Abstract

Infrastructure planning is a challenging process especially for Indonesia which has limited investmentresources. Therefore, decision makers need to understand the planning process of infrastructuredevelopment. This study aims to investigate the infrastructure development planning process asimplemented by the three relevant ministries in Indonesia, and identify various aspects that shouldbe considered in the future infrastructure development planning process. Analysis of the interviewsfound that there has been a paradigm shift in infrastructure development planning in Indonesiaincluding governance, decision-making approach, administrative rules, financing sources, budgetingmindset, government role, planning approach, project preparation, and planning process model. Inaddition, this research has also succeeded in identifying various aspects of future infrastructureplanning considerations. Thus, this research is useful, especially for decision makers, by providing abetter understanding of infrastructure development planning practices in Indonesia.

Abstract

Industri konstruksi merupakan salah satu sektor padat karya yang menyerap banyak tenaga kerja. Oleh karena itu, industri konstruksi harus dapat memberikan perhatian terhadap sumber daya manusia yang menjadi aset berharga. Salah satunya adalah terkait kesehatan mental pekerja konstruksi. Meskipun industri konstruksi dikenal dengan lingkungannya yang penuh tekanan, tidak banyak penelitian dilakukan terkait pemenuhan aspek kesehatan mental bagi pekerja konstruksi terutama di Indonesia. Padahal berbagai gangguan kesehatan mental seperti depresi dan kecemasan dapat berdampak pada performa pekerja dan industri konstruksi. Penelitian ini bertujuan mengidentifikasi berbagai faktor terkait kesehatan mental yang mempengaruhi pekerja konstruksi melalui studi literatur integratif. Hasil analisis berhasil menemukan 68 faktor terkait kesehatan mental di industri konstruksi yang dikelompokkan ke dalam empat domain yaitu jenis, penyebab, dampak, dan solusi mengatasi gangguan kesehatan mental di industri konstruksi. Identifikasi faktor dan domain ini menjadi penting sebagai sarana untuk memahami aspek kesehatan mental sehingga dapat menjadi rujukan bagi para pemangku kepentingan terutama pemerintah dan organisasi proyek konstruksi dalam upaya meningkatkan kesadaran pentingnya kesehatan mental di lingkungan kerja konstruksi. Dengan demikian, pemerintah dan organisasi proyek konstruksi dapat secara proaktif terlibat dalam mewujudkan tercapainya tujuan pembangunan berkelanjutan (sustainable development goals) yaitu good health and well-being.

Abstract

The effective execution of a construction project heavily relies on a diverse set of human resources possessing various competencies. Competency is a multifaceted concept with varied interpretations depending on its application and development. In this diverse landscape, competencies are commonly understood to encompass attributes such as knowledge, skills, and abilities. These competencies also feature distinct transferable qualities within intrapersonal and interpersonal competencies. This study delves into the crucial role of competencies in managing construction projects efficiently, emphasizing the three primary components. Employing a Systematic Literature Review, the study aims to uncover the nuanced aspects influencing project manager competencies. The primary objective is to unravel the competencies empowering project managers to successfully navigate construction projects. The findings highlight leadership as the paramount skill competency and underscore the importance of responsibility as a key attitude competency. Additionally, the study introduces a framework delineating the evolutionary progression of project manager competencies from intrapersonal to interpersonal over time. This framework serves as a valuable resource for project management professionals seeking to enhance their competencies and effectively address the dynamic challenges inherent in construction projects.

