Abstract

The difference in the content of the natural resources, concentrated economic activities in several cities and regencies, and the inadequate utilization of the sea and land for economic activities affect the difference in development and economic growth in cities and regencies throughout West Papua. This study aims to calculate and analyze the economic patterns and structures as well as regional disparities in West Papua. To answer the research issues, the analysis technique used is quantitative descriptive with Klassen typology analysis tools, Williamson index, and Thail Entropy Index. The results of the research and data analysis show that there are no cities and regency in West Papua which are high growth and high income, only the category of high income but low growth, namely Sorong Regency, Bintuni Bay. Regency and Cities that are high growth but low income are Sorong city, Fakfak, South of Sorong, Manokwari, Raja Ampat. Furthermore, low growth and low income are Maybrat, Kaimana, Arfak Mountains, South of Manokwari, Tambrauw. There has been a very high inequality in the research period, as evidenced by the Williamson index average of 1.53, and the Entropy Thail Index of 0.25. On the other side, this inequality has decreased over time, but Kuznets' inverted-U hypothesis does not apply to the economy of West Papua. The trigger for inequality is the difference in the content of natural oil and gas resources, centralized activities in several cities and regencies and much of the productive land is being neglected for economic activity.

Abstract

The National Health Insurance Healthy Indonesia Card (JKN KIS) is Indonesia?s primary system for achieving Universal Health Coverage. Although many people nationwide are enrolled, use remains limited in rural areas such as Negeri Liang in Central Maluku. This study explores factors affecting JKN KIS utilization by assessing residents? knowledge, access to information, attitudes, and social influences within rural communities. A cross-sectional survey of 189 residents from Liang Village used a structured questionnaire focusing on four latent constructs. Data analysis employed Partial Least Squares?Structural Equation Modeling (PLS-SEM) in SmartPLS, with 5,000 bootstrapped resamples (two-tailed) to evaluate reliability, validity, and predictive relevance through loadings, AVE, CR, HTMT, R?, f?, and 95% confidence intervals. Results show that knowledge (β = 0.308, 95% CI: 0.182?0.442; f?= 0.147), access to information (β= 0.251, 95% CI: 0.118?0.389; f?= 0.104), and attitude (β= 0.357, 95% CI: 0.217?0.497; f?= 0.187) significantly and positively influence JKN KIS use, with attitude being the most impactful factor. Social influences, however, were not significant (β= 0.051, p= 0.388; f?= 0.004), indicating a limited direct effect. The structural model exhibits moderate explanatory power (R?= 0.482). In conclusion, participation in JKN KIS in rural areas is mainly driven by internal cognitive and emotional factors, rather than social influences. To boost engagement, strategies should focus on enhancing public knowledge, improving access to trustworthy information, and fostering positive attitudes. Policy recommendation: primary healthcare centers should prioritize attitude-oriented education and counseling, emphasizing financial protection and service benefits, with the aim of at least a 15% increase in valid JKN KIS claims within one year.?Keywords: Health Insurance Utilization, Knowledge, Information Access, Attitude, Social Factors?

Abstract

This study aims to measure outpatient satisfaction with medical record service performance at Masohi Regional Public Hospital. This research used a quantitative approach with SERVQUAL, Customer Satisfaction Index (CSI), and Importance Performance Analysis (IPA). The sample consisted of 150 outpatients selected through accidental sampling. The findings showed a negative service gap of -0.45, indicating that patient expectations were not fully met. The CSI value of 74.99% categorized patients as generally satisfied, although service improvements are still required to achieve a very satisfied category. Responsiveness and empathy were identified as the weakest dimensions, while assurance performed relatively well. IPA analysis revealed that the main priorities for improvement include hospital facilities, service reliability, staff competence, politeness, and responsiveness of medical record services. This study concludes that improving responsiveness and empathy is essential to enhance patient satisfaction in medical record services.

Public services are activities that benefit the community organised by the government, these activities are communal and have an impact on the satisfaction of service recipients. Puskesmas as one of the public service units is not always able to provide maximum satisfaction for the community, which in turn will have an impact on community dissatisfaction. In its activities, the Sanggeng Community Health Centre as a public service provider institution has not been able to provide excellent service to the community, causing many complaints from the community, especially regarding the attitude of officers who are less friendly, long in serving patients, and the cleanliness of the puskesamas that are less clean. This research was conducted with the aim of finding out the level of community satisfaction with services at the Sanggeng health centre. To answer the research problem, a quantitative descriptive method was used with the Community Satisfaction Index (CSI) analysis tool. The survey results show that the Sanggeng Health Centre received an CSI score of 77 with a quality score of B and good service performance. The service indicator with the highest CSI value is Facilities and infrastructure of 89 with a very good quality number (A), the indicator with the lowest CSI value is Service Time of 68 with a quality number C and service performance is not good. The other two indicators with Poor CSI are the first System, Mechanism, and Procedure, the CSI Value is 75. Second, Executor Behaviour, the CSI score is 76.
