Abstract

Increasing the mobility of the working class in urban areas will increase their productivity, which in turn will increase the economic output of the region. This can be achieved by providing a means of mass transportation infrastructure that is fast, affordable, and efficient i.e. rail-based mass transportation. However, the Ministry of National Development Planning estimated there is an infrastructure-funding gap of 4,321 trillion rupiahs to achieve Indonesia's development targets. Inviting the private sector to participate in infrastructure development investment in Land Value Capture (LVC) scheme becomes one of the solutions that need to be studied further. LVC is considered a promising infrastructure financing scheme for the private sector’s investment. However, one of the challenges faced by the government in the application is to identify feasible instruments to capture the value of the land. This study aims to find LVC instruments that are feasible from the perspective of the Indonesian government agency. In-depth interviews with experts from government agencies were conducted to explore the possibilities of LVC instruments that can be applied in Indonesia for mass transportation infrastructure development in urban areas. The result shows that most of the Key Informants (KIs) agree that density bonuses and joint development instruments are applicable LVC schemes for Indonesia. It can be concluded from the analysis that these instruments are better prepared due to the availability of regulations that are mutually beneficial for both the government and the private sector, and has a simpler bureaucratic process.

Abstract

The Construction Heavy Equipment Registration System (Alat Berat Konstruksi, ABK) is a system for managing everything related to heavy equipment used in work. In its implementation, the heavy equipment that is registered is far from expectations so that it is necessary to develop the registration system itself so that the construction service community can use it. The research method used in this study uses some literature, previous research, literature studies, and makes comparisons on systems in other countries and looks at the existing regulations to form questionnaire questions and then disseminates them. Data obtained from respondents were entered into the statistical data analysis application and then tested the validity, reliability test, and correlation test. The results of the analysis are then discussed and validated by experts. The results obtained from this study found several variables that need to be developed in the dimensional system, as well as rules and policies in the ABK Registration System to improve the supply chain of construction heavy equipment. The development variable is the development of 36 initial variables. Based on the results of the assessment of the initial variables found 20 variables that are not necessary, while 12 other variables need to be included in the study. Analysis of 12 variables developed by 22 new variables from the system, as well as rules and policies to complete the initial 20 variables. Variables that need to be developed and used in the Construction Heavy Equipment Registration System. Keywords: Construction Heavy Equipment Registration System (Alat Berat Konstruksi, ABK); Construction Equipment Supply Chain; Construction Services Society AbstrakSistem Registrasi Alat Berat Konstruksi (ABK) adalah sistem untuk mengatur segala hal terkait alat berat yang digunakan dalam pekerjaan. Pada pelaksanaannya, alat berat yang teregistrasi jauh dari harapan sehingga perlu dilakukan pengembangan pada sistem registrasi itu sendiri agar bisa dimanfaatkan masyarakat jasa konstruksi. Metode penelitian yang dipakai dalam penelitian ini menggunakan beberapa literatur, penelitian terdahulu, studi pustaka, dan melakukan perbandingan pada sistem di negara lain serta melihat dari peraturan yang ada untuk membentuk pertanyaan kuesioner kemudian menyebarkannya. Data yang diperoleh dari responden dimasukkan ke dalam aplikasi analisis data statistik lalu dilakukan uji validitas, uji reliabilitas, dan uji korelasi. Hasil analisis kemudian dilakukan pembahasan dan divalidasi oleh pakar. Hasil yang didapat dari penelitian ini ditemukan beberapa variabel yang perlu dikembangkan pada dimensi sistem, serta aturan dan kebijakan dalam Sistem Registrasi ABK untuk memperbaiki rantai pasok alat berat konstruksi. Variabel pengembangan tersebut mengacu dari 36 variabel awal. Berdasarkan hasil identifikasi terhadap variabel awal ditemukan 20 variabel yang tidak perlu diteliti, sedangkan 12 variabel lainnya perlu dimasukkan dalam penelitian. Analisis dari 12 variabel tersebut dikembangkan 22 variabel baru dari dimensi sistem, serta aturan dan kebijakan untuk melengkapi 20 variabel awal. Variabel-variabel inilah yang perlu dikembangkan dan dimanfaatkan di dalam Sistem Registrasi Alat Berat Konstruksi.

