Abstract

Dimensi Tangible berperan penting dalam keberhasilan pelayanan publik, khususnya di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu, Tenaga Kerja dan Transmigrasi (DPMPTSP-Nakertrans) Kabupaten Soppeng. Penelitian ini bertujuan mengevaluasi pengaruh fasilitas fisik, penampilan petugas, komunikasi, dan kompetensi petugas terhadap kualitas pelayanan. Hasil penelitian menunjukkan bahwa fasilitas fisik yang baik, seperti ruang tunggu yang nyaman dan penggunaan teknologi modern, meningkatkan kenyamanan dan efisiensi pelayanan. Sistem digital mempercepat proses administrasi, mengurangi beban administratif, serta meningkatkan transparansi dan aksesibilitas layanan. Menggunakan pendekatan kualitatif dengan metode studi kasus, penelitian ini mengeksplorasi persepsi masyarakat dan petugas terkait kualitas layanan yang diberikan. Data diperoleh melalui observasi, wawancara dengan informan terpilih, dan dokumentasi. Informan yang dilibatkan meliputi Kepala Dinas, Sekretaris Dinas, Kepala Bidang Perizinan, operator, serta lima pengguna layanan. Penelitian ini menunjukkan bahwa elemen fisik yang terlihat mempengaruhi persepsi masyarakat terhadap kualitas pelayanan, dengan fokus pada dimensi tangible. Penampilan petugas yang profesional meningkatkan kepercayaan masyarakat, sementara komunikasi yang jelas dan penggunaan alat komunikasi modern mempercepat penyampaian informasi. Selain itu, kompetensi petugas yang terus ditingkatkan sangat berpengaruh terhadap kualitas pelayanan. Secara keseluruhan, DPMPTSP-Nakertrans Kabupaten Soppeng berhasil mengelola dimensi tangible untuk meningkatkan kepuasan masyarakat.

Abstract

The Covid-19 pandemic has hit Indonesia, affecting various sectors including Micro, Small and Medium Enterprises (MSMEs). MSMEs as a pillar of national economic growth have been significantly affected. The government provides various policies and support, but the challenges faced by MSMEs are still enormous. This research focuses on the resilience of hamlet-based MSME actors in Bantaeng Regency identified through Social Support (I Have), Personal Strength (I Am), and Ability to Do (I Can). Data were obtained through observation, interviews, and documentation. The results of this research show the resilience of hamlet-based MSME actors in Bantaeng Regency. Government support through programs and policies, the courage of MSME actors in taking action, and interpersonal skills determine resilience. Specific government support and special training are needed for MSME actors, especially in the use of e-commerce. The utilization of e-commerce is expected to make MSME actors more resilient.

Abstract

Village development plays a crucial role in enhancing community welfare in Indonesia, with the Village Fund serving as a key financial instrument under Law No. 6/2014. This study evaluates the effectiveness of Village Fund utilization in physical development projects in Akuni Village, South Konawe Regency, Southeast Sulawesi Province. Adopting a qualitative case study approach, data were collected through in-depth interviews with village officials and community representatives, as well as document analysis. The evaluation framework is based on six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The findings indicate that while physical infrastructure development in Akuni Village has shown significant progress, challenges persist in fund allocation flexibility, budget adequacy, and bureaucratic constraints, leading to delays in some projects. Additionally, limited community participation in decision-making has affected the alignment of development priorities with local needs. To enhance the impact of the Village Fund, this study recommends strengthening transparency, optimizing budget planning, and fostering greater community engagement. These insights provide valuable guidance for policymakers and village administrators in designing more efficient and sustainable rural development strategies.

Abstract

The implementation of the 2020 Makassar Mayoral Election shows that the level of political participation is still low. This condition needs to be evaluated by reviewing the extent of the role of various parties in encouraging increased community political participation. Political education is the main key in building public political awareness. The Indonesian Youth National Committee (KNPI) of Makassar City has a role in increasing voter participation through political education. The purpose of this research is to find out the political education of the National Committee of Indonesian Youth (KNPI) Makassar City in increasing voter participation. This research method uses a descriptive qualitative approach, with data collection techniques through in-depth interviews, field observations, documentation, literature studies and online media. The results showed that the Makassar City KNPI has a role in increasing public political awareness, especially among young voters, through neutral and independent political education. This is realized through cooperation with the KPU and Bawaslu, board development, and physical and digital socialization efforts. However, effectiveness still faces various challenges, such as political apathy, distrust of the system, lack of method development, lack of youth representation in local politics, and the stigma of organizational independence. Therefore, there is a need for greater collaboration and innovative approaches to overcome barriers to youth political participation more effectively.

Abstract

In an increasingly competitive business environment, the implementation of Good Corporate Governance (GCG) has become an important factor in maintaining business sustainability and increasing company profitability. This study aims to analyze the effect of capital structure on the profitability of PT Suryamas Dutamakmur Tbk from a GCG perspective. The method used is quantitative descriptive with secondary data in the form of company financial reports for the 2017–2020 period. Capital structure is measured through the Debt to Asset Ratio (DAR), Debt to Equity Ratio (DER), and Long Term Debt to Equity Ratio (LDER), while profitability is measured using Return on Assets (ROA) and Return on Equity (ROE). The results show that during the 2017–2020 period, there was a downward trend in leverage ratios (DAR, DER, LDER) followed by an increase in profitability ratios (ROA, ROE), especially in 2020. This indicates that reducing dependence on debt has a positive impact on financial efficiency and increases company profits. From a GCG perspective, a conservative capital structure policy reflects the principles of prudential governance and accountability in financial management. However, profit fluctuations in 2018 indicate the need to improve operational efficiency so that debt control policies also create added value. With consistent implementation of GCG, PT Suryamas Dutamakmur Tbk has the potential to strengthen its financial stability and increase profitability in a sustainable manner.

