Abstract

Quality public services play a role in increasing investment. The Investment and One-Stop Integrated Service Agency of Badung Regency has innovated in licensing services through the Mobile Licensing Service with Online Single Submission (LIMOSSIN) program, which aims to assist the public in issuing business permits. The objective of this study is to understand the Implementation of the Mobile Licensing Service with Online Single Submission (LIMOSSIN) Program in Improving Licensing Services in Badung Regency. This research uses a qualitative descriptive method with data collection techniques through interviews, documentation, and observation. Data analysis is conducted using Edward III's policy implementation theory, which consists of (1) Communication, (2) Resources, (3) Disposition, and (4) Bureaucratic Structure. The results of the study indicate that overall, the program has been effectively implemented based on the indicators used. However, there are indicators that still require improvement for the program to run more optimally. Improvements are needed in the communication indicator related to communication between village governments and the community, the resource indicator due to challenges in human resources, and the bureaucratic structure indicator related to coordination by village officials in the implementation of the program. In conclusion, the LIMOSSIN program has provided tangible benefits to the community by assisting in issuing business permits, but enhancements are still needed in several indicators to improve service quality. Abstrak Pelayanan publik yang berkualitas memiliki berperan dalam meningkatkan investasi. Dinas Penanaman Modal dan Pelayanan terpadu Satu Pintu Kabupaten Badung berinovasi dalam pelayanan perizinan melalui program Layanan Perizinan Bermobil Online Single Submission (LIMOSSIN) yang bertujuan untuk membantu masyarakat dalam menerbitkan izin usaha. Tujuan yang ingin dicapai dari penelitian ini adalah untuk memahami bagaimana Implementasi Program Layanan Perizinan Bermobil Online Single Submission (LIMOSSIN) Dalam Meningkatkan Pelayanan Perizinan Di Kabupaten Badung. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Analisis data dilakukan dengan menggunakan teori implementasi kebijakan oleh Edward III yang terdiri dari (1) Komunikasi, (2) Sumber Daya, (3) Disposisi, (4) Struktur Birokrasi. Hasil penelitian menunjukkan bahwa secara keseluruhan program ini telah berjalan efektif berdasarkan indikator yang digunakan. Namun terdapat indikator yang masih memerlukan perbaikan agar program dapat berjalan lebih optimal. Perbaikan diperlukan yaitu pada indikator komunikasi terkait komunikasi antara pemerintah desa ke masyarakat, indikator sumber daya yang masih adanya tantangan pada sumber daya manusia, dan indikator struktur birokrasi terkait koordinasi oleh perangkat desa terkait pelaksanaan program. Kesimpulannya program LIMOSSIN telah memberikan manfaat nyata bagi masyarakat dalam membantu menerbitkan izin usaha, tetapi masih diperlukan peningkatan dalam beberapa indikator untuk meningkatkan kualitas layanan. Abstract

This study aims to analyze the performance of the Denpasar City Women's Empowerment and Child Protection, Population Control and Family Planning Service in implementing the Child-Friendly City program, especially in the special protection cluster. The research method used is descriptive qualitative, with data collection techniques including observation, interviews, and documentation. Based on the results of the study, it was studied using the performance theory by Agus Dwiyanto which consists of: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. The results of the study indicate that the productivity of the Denpasar City DP3AP2KB in implementing the KLA program is quite good, but still faces obstacles in service coverage and program effectiveness. The quality of service is considered less than optimal due to limited human resources and budget. The responsiveness of the Denpasar City DP3AP2KB in handling cases of child violence is quite high, but there are still gaps in the reporting system and case follow-up. Then from the aspect of responsibility, the service has tried to run the program in accordance with regulations, but it has not been fully distributed throughout Denpasar City. Meanwhile, the accountability aspect shows that DP3AP2KB Denpasar City has coordinated with various stakeholders, although transparency in reporting and evaluation still needs to be improved. Recommendations for these problems include increasing human resource capacity, more adequate budget allocation, and more effective communication strategies in socializing the KLA program. Abstrak Penelitian ini bertujuan untuk menganalisis kinerja Dinas Pemberdayaan Perempuan dan Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana Kota Denpasar dalam menerapkan program Kota Layak Anak, khususnya pada klaster perlindungan khusus. Metode penelitian yang digunakan yaitu deskriptif kualitatif, dengan teknik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian dikaji menggunakan teori kinerja oleh Agus Dwiyanto yang terdiri dari: (1) Produktivitas, (2) Kualitas Layanan, (3) Responsivitas, (4) Responsibilitas, dan (5) Akuntabilitas. Hasil penelitian menunjukkan bahwa produktivitas DP3AP2KB Kota Denpasar dalam implementasi program KLA cukup baik, namun masih menghadapi kendala dalam cakupan layanan dan efektivitas program. Kualitas layanan dinilai belum optimal akibat keterbatasan sumber daya manusia dan anggaran. Responsivitas DP3AP2KB Kota Denpasar dalam menangani kasus kekerasan anak cukup tinggi, namun masih terdapat kesenjangan dalam sistem pelaporan dan tindak lanjut kasus. Kemudian dari aspek responsibilitas, dinas telah berupaya menjalankan program sesuai dengan regulasi, namun belum sepenuhnya merata di seluruh Kota Denpasar. Sementara itu, aspek akuntabilitas menunjukkan bahwa DP3AP2KB Kota Denpasar telah berkoordinasi dengan berbagai pemangku kepentingan, meskipun transparansi dalam pelaporan dan evaluasi masih perlu ditingkatkan. Rekomendasi atas permasalahan tersebut meliputi peningkatan kapasitas SDM, alokasi anggaran yang lebih memadai, serta strategi komunikasi yang lebih efektif dalam sosialisasi program KLA. Abstract