Abstract

The uncertainty and complexity of construction projects often result in conflicts and unavoidable claims. Commonly, claims are submitted by the contractor for additional payment or time extensions triggered by the additional works beyond general terms and contract conditions. Unsuitable claims may lead to disputes so there is a need for claims management to avoid potential disputes. Claims can not be avoided in any construction project, but a properly executed management approach is expected to reduce the impact of claim that leads to disputes. Evaluation to problems in the six stages of claims management was conducted through questionnaires distribution to project owner and analyzing using significance index approach. The problems that often arise in each phase are elaborated in a form of Likert question. The results of field data collection are processed to obtain the most significant problems arisen in each claim management phase. The results indicate that from the six phases of claims management, the problems that often arise are related to four aspects, namely the availability of standard in claims management, the availability of competent human resources handling claims, the limitation of communication ability, and the limited ability to document the implementation of the project. Abstract

Penyelenggaraan jalan tol sudah dimulai di Indonesia sejak tahun 1978 yang pengelolaannya dilaksanakan oleh Pemerintah melalui pembentukan dan penunjukan PT Jasa Marga. Selama periode 1978 sampai 1988 tingkat pertumbuhan jalan tol hanya 26,88km/tahun. Rendahnya pertumbuhan jalan tol mendorong pemerintah mulai mengikutsertakan swasta dalam pengelolaan melalui skema Kerjasama Pemerintah Swasta (KPS). Pada periode kedua ini dengan adanya perubahan sistem penyelenggaraan, PT Jasa Marga berperan sebagai regulator sekaligus operator jalan tol. Namun, periode 1989 sampai tahun 2004, tingkat pertumbuhan jalan tol menurun menjadi 23km/tahun. Peran ganda PT Jasa Marga ditengarai sebagai penyebab turunnya pertumbuhan jalan tol. Semenjak tahun 2004, sistem penyelenggaraan jalan tol diubah dimana peran regulator dikembalikan kepada Pemerintah melalui pembentukan Badan Pengatur Jalan Tol (BPJT). Pemerintah juga melakukan beberapa perubahan pada kerangka hukum penyelenggaraan jalan tol. Perubahan sistem penyelenggaraan jalan tol ternyata tidak dapat meningkatkan kinerja sistem dengan menurunnya tingkat pertumbuhan jalan tol menjadi hanya 21,43km/tahun. Makalah ini bertujuan untuk mengembangkan kerangka pengukuran kinerja sistem penyelenggaraan jalan tol yang kemudian dapat diaplikasikan untuk mengukur kinerja sistem saat ini. Diharapkan dengan pengukuran kinerja maka dapat teridentifikasi permasalahan yang menyebabkan rendah tingkat pertumbuhan jalan tol. Kerangka pengukuran mencakup elemen tata kelola KPS, elemen kerangka hukum serta elemen kerangka institusional. Melalui kajian literatur yang intensif maka studi mengidentifikasi 44 indikator-indikator yang dapat digunakan sebagai kerangka pengukuran kinerja sistem penyelenggaraan jalan tol.

Abstract

The COVID-19 outbreak began at the end of 2019, and has evolved to a pandemic threatening various industries’ sustainability. Decisive actions have been taken to tackle the pandemic’s spread, however, various impacts continue to be felt by many industries, including the construction industry. This paper therefore focuses on the COVID-19 outbreak’s impact on Quantity Surveyors’ (QS) construction projects and activities, as a key profession in the industry. A mixed method approach, questionnaire survey followed by expert interviews, was adopted. Subsequently, 199 valid responses for analysis were obtained from the questionnaire distribution, using descriptive statistics and Significance Index. Furthermore, qualitative data were acquired through semi-structured interviews with five experts, and analyzed using a structured thematic analysis. According to the results, 56.78% of respondents experienced project slowdowns, 13.57% experienced project suspensions or terminations, and 12.56% experienced cost overruns. Most respondents acknowledged the pandemic had present changes to projects (84.92%), in the form of changes in organization structure, work culture, technological application, and project objectives. Meanwhile, the Significance Index has successfully established an 11-factors ranking, regarding the pandemic’s impact on QS activities, with impact on the overall project completion as the most profound impact followed by impacts on project scheduling, supply chain, tendering, cost controlling, and claim management. This study’s qualitative and quantitative findings tend to be in accordance, thus, providing some fundamental insights regarding the COVID-19 outbreak’s impact on the construction industry, including direct impacts on project sustainability, technology adoption, and project resiliency issues. In addition, this study also contributes to scientific knowledge by discussing the issues and trends of work culture changes in QS professional activities.