Abstract

E-government merupakan pemanfaatan teknologi informasi untuk meningkatkan efisiensi, transparansi, dan aksesibilitas layanan publik, termasuk digitalisasi administrasi perpajakan melalui e-Filing yang memungkinkan pelaporan SPT tahunan secara daring. Hanya saja implementasinya di daerah masih mengalami kendala seperti e-Filing di KP2KP Mempawah. Capaian pelaporan SPT orang pribadi melalui e-Filing hanya mencapai 64,70% pada 2020, meningkat menjadi 69,50% pada 2021, dan 78,20% pada 2022, masih jauh dari target 100%. Olehnya itu, penelitian ini bertujuan menganalisis efektivitas penerapan e-government melalui e-Filing di KP2KP Mempawah serta merekomendasikan peningkatan layanan. Penelitian ini menggunakan metode kualitatif deskriptif. Data primer berasal dari wawancara informan dari Kepala KP2KP, pegawai pelayanan e-Filing, serta wajib pajak orang pribadi dan data sekuder dari studi literatur melalui artikel ilmiah, data instansi terkait dan regulasi yang dianalisis menggunakan triangulasi sumber dan teknik untuk memastikan keabsahan temuan. Hasil penelitian menunjukkan implementasi e-Filing belum efektif pada aspek aplikasi, sumber daya manusia, dan infrastruktur. Kendala berupa error sistem, minimnya sosialisasi, keterbatasan kapasitas pegawai, serta perangkat dan jaringan yang tidak memadai menjadi penyebab rendahnya realisasi pelaporan SPT. Penelitian merekomendasikan pembaruan aplikasi, peningkatan kompetensi pegawai, penambahan SDM, dan peremajaan sarana teknologi untuk mendukung implementasi e-government secara optimal di tingkat daerah.

Abstract

The development of information technology has encouraged the Indonesian government to implement e-government, including at the village level through the Village Information System (SID). This study aims to assess the effectiveness of the implementation of a website-based SID in Limbung Village, Sungai Raya District, Kubu Raya Regency. Using a descriptive qualitative approach, data was obtained through observation, interviews with village officials and the community, and documentation of the village's official website. The analysis focused on three indicators of effectiveness: timeliness, accuracy of targets, and cost accuracy. The results show that the effectiveness of the Limbung Village SID is still low. In terms of timeliness, content updates are very rare, causing information to lose its relevance. In terms of accuracy, many strategic features such as the Village Budget (APBDes), village reports, and regulations are not yet optimal, so that the public's need for information is not being met. In terms of cost-effectiveness, the benefits felt by the community are not yet commensurate with the costs. The main obstacles include limited human resources, weak ICT infrastructure, minimal socialisation, and low digital literacy among residents. Nevertheless, the SID still provides opportunities to strengthen transparency, participation, and village governance. This study recommends improving the capacity of the apparatus, consistency in content updates, and budget planning based on the actual needs of the community so that SID can function effectively as an e-government instrument at the village level.

Stakeholder analysis and development strategy for the cocoa processing agroindustry in North Luwu District, South Sulawesi, Indonesia. Asian J Agric 10 (1): g100113. https://doi.org/10.13057/asianjagric/g100113. Indonesia is one of the world's leading cocoa producers, playing an important role in the national economy. However, its production continues to decline due to climate change, land use change, pest and disease attacks, and limitations in farm management. This study aims to formulate an integrated development strategy for the cocoa processing agroindustry in North Luwu District, South Sulawesi, Indonesia, an area with production potential and favorable agroecological conditions. The research used a mixed-methods approach, including stakeholder analysis, SWOT analysis, and the Analytical Hierarchy Process (AHP). The analysis shows that government actors and the private sector play a dominant role in developing the cocoa agroindustry, while farmer and support institutions serve as system-reinforcing mechanisms. The SWOT analysis placed the cocoa agroindustry in the growth quadrant (S-O), indicating the need for a development strategy that leverages internal strengths to capture external opportunities. Furthermore, the AHP analysis identified investment, raw material quality, and human resource capacity building as priority factors in agroindustry development. The main strategy recommended is to improve product quality and innovation, supported by investment, technology, and strengthening farmer capacity. The implementation of this strategy is expected to sustainably increase productivity, competitiveness, and farmer welfare.

Abstract

The Ecology-based District Budget Transfer Policy (TAKE) is an ecological fiscal innovation developed to link financial transfers between government levels and environmental performance at the village level. This study aims to analyze the implementation of TAKE policies in Kalibandung Village, Kubu Raya Regency, and examine the dynamics of collaboration between actors to support performance-based environmental governance. Using a descriptive qualitative approach, this study explores the views and practices of various actors, including regional apparatus organizations (OPDs), village forest management institutions (LPHD), non-governmental organizations (NGOs), and local communities. The analysis is carried out through thematic interpretations that place the Collaborative Governance Framework and Institutional Analysis and Development as the main theoretical lenses. The results of the study show that the implementation of TAKE is influenced by four collaborative dimensions: unequal initial conditions in terms of capacity and access to information; institutional design that is still top-down without deliberative space; strong facilitative leadership at the village level but not yet sustainable at the district level; and collaborative processes that take place partially and have not been institutionalized. These findings confirm that the success of ecological fiscal policies at the local level is not solely determined by the calculation of incentives and technical indicators but by the quality of social interactions, trust, and institutional design that enable collaboration and shared learning. This study contributes to strengthening the theory of Collaborative Governance in the context of village ecological fiscal policy and provides a direction for policy reform towards participatory and sustainable environmental governance.
