Abstract

This study aims to analyze the role and challenges in the implementation of the technical functions of the Ministry of Defense in the regions, as well as its contribution to a strong national defense system. In the context of Law Number 3 of 2002 concerning National Defense, this study highlights the importance of synergy between the central and regional governments in managing national defense. Through the literature study method, this study examines various regulations, the role of regional governments, the involvement of TNI units, and the use of technology in supporting regional defense strategies. The results of the study indicate that although there are supportive policies, there are still significant challenges in implementation in the field, including less than optimal coordination between the center and regions, and limited facilities and infrastructure. This study concludes that the integration of formulating regional defense strategies in collaboration between Ministry of Defense, TNI and regional governments is very important to realize a strong, adaptive and resilient national defense system in facing various threats.

Abstract

Bibliometric Analysis is a means of mapping the latest research using meta data processing using Google Scoler. This study aims to determine the latest research developments on the role of the military. Step-by-step analysis is provided to make it easier for first-time users to access and utilize VOSViewers. This provides data analysis on the role of the military so far by utilizing the mapping tool in VOSViewer. The method used is descriptive qualitative to describe the bibliometric performance of the analysis by producing a visualization of the selected topic network. From the search results, 104 relevant journals published from 2006 to 2023 were found, which were then grouped into five categories according to their year of publication. After grouping the journal data, we found that the total number of articles published linked to the topic of the role of the military was 27 articles. As a result, it is concluded that the military is a field that can be combined with other fields to be studied. This is a way to show many opportunities to find new things to determine the theme. Furthermore, this analysis is expected to function as a source for researchers to conduct research and determine research themes.

Abstract

Earthquake disasters are feared by many people, especially people who live in disaster-prone areas such as coasts, mountains and other vulnerable areas. The physical threat posed by earthquake disasters, the psychological and economic impacts arising from loss of life, destruction of property, and social disruption are also enormous. Disaster risk management is important because it is expected to minimize threats, reduce vulnerability and increase the capacity of threatened areas. This research is to find the best alternative in strategic decision making that can be used in implementing earthquake disaster risk management with variable factors of danger, vulnerability and increasing community resilience. This research uses a qualitative method which processes the data through the Analytical Hierarchy Process (AHP) with a case study of earthquake-prone areas in Banten Province. The research sites were carried out in Serang Regency, Cilegon Regency, Pandeglang Regency and Lebak Regency, Banten Province, which are earthquake-prone areas. Improving earthquake disaster management infrastructure is a top priority in reducing risks due to earthquake disasters because it can minimize threats, reduce vulnerability and increase the capacity of threatened areas, especially in the Banten Province area by improving the quality of public facilities, evacuation facilities and infrastructure as well as regulations regarding improving the quality of buildings. residences and industries that are standardized to be earthquake resistant.