Abstract

Sektor konstruksi memiliki kontribusi yang signifikan dalam perekonomian nasional. Namun demikian, berbagai permasalahan yang muncul di industri konstruksi turut mempengaruhi perkembangan sektor yang vital ini. Penelitian ini bertujuan untuk menginvestigasi berbagai permasalahan yang menghambat perkembangan industri konstruksi di Indonesia. Melalui pendekatan mixed method, penelitian ini berhasil mengidentifikasi 54 faktor penghambat melalui Integrative Literature Review (ILR). Selanjutnya survei kuisioner dilaksanakan untuk mengukur persepsi praktisi konstruksi di Indonesia terkait frekuensi permasalahan yang ada. Data yang berhasil diperoleh sebanyak 114 respon dan dianalisis dengan pendekatan Relative Importance Index (RII) untuk memperoleh peringkat frekuensi faktor penghambat industri konstruksi di Indonesia. Adapun lima peringkat teratas faktor penghambat secara keseluruhan adalah perubahan desain atau lingkup pekerjaan, diikuti dengan tender yang kompetitif, permasalahan terkait aspek pembayaran, keterbatasan waktu atau pelaksanaan pekerjaan yang, dan lembur yang berlebihan. Selain itu, penelitian ini juga melakukan pemeringkatan berdasarkan perspektif pemilik proyek, konsultan, dan kontraktor agar memperoleh pemahaman yang lebih mendalam terkait faktor penghambat berdasarkan afiliasi praktisi. Secara umum, penelitian ini berkontribusi sebagai bahan rujukan bagi para pemangku kepentingan untuk memetakan faktor-faktor yang menjadi penghambat utama dalam industri konstruksi sehingga dapat dilakukan perencanaan mitigasi guna mengatasi faktor penghambat tersebut. Dengan demikian, diharapkan dapat memacu pertumbuhan industri konstruksi Indonesia secara berkelanjutan.

Abstract

Introduction: The construction industry is widely recognized as one of the sectors with significant mental health challenges. Many studies revealed that mental health problems such as depression, burnout, and sleep difficulty are more common in the construction industry compared to other industries. The causes may include high risk environment, long working hours, job insecurity, and machoism culture. On the other hand, the issue of mental health in the Indonesian construction sector is still not widely understood. Hence, this study investigates the key context-specific factors that influence the mental health of construction workers. Method: A mixed-method approach was employed, consisting of an integrative literature review (ILR) and exploratory factor analysis (EFA). The ILR identified twenty-three context-specific mental health factors, subsequently used as input in the questionnaire survey. The questionnaire consists of demographic characteristics and measurement of mental health factors using a six-point Likert scale. The survey was distributed to construction workers in Indonesia, each with a minimum of two years of work experience. The collected data were analyzed using EFA. Result: This study found five key groups of context-specific factors: workplace, work pressure, role, gender inequality, and psychosocial factors. These factors are found to be deeply interconnected, often exacerbating one another. The study underscores the complexity of mental health issues in this high-pressure, high-risk industry. The results suggest that addressing these challenges requires a multifaceted approach to better understand and alleviate the stress experienced by construction workers. Conclusion: This study presents five mental health determinants among construction workers in Indonesia. The findings can form the basis for further research and the formulation of work policies that are more responsive to local conditions.

Abstract

It is undeniable that the construction industry has a significant impact on the destruction of the natural environment. Therefore, policy makers and key stakeholders are trying to overcome the impact of the construction sector through the implementation of the green building concept in every stage of construction work. However, this effort encounters various obstacles such as low understanding of green building, low participation in implementing green building concept, and the emergence of various risks in green building projects. This study aims to investigate the contractual aspects of green building projects through a comprehensive approach that includes integrative literature reviews, questionnaire surveys, and a focus group discussion. This study found eleven contractual issues of green consultancy contracts. Furthermore, based on these findings, various clauses were developed that were recommended to be included in the green consultancy contracts. This research is useful for the body of knowledge related to the development of green consultancy contracts in the construction sector. Practically, the results of this study can be used directly by green building consultants in negotiating their contracts with the employer.