This study aims to determine the implementation of the Social Welfare Information System - Next Generation (SIKS-NG) application policy in Pemecutan Kaja Village, North Denpasar District. The research uses a descriptive qualitative method with a case study approach. The focus of the research examines how the SIKS-NG application is utilized in managing data on social assistance recipients and efforts to improve the accuracy of poverty data based on Ministry of Social Affairs Regulation Number 3 of 2021 concerning Integrated Social Welfare Data Management. The results show that the implementation of the SIKS-NG application in Pemecutan Kaja Village is running well and provides convenience in managing social welfare data. However, there are a number of obstacles such as the lack of staff technological knowledge, the mismatch of population data (NIK) with Dukcapil data, and the lack of socialization to the community, which causes the process of submitting and verifying DTKS data to not be fully effective and optimal. Recommendations include increasing the capacity of human resources and optimizing technology facilities so that the system can run more effectively and on target. This research is expected to contribute to policy development and the application of technology in social services. Abstrak Penelitian ini bertujuan untuk mengetahui implementasi kebijakan aplikasi Sistem Informasi Kesejahteraan Sosial – Next Generation (SIKS-NG) di Desa Pemecutan Kaja, Kecamatan Denpasar Utara. Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Fokus penelitian mengkaji bagaimana aplikasi SIKS-NG dimanfaatkan dalam pengelolaan data penerima bantuan sosial serta upaya meningkatkan akurasi data kemiskinan berdasarkan Peraturan Kementerian Sosial Nomor 3 Tahun 2021 tentang Pengelolaan Data Terpadu Kesejahteraan Sosial. Hasil penelitian menunjukkan bahwa implementasi aplikasi SIKS-NG di Desa Pemecutan Kaja berjalan dengan baik dan memberikan kemudahan dalam pengelolaan data kesejahteraan sosial. Namun, terdapat sejumlah kendala seperti kurangnya pengetahuan teknologi staf, ketidaksesuaian data penduduk (NIK) dengan data Dukcapil, serta kurangnya sosialisasi kepada masyarakat, yang menyebabkan proses pengajuan dan verifikasi data DTKS belum sepenuhnya efektif dan optimal. Rekomendasi yang diberikan meliputi peningkatan kapasitas sumber daya manusia dan optimalisasi fasilitas teknologi agar sistem dapat berjalan secara lebih efektif dan tepat sasaran. Penelitian ini diharapkan dapat memberikan kontribusi dalam pengembangan kebijakan dan penerapan teknologi dalam pelayanan sosial. Abstract

This study aims to analyze and provide recommendations for improving strategies in increasing e-retribution revenue to achieve market retribution targets in Badung Market. This study uses a qualitative method with a descriptive approach. The data sources for this study come from primary and secondary data collected through purposive sampling techniques. Data were collected through interviews, observations and documentation. The results of this study are explained using Wheelen and Hunger strategy of management strategy which includes four stages: (1) Environmental Observation, (2) Strategy Formulation, (3) Strategy Implementation, (4) Evaluation and Control. The results of the analysis show that the strategy of Perumda Pasar Sewakadarma, Denpasar City in achieving the target of market e-retribution revenue is not optimal, this is due to market e-retribution revenue has not reached the target that has been determined in Badung Market. In addition, the SWOT (Strength, Weakness, Opportunity, Threat) analysis by Freddy Rangkuti highlights the strength of Perumda in utilizing regulations and the availability of human resources, as well as capable facilities and infrastructure, opportunities in the market e-retribution acceptance system by traders, and challenges in overcoming the quiet conditions of the Badung market which results in stall sellers not selling. Recommendations from this study include the Strength-Opportunity: Optimizing Socialization and Technical Guidance on the implementation of e-retribution in Badung Market in a circular manner, Weakness-Opportunity Strategy: Improving coordination and communication in the division of tasks for implementing e-retribution in the market by utilizing the new Culinary Market in Badung Market, Strength-Threat Strategy: Relying on competent human resources to overcome the competitiveness of shops around Badung Market and the rise of online shopping through massive and specific social media promotions, Weakness-Threat Strategy: Conducting regular socialization regarding education on saving retribution to minimize traders who do not pay market retribution.

