quality. Inhibiting factors include annual changes in technical guidelines, delays in reporting BOS funds, and disparities between budget planning and realization. Keywords: Implementation, Policy, Management

Abstract

The smooth implementation of educational tasks depends heavily on the principal's ability to serve as principal. As an educational leader, the principal must assume full responsibility for the smooth implementation of teaching and learning activities at his/her school. Therefore, the principal plays a crucial role and carries significant responsibilities, requiring a high level of expertise in various fields, particularly in his/her role as a leader and manager in the implementation of the learning process at school. Leadership issues always leave a compelling impression, as the success or failure of an organization depends, among other things, on the quality of his/her role: the ability to influence, motivate, and direct the behavior of individuals or groups to achieve specific goals in specific situations. The principal, as the highest leader of the school, is considered successful if he/she is able to improve teacher performance through various learning activities that focus on teachers' abilities to practice teaching in the school. Therefore, the principal must be able to fulfill his/her roles and responsibilities as an education provider, educational leader, educational supervisor, and educational administrator, guiding other educational staff and utilizing and maintaining facilities and infrastructure. In addition to the principal's participatory leadership style influencing teacher performance, teacher motivation is also a factor. This study aims to analyze the influence of principal leadership and teacher work motivation on learning effectiveness, with teacher competency as an intervening variable. This study used a quantitative approach with a survey method because the data obtained from the research instrument are numerical and the data processing uses statistics. The results showed that principal leadership and teacher work motivation significantly influence learning effectiveness, with teacher competency as an intervening variable. Abstract

Ethical education plays a central role in shaping students' character, especially amidst the challenges of globalization and the rapid flow of digital information. This study aims to examine the implementation of moral education policies at the Insan Cendekia State Islamic Senior High School (MAN) in Central Bangka through George C. Edwards' public policy implementation theory, which highlights four key factors: communication, resources, implementer disposition, and organizational structure. The method used was a descriptive qualitative approach, and data collection techniques included interviews, observation, and documentation. The results indicate that the moral education policy has been implemented effectively through structured programs and adequate institutional support. Teachers, students, and the madrasah management demonstrate a positive commitment to implementing moral values. However, strengthening teacher competencies and collaboration with parents still needs to be improved to optimize and sustain competency outcomes. These findings indicate that MAN Insan Cendekia in Central Bangka has succeeded in building a strong foundation for moral education, which can serve as a model for other educational institutions. Abstract

This study, entitled "Implementation of Gowa Regent Regulation Number 5 of 2023 concerning the Acceleration of Stunting Reduction," was conducted in Gowa Regency, South Sulawesi, involving the Gowa Regency Stunting Reduction Acceleration Team (TPPS) as informants, including primary informants, key informants, and supporting informants. The purpose of this study is to answer the following questions: 1) How is communication implemented in Regent Regulation Number 5 of 2023? 2) What are the resources used in implementing Regent Regulation Number 5 of 2023? 3) What is the disposition of implementing Regent Regulation Number 5 of 2023? 4) What is the bureaucratic structure used in implementing Regent Regulation Number 5 of 2023? This study used qualitative research methods. Regarding the communication aspect (transmission, clarity, and consistency), five important factors were identified that contributed to the program's success: 1) communication strategy, 2) communication actors, 3) communication activities, 4) communication materials packaged in Makassarese, and 5) communication channels. In this communication aspect, there is also innovation in conveying messages about stunting prevention using the Makassar language with the tagline Gassing Nganre. From the assessment of the resource aspect in the implementation of Gowa Regent Regulation Number 5 of 2023, it can be concluded that resource allocation has been effective with the support of sufficient and competent staff, utilization of social and institutional resources, availability of sufficient communication materials and SOPs, and adequate support facilities. In this resource aspect, there are also social/institutional and cultural resources, economic resources, and technological resources, which have great potential in implementing the acceleration of stunting reduction. Findings on the disposition aspect have not received maximum support from the Gowa Regency Government, especially in the incentives section. Meanwhile, the appointment of bureaucrats is very adequate with the existence of Gowa Regent Decree Number 131/II/2022 concerning the Formation of the Stunting Reduction Acceleration Team in Gowa Regency. Meanwhile, the bureaucratic system aspect consisting of SOPs and fragmentation implemented in the implementation of the stunting reduction acceleration program in Gowa Regency is considered quite effective due to collaboration and coordination from leaders to staff, as well as among fellow staff from across government work units. Continuity and simultaneous steps to achieve common goals will only be achieved if the bureaucratic system works effectively under the direction of effective leadership. The maximum efforts undertaken by the Stunting Reduction Acceleration Team (TPPS) in Gowa Regency have ultimately yielded a significant impact, reducing the prevalence of stunting in Gowa Regency to 17% in 2024 from 21.1% in 2023.
