Abstract

Abstract Background. Fights between students are a form of collective violence that not only endangers the safety of the individuals involved but also has a detrimental effect on public order, comfort in the environment, and the education sector's reputation. This situation has transformed into one of the security and public order challenges that continues to emerge, including in the Cirebon City area. Aims. This study discusses the implementation of Regulation of the Chief of the National Police of the Republic of Indonesia Number 16 of 2006 concerning Guidelines for Mass Control in law enforcement against brawl cases in Cirebon City. Brawls, as a form of collective violence that often involves students and youth groups, are a serious challenge to maintaining public order. Methods. Through a normative juridical approach, this study analyzes the extent to which the police force carries out the regulation's mandate, especially in early detection, a persuasive approach, and applying human rights principles. Result. The study's results show a gap between legal norms in regulations and implementation in the field. The handling tends to be more repressive and lacks cross-sector coordination and community participation. Conclusion. Therefore, the supervision system needs to be improved, the role of Polmas optimized, and the apparatus's capacity increased in a humanistic and preventive approach. This research also highlights the importance of accountable evaluation after handling social conflicts to achieve legal effectiveness. Implementation. The success of law enforcement in brawl cases is determined by the authorities' ability to handle events technically and legally and build strong social relations with the community, especially the younger generation.

Abstract

This study aims to analyze legal protection for victims of domestic violence committed by perpetrators who use drugs and the obstacles in its implementation. The study uses an empirical juridical method with a statutory regulatory approach and field research through interviews and literature studies. The results of the study indicate that legal protection has been regulated in Law Number 23 of 2004 concerning the Elimination of Domestic Violence and Law Number 3 of 2026 concerning the Protection of Witnesses and Victims and is supported by assistance services by the DP3APPKB of Cirebon City. However, its implementation is not optimal because victims tend not to report due to fear, lack of understanding of legal procedures, economic dependence on the perpetrator and the perpetrator's characteristics as a drug user. Therefore, it is necessary to strengthen legal education, coordination between agencies and protection services that are more easily accessible to victims.

Abstract

Rokok tradisional klobot adalah salah satu wujud kearifan lokal yang masih bertahan di tengah kehidupan masyarakat Desa Bringin, Kabupaten Cirebon. Keberadaan rokok klobot tidak hanya sebagai produk konsumsi, tetapi juga memiliki fungsi sosial dan budaya dalam kehidupan masyarakat. Akan tetapi, seiring perkembangan zaman dan meningkatnya konsumsi rokok modern, eksistensi rokok klobot cenderung mengalami penurunan serta menghadapi berbagai tantangan, khususnya dalam menjaga keberlanjutan tradisi di kalangan generasi muda. Kegiatan pengabdian ini bertujuan untuk menganalisis eksistensi serta peran rokok tradisional klobot dalam kehidupan sosial masyarakat Desa Bringin. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan tahapan observasi lapangan, wawancara kepada masyarakat, serta dokumentasi aktivitas yang berkaitan dengan proses produksi dan penggunaan rokok klobot. Data yang diperoleh selanjutnya dianalisis guna memahami makna sosial, fungsi, serta keberlanjutan tradisi tersebut dalam kehidupan masyarakat. Hasil kegiatan menunjukkan bahwa rokok klobot masih diproduksi secara tradisional dengan memanfaatkan bahan alami seperti daun aren dan tembakau lokal, serta melalui proses manual yang diwariskan secara turun-temurun. Selain itu, rokok klobot memiliki fungsi sebagai media interaksi sosial yang mampu mempererat hubungan antarwarga. Meskipun demikian, produksi rokok klobot yang sebelumnya pernah dilakukan dalam skala besar kini mengalami penurunan akibat pengaruh modernisasi dan pergeseran pola konsumsi masyarakat. Dengan demikian, keberadaan rokok klobot di Desa Bringin tidak hanya berfungsi sebagai produk konsumsi, tetapi juga sebagai simbol kearifan lokal yang memiliki nilai sosial dan budaya. Oleh karena itu, diperlukan upaya pelestarian agar tradisi rokok klobot tetap terjaga sebagai bagian dari identitas budaya masyarakat di tengah arus modernisasi.