Abstract

The practice of providing safe temporary facilities for pedestrians during the execution of infrastructure projects is still challenging due to project complexity and the management of existing traffic flow. The challenge of ensuring pedestrian safety also becomes a concern in Jakarta, Indonesia, which currently has many ongoing infrastructure projects. The execution of these projects along existing main roads demands contractors to close some road lanes including pedestrian accesses. The circumstance highlights the importance of investigating the current practice in providing safe temporary pedestrian access. This study aims to investigate the safety and comfort measure of pedestrian access adjacent to the construction site. Nonconformities to safety findings from the field later are used as a basis for expert interviews in order to acquire recommendations. This research took a case study of the Light Rail Transit (LRT) project with a section length of 3.6 km. Observations took place every 100 meters and all nonconformities to safety data were recorded. Findings showed that among the potential nonconformities to safety, only six of those factors occurred frequently which later became the basis of questionnaire development for semi-structured expert interviews. Three experts from different backgrounds were chosen. Content analysis was used to analyze the data. Field observation result shows that among the six factors of nonconformity to safety, the unavailability of the separator system between the pedestrian access and road lane becomes the most occurred factor. The research demonstrates that in order to provide safety for pedestrians, access should be prepared with a minimum width of 90-100 cm, durable and stable surface, as well as a barrier that ensures safety against traffic and construction work. This study recommends the practical considerations for pedestrian safety as well as policies in terms of contractor’s organization and government in a broader perspective.

Abstract

Noise level in the classroom is a factor affecting the learning process. This study aims to determine the level of indoor noise of a private university campus in West Jakarta. Measurements were made using Sound Level Meter that can record the noise level every second with accuracy up to 0.1 dBA. Sampling was carried out in a number of classrooms in an empty condition, closed door, and air conditioning system either in off or on position. Classrooms are distinguished based on the condition of the wall, namely the window facing the outside environment and massive walls without windows to the environment. The measurement results indicate a significant difference in noise level at a 95% confidence level in an empty classroom when the air conditioning system is not functioning and when the system is running. Differences also occur in classrooms with and without windows to the environment. The difference shows that the classroom in an empty condition can experience an increase in latent noise level due to the operation of the air conditioner between 5.78-16.49 dBA. Increased noise from the environment including the highway is about 3 dBA for classrooms located on the 5th floor, with a horizontal distance about 100 meters from the highway and has thick and permanent glass windows.

Abstract

Pandemi COVID-19 telah dimulai sejak akhir 2019. Berbagai upaya telah diterapkan pemerintah guna memitigasi penyebaran pandemi COVID-19 di Indonesia, antara lain kewajiban pemakaian masker, jaga jarak, cuci tangan pakai sabun, hingga pelacakan kontak COVID-19. Strategi mitigasi ini turut mempengaruhi keberlangsungan proyek konstruksi. Penelitian ini bertujuan untuk mengidentifikasi faktor penyebab dan jenis perubahan budaya kerja pada proyek konstruksi. Pendekatan kualitatif diterapkan dalam proses pengumpulan dan analisis data. Penelitian diawali dengan studi literatur untuk mengidentifikasi faktor-faktor yang mungkin mempengaruhi perubahan budaya kerja proyek konstruksi. Selanjutnya, observasi langsung pada dua proyek konstruksi dan sepuluh wawancara semi terstruktur dilakukan untuk menginvestigasi faktor dan jenis perubahan budaya kerja proyek konstruksi akibat pandemi COVID-19 di Indonesia. Analisis konten diterapkan untuk mengolah data wawancara, sedangkan hasil observasi digunakan untuk melengkapi hasil analisis wawancara. Penelitian ini berhasil mengidentifikasi delapan faktor berpengaruh yang dapat dikelompokkan menjadi dua kategori yaitu faktor internal (terdiri dari enam faktor) dan faktor eksternal (terdiri dari dua faktor). Penelitian ini juga berhasil mengidentifikasi sebelas perubahan budaya kerja konstruksi yang dapat dikelompokkan ke dalam tiga kategori yaitu perubahan budaya organisasi, perubahan budaya komunikasi, dan perubahan budaya keselamatan dan kesehatan kerja (K3). Penelitian ini berkontribusi dengan menyajikan data dan temuan empiris mengenai dampak pandemi COVID-19 terhadap proyek konstruksi terutama perubahan budaya kerja dari perspektif kontraktor.

