Abstract

This study explores the relationship between Islam, Averroism, and democracy within public education, emphasizing their impact on social equity. It investigates how Islamic principles such as justice (ʿadl), consultation (shūrā), and public interest (maṣlaḥah), alongside Ibn Rushd’s rationalist philosophy, can support the development of inclusive and democratic educational frameworks. Employing a qualitative approach, the research integrates philosophical and theological analysis with a review of educational policies in Muslim-majority countries, analyzing primary and secondary sources to assess the alignment of religious ethics, rational inquiry, and democratic values in education. Using thematic analysis, the study identifies challenges in balancing traditional religious curricula with modern pedagogical methods, particularly in fostering critical thinking and democratic participation. Despite these obstacles, it underscores the potential for integrating religious ethics and rationalist thought to establish more equitable and participatory education policies. By synthesizing Islamic traditions, Averroist rationalism, and democratic ideals, this research provides a novel perspective on education reform and offers valuable insights for policymakers, educators, and researchers. Future studies should explore the empirical application of this framework across diverse educational settings to enhance inclusivity and social justice.

Abstract

This study discusses how the United Arab Emirates (UAE) integrates Islamic values in modern socio-political development through a socio-political approach to religion. Focusing on the UAE's national development vision 2021, this paper analyzes how values such as maslahah (public interest), maqashid al-shariah (sharia goals), and hikmah (wisdom) are systematically used by the state in the process of modernization and institutional reform. This study shows that Islam in the UAE is not only used as an ethical foundation, but also as a source of symbolic legitimacy and a tool of social engineering that supports stability, national integration, and the consolidation of state power. Using the framework of the sociology of religion, this paper unravels how Islamic symbols and values are used in state discourse, public policy, and institutional building such as the General Authority of Islamic Affairs and Endowments and the Ministry of Tolerance and Coexistence. In addition, the study also explores the role of Islam in the UAE's soft power through interfaith diplomacy and sharia economic development, which reinforces the UAE's position as a modern Muslim country that is adaptive to globalization without relinquishing its roots of religious values. The results of this study show that the UAE's vision for 2021 is not only a technocratic development project, but also a cultural and religious project that makes Islam a unifying force and a guide to social change. Thus, this paper contributes to understanding the dynamics of the relationship between religion and state-building in the contemporary Muslim world. Abstract

This study analyzes Nahdlatul Ulama (NU)’s deployment of Islam Nusantara as cultural soft power to counter global Islamophobia. Through case studies of NU’s diaspora networks (PCINU) in Japan and Australia—using interviews, discourse analysis, and policy documents—the research reveals cultural diplomacy strategies: haul (commemorative rituals), shalawatan (devotional chants), interfaith education, and cross-cultural dialogues. These promote moderate Islam rooted in local traditions, contrasting state-centric models (e.g., Saudi Arabia, Iran). Challenges include intra-Muslim fragmentation and Salafi-Wahhabi-driven digital radicalization, yet NU fosters global perceptions of Islam as adaptive and peaceful. The study urges integrating NU’s grassroots efforts into Indonesia’s foreign policy while enhancing multilingual digital counter-radicalization outreach. Theoretically, it redefines soft power by shifting discourse to position civil society as diplomatic agents, demonstrating how religious-cultural movements reshape transnational narratives of Islamic moderation. NU’s model elevates Indonesia’s global image as an inclusive Islamic hub, though sustained impact requires institutional collaboration, resource mobilization, and strategic communication.

Abstract

Abstract. This article examines the process of gender norm reconstruction in Saudi Arabia within the framework of Vision 2030, focusing on the state's strategy of selectively liberalizing culture to support its authoritarian modernization project. In the conservative Wahhabi tradition, women's positions have been limited by legal, social, and religious structures. However, since 2016, under the leadership of Crown Prince Mohammed bin Salman, the Saudi government has initiated a series of reforms that have allowed women to drive, work in the public sector, and access entertainment and cultural spaces. This article uses a qualitative-analytical approach with an exploratory-descriptive design through discourse and policy analysis, as well as a theoretical framework of modernization, state feminism, and ideological control in authoritarian states. It was found that gender reforms in Vision 2030 are not merely a form of emancipation, but rather a state strategy to build new legitimacy, attract global investment, and reframe national identity without overhauling the authoritarian political order. This study makes an important contribution to understanding the dynamics of gender in contemporary Muslim societies and development politics in the Gulf region.   Abstrak. Artikel ini mengkaji proses rekonstruksi norma gender di Arab Saudi dalam kerangka Visi 2030, dengan fokus pada strategi negara dalam meliberalisasi budaya secara selektif untuk menopang proyek modernisasi otoriter. Dalam tradisi Wahhabisme yang konservatif, posisi perempuan selama ini dibatasi oleh struktur hukum, sosial, dan religius. Namun sejak 2016, di bawah kepemimpinan Putra Mahkota Mohammed bin Salman, pemerintah Saudi menginisiasi serangkaian reformasi yang mengizinkan perempuan untuk mengemudi, bekerja di sektor publik, serta mengakses ruang hiburan dan budaya. Artikel ini menggunakan pendekatan kualitatif-analitis dengan desain eksploratif-deskriptif melalui analisis wacana dan kebijakan, serta kerangka teori modernisasi, feminisme negara, dan kontrol ideologis dalam negara otoriter. Ditemukan bahwa reformasi gender dalam Visi 2030 bukan semata bentuk emansipasi, melainkan strategi negara untuk membangun legitimasi baru, menarik investasi global, dan membingkai ulang identitas nasional tanpa merombak tatanan politik yang otoriter. Kajian ini memberikan kontribusi penting dalam memahami dinamika gender di masyarakat Muslim kontemporer dan politik pembangunan di kawasan Teluk.