Abstract

  The purpose of this study is to determine the quality of electronic-based public services through the SIPADU application in realizing the smart village concept in Dangin Puri Kangin Village. The research method used is e-government quality. The results of this study indicate that the quality of the SIPADU application has been achieved quite well with achievements in the form of being able to provide convenience to the government and users, being able to foster a sense of trust and being able to provide a complete display and content. However, there are still shortcomings, namely that the application has not been consistently relied on by the community, the application is still not functioning optimally, and the government's supporting facilities for the application are still lacking. So through the assessment of these indicators, the smart village concept has not been perfectly achieved. The recommendations that can be given for these problems are the need to create mandatory rules for the use of the application, intensify socialization activities, and optimize supporting facilities for the application. Abstrak Tujuan dari penelitian ini adalah untuk mengetahui bagaimana kualitas pelayanan publik berbasis elektronik melalui aplikasi SIPADU dalam mewujudkan konsep smart village di Desa Dangin Puri Kangin. Metode penelitian yang digunakan yaitu penelitian kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa kualitas aplikasi SIPADU sudah tercapai cukup baik dengan pencapaian berupa sudah mampu memberikan kemudahan pada pemerintah dan pengguna, mampu menumbuhkan rasa percaya dan sudah mampu menyediakan tampilan dan isi yang lengkap. Namun masih ditemukan kekurangan yakni aplikasi belum diandalkan secara konsisten oleh masyarakat, aplikasi masih belum berfungsi secara maksimal, serta masih kurang maksimalnya fasilitas pendukung aplikasi oleh pemerintah. Sehingga melalui penilaian indikator tersebut maka konsep smart village belum dapat tercapai secara sempurna. Adapun rekomendasi yang dapat diberikan atas permasalahan tersebut adalah perlu dibuatnya aturan wajib untuk penggunaan aplikasi, menggencarkan kegiatan sosialisasi, dan pengoptimalan fasilitas penunjang aplikasi. Abstract

The Denpasar City Social Service has duties in the field of social welfare. The purpose to be achieved in this study is to analyze the strategies applied by the Denpasar City Social Service in handling Socio-Economically Vulnerable Women. The research method uses a qualitative method with a descriptive approach and data collection techniques through interviews, observations and documents. The theory used in this research is the Theory of Strategic Management from Wheelen and Hunger which consists of (1) Environmental Scanning, (2) Strategy Formulation. (3) Strategy Implementation, (4) Evaluation and Control. The results of this study indicate that the Strategy carried out by the Social Service is not optimal which can be seen from several indicators, namely Environmental Scanning and Evaluation & Control, this is because there has been no maximum effort made to take advantage of existing strengths and opportunities and no effort to overcome weaknesses and threats. These problems were re-analyzed using SWOT by Freddy Rangkuti which consists of (1) Strengths, (2) Weaknesses, (3) Opportunities, (4) Threats which resulted in the main strategy recommendations, namely: (1) forming joint business groups (KUBE) or small cooperatives that can sell products at local events, (2) holding PRSE Expo (Mini Local Bazaar) programs, (3) providing digital marketing training, (4) holding mobile micro training programs/activities. Abstrak Dinas Sosial Kota Denpasar mempunyai tugas di bidang kesejahteraan sosial. Tujuan yang ingin dicapai dalam penelitian ini adalah untuk menganalisis strategi yang diterapkan oleh Dinas Sosial Kota Denpasar dalam penanganan Perempuan Rawan Sosial Ekonomi. Metode penelitian menggunakan metode kualitatif dengan pendekatan deskriptif dan teknik pengumpulan data melalui wawancara, observasi dan dokumen. Teori yang digunakan dalam penelitian ini yaitu Teori Manajemen Strategi dari Wheelen and Hunger yang terdiri dari (1) Pemindaian Lingkungan, (2) Formulasi Strategi, (3) Implementasi Strategi, (4) Evaluasi dan Pengendalian. Hasil penelitian ini menunjukkan bahwa Strategi yang dilakukan oleh Dinas Sosial belum optimal yang dapat dilihat dari beberapa indikator yaitu Pemindaian Lingkungan serta Evaluasi & Pengendalian hal ini dikarenakan belum adanya upaya maksimal yang dilakukan untuk memanfaatkan kekuatan dan peluang yang ada serta tidak adanya upaya untuk mengatasi kelemahan dan ancaman. Permasalahan tersebut dianalisis kembali dengan menggunakan SWOT oleh Freddy Rangkuti yang terdiri dari (1) Strengths, (2) Weakness, (3) Opportunities, (4) Threats sehingga menghasilkan rekomendasi strategi utama yaitu: (1) membentuk kelompok usaha bersama (KUBE) atau koperasi kecil yang bisa menjual produk di event lokal, (2) mengadakan program PRSE Expo (Mini Bazar Lokal), (3) memberikan pelatihan pemasaran digital, (4) mengadakan program/kegiatan pelatihan mikro keliling.