Abstract

ABSTRAKKementerian Lingkungan Hidup dan Kehutanan mencatat kebakaran hutan di Sumatera seluas 235 ribu hektar rata-rata pertahunnya selama periode 2014-2019. Penyebab utama kebakaran adalah tindakan manusia baik sengaja maupun tidak yang memberikan dampak buruk bagi kesehatan masyarakat akibat terpajan polusi asap. Gangguan kesehatan tersebut menimbulkan risiko bagi sekitar 19 juta masyarakat provinsi Sumatera Selatan, Riau dan Jambi dengan kebakaran hutan terbesar. Masyarakat memiliki hak substantif atas lingkungan hidup yang sehat yang dijamin dalam Pasal 9 ayat (3) Undang-Undang Nomor 39 Tahun 1999 tentang Hak Asasi Manusia sebagai hak konstitusional. Undang-Undang Nomor 32 Tahun 2009 tentang Perlindungan dan Pengelolaan Lingkungan Hidup dan Undang-Undang Nomor 41 Tahun 1999 tentang Kehutanan menetapkan hal yang sama dalam kaitannya dengan kualitas lingkungan. Permasalahan kebakaran hutan yang telah melanggar hak substantif masyarakat atas lingkungan hidup yang sehat diangkat dalam penelitian ini agar diperoleh kebijakan yang tepat dan berasaskan keadilan lingkungan Metode penelitian yuridis normatif deskriptif digunakan untuk menjawab permasalahan tersebut. Hasil penelitian menunjukkan bahwa perundang-undangan telah menetapkan hak substantif masyarakat atas lingkungan hidup yang sehat sebagai bagian dari hak asasi manusia. Namun, perkara yang timbul terkait kebakaran hutan sering kali tidak menyinggung persoalan yang paling mendasar yaitu hak substantif atas kualitas hidup masyarakat. Penelitian ini menawarkan sebuah kerangka kebijakan yang diadopsi dari prinsip keadilan lingkungan. Elemen kerangka kebijakan yang ditawarkan mencakup: kesamaan hak untuk dilindungi; perlunya adopsi model pencegahan dan pentingnya pengalihan beban pembuktian kepada pihak yang bertanggung jawab atas kebakaran hutan. Ketiga elemen ini menjadi kunci tanggung jawab negara dalam menjaga keadilan bagi setiap masyarakat.Kata kunci: hak substantif; kebakaran hutan; dampak kesehatan; kerangka kebijakan.ABSTRACTThe Ministry of Environment and Forestry recorded forest fires in Sumatra covering an average area of 235 thousand hectares per year during the 2014-2019 period. Human behavior, whether intended or not, is the primary cause of fires, and exposure to haze pollution has a detrimental effect on public health. The provinces of South Sumatra, Riau, and Jambi, which have the worst forest fires, are home to about 19 million people who are at risk for this health issue. As a substantive right, Article 9 Paragraph (3) of Law Number 39 of 1999 Concerning Human Rights guarantees the community's right to a good and healthy environment. Law Number 41 of 1999 about Forestry and Law Number 32 of 2009 concerned Environmental Protection and Management both make the same environmental quality provisions. The problem of forest fires that have violated the community's substantive rights to a healthy environment is raised in this study in order to obtain appropriate policies based on environmental justice. The problem is addressed using a descriptive normative juridical research methodology. The study's findings demonstrate that the law has deemed the community's substantive right to a healthy environment as the component of human rights. However, cases related to forest fires often do not address the most basic issue of the substantive right to the quality of life of the community. This study proposes a framework for policy based on environmental justice concepts. The policy framework proposed includes elements such as the necessity to defend equal rights, the adoption of a preventative strategy, and the significance of transferring the burden of proof to those responsible to forest fires. The state's obligation to uphold justice in community rests on these elements.Keywords: substantive rights; forest fires; health impact; policy framework.

Abstract

Seiring dengan perkembangan industri konstruksi di Indonesia, peran profesi quantity surveyor (QS) juga mengalami perkembangan yang signifikan. Dalam rangka memastikan kompetensi QS, diperlukan peraturan yang mengatur standar kompetensi sebagai acuan dalam menentukan keterampilan yang diperlukan oleh QS. Di Indonesia, kompetensi QS diatur dalam standar kompetensi kerja nasional Indonesia (SKKNI) berdasarkan keputusan menteri ketenagakerjaan Nomor KEP.06/MEN/I/2011. SKKNI QS ini diperlukan sebagai dasar pemetaan kompetensi yang harus dimiliki dan sekaligus dasar penyusunan program pelatihan bagi QS di Indonesia. Namun sejak diterbitkan pertama kali pada 2011, SKKNI QS belum mengalami pembaruan guna menjaga kualitas dan relevansi tenaga kerja QS dalam menghadapi persaingan global. Penelitian ini bertujuan untuk mengkaji dan memberikan rekomendasi terhadap SKKNI QS melalui pendekatan desktop study dan meta-analysis. Dengan demikian, penelitian ini berusaha mengidentifikasi pembaruan unit kompetensi apa yang perlu dilakukan pada SKKNI QS agar profesi QS Indonesia terus berkembang dan mampu bersaing secara global. Hasil analisis merekomendasikan tiga belas unit kompetensi tambahan yang perlu dimasukkan ke dalam SKKNI QS baru. Dengan demikian, penelitian ini berkontribusi dalam pengembangan profesi QS di Indonesia melalui pembaruan SKKNI sebagai instrumen krusial dalam menjaga kualifikasi dan kompetensi QS di Indonesia.