Abstract

Pancasila adalah ideologi bangsa Indonesia yang mempengaruhi berbagai sendi kehidupan masyarakat. Salah satunya terkait dengan kepemimpinan. Dalam banyak hal, kepemimpinan adalah kemampuan yang melekat pada diri seseorang yang bergantung pada banyak faktor termasuk ideologi yang dianut. Di Indonesia, muncul gaya Kepemimpinan Pancasila. Kepemimpinan Pancasila adalah kepemimpinan yang bersumber dari nilai-nilai luhur bangsa Indonesia dan mencerminkan lima sila Pancasila. Oleh karena itu, artikel ini bertujuan untuk makna dan potensi penerapan Kepemimpinan Pancasila dalam masyarakat Indonesia yang multikultur. Melalui kegiatan pengabdian kepada masyarakat (PKM) yang telah diselenggarakan pada 27 Juni 2023 bertempat di Kelurahan Pisangan, Tangerang Selatan, tim PKM menerapkan metode ceramah interaktif. Penyampaian materi menekankan pada makna dan potensi penerapan Kepemimpinan Pancasila mencakup nilai-nilai spiritualis, humanis, nasionalis, demokratis, dan keadilan sosial. Kegiatan PKM dengan materi Kepemimpinan Pancasila menjadi penting agar penerapan suatu gaya kepemimpinan dapat benar-benar efektif dalam mengarahkan suatu organisasi maupun kehidupan berbangsa. Hasil kegiatan menyimpulkan bahwa sebagai masyarakat yang multikultur, Kepemimpinan Pancasila dinilai cocok untuk diterapkan di Indonesia.

Abstract

The execution of construction projects involves many parties, one of which is subcontractors. In general, subcontractors can be divided into three types, namely domestic subcontractors, nominated subcontractors, and named subcontractors. Many studies have been carried out regarding the first two types of subcontractors, but studies related to named subcontractors are scarce. In contrast to nominated subcontractors, named subcontractors are selected by the main contractor based on a list of subcontractor names provided by the employer. This research aims to identify the criteria in selecting named subcontractors by the main contractor. This research applies a qualitative method approach with integrative literature review and interview techniques. The results show the company's experience, financial capabilities, technical capabilities, resource factors, and offer price factors as important selection criteria. This research contributes to the body of knowledge considering that there are still few studies on named subcontractors, especially regarding its selection criteria by the main contractor.

Abstract

The practice of providing safe temporary facilities for pedestrians during the execution of infrastructure projects is still challenging due to project complexity and the management of existing traffic flow. The challenge of ensuring pedestrian safety also becomes a concern in Jakarta, Indonesia, which currently has many ongoing infrastructure projects. The execution of these projects along existing main roads demands contractors to close some road lanes including pedestrian accesses. The circumstance highlights the importance of investigating the current practice in providing safe temporary pedestrian access. This study aims to investigate the safety and comfort measure of pedestrian access adjacent to the construction site. Nonconformities to safety findings from the field later are used as a basis for expert interviews in order to acquire recommendations. This research took a case study of the Light Rail Transit (LRT) project with a section length of 3.6 km. Observations took place every 100 meters and all nonconformities to safety data were recorded. Findings showed that among the potential nonconformities to safety, only six of those factors occurred frequently which later became the basis of questionnaire development for semi-structured expert interviews. Three experts from different backgrounds were chosen. Content analysis was used to analyze the data. Field observation result shows that among the six factors of nonconformity to safety, the unavailability of the separator system between the pedestrian access and road lane becomes the most occurred factor. The research demonstrates that in order to provide safety for pedestrians, access should be prepared with a minimum width of 90-100 cm, durable and stable surface, as well as a barrier that ensures safety against traffic and construction work. This study recommends the practical considerations for pedestrian safety as well as policies in terms of contractor’s organization and government in a broader perspective.

Abstract

The construction sector is one of the most vulnerable sectors to corruption. Previous publications have examined the causes, types, impacts, and strategies for preventing and eradicating corrupt practices in the construction sector. This research, however, focuses on the influence of cultural aspects on corrupt practices in the Indonesian construction sector. Through a mixed-method approach, this research identifies various forms of corruption in the construction sector and measures construction practitioners’ perceptions regarding the frequency of these corrupt practices. In summary, 14 forms of corrupt practices can occur at four stages of construction procurement. The analysis results also show practitioners’ perception of corruption as a norm in the construction business. This is motivated by the influence of cultural aspects in Indonesian society, especially related to the practice of connections and insiders, as well as a permissive attitude towards corruption. The results of this research contribute as a reference for stakeholders in understanding the influence of cultural aspects comprehensively so that they can take effective steps in establishing an anti-corruption culture in Indonesia.
