Abstract

Public service is a reflection of the relationship between the state and its citizens, measured through the effectiveness, accessibility, and accountability of bureaucracy in fulfilling basic public rights. This article examines public services from an administrative perspective by focusing on the principles of goods categorization (public goods, private goods, club goods, and common goods) and the classification of service types (goods and services). The study adopts a qualitative literature review approach by analyzing scholarly literature and public policy documents. The findings indicate that a precise understanding of public goods classification has strategic implications for policy formulation, resource allocation, and bureaucratic performance evaluation. This study further highlights that public service reform in Indonesia continues to face structural and cultural challenges, particularly in integrating good governance values and new public service principles. The article recommends a conceptual and institutional renewal to ensure that service systems are more adaptive to digital and inclusive societal dynamics.

Abstract

Program pengabdian masyarakat di Desa Mootinelo, Kecamatan Kwandang, Kabupaten Gorontalo Utara, bertujuan untuk meningkatkan partisipasi masyarakat dalam pengambilan keputusan lokal dan memperbaiki kualitas pelayanan publik, khususnya di sektor kesehatan, pendidikan, dan infrastruktur dasar. Meskipun desa ini memiliki potensi sumber daya alam yang melimpah, partisipasi masyarakat dalam musyawarah desa masih rendah, dengan hanya 40% penduduk yang terlibat. Program ini mencakup penyuluhan dan pelatihan untuk meningkatkan pemahaman dan keterampilan masyarakat serta perangkat desa dalam berpartisipasi secara aktif dalam perencanaan pembangunan. Selain itu, juga akan dibentuk forum musyawarah desa yang inklusif, yang melibatkan berbagai elemen masyarakat dan DPRD untuk memastikan keberlanjutan dan keberagaman suara dalam proses pengambilan keputusan. Dalam hal pelayanan publik, program ini akan fokus pada perbaikan fasilitas kesehatan, peningkatan akses pendidikan, serta perbaikan infrastruktur dasar seperti jalan desa dan penyediaan air bersih. Program ini diharapkan dapat menciptakan pemerintahan desa yang lebih transparan, akuntabel, dan responsif terhadap kebutuhan masyarakat, sekaligus meningkatkan kualitas hidup masyarakat melalui layanan dasar yang lebih baik.

Abstract

Maladministration in BPJS Kesehatan services at government hospitals remains a persistent challenge that undermines the principles of good governance in Indonesia. This study examines violations of the General Principles of Good Governance (Asas-Asas Umum Pemerintahan yang Baik/AUPB) in the context of BPJS Kesehatan services at Dr. Wahidin Sudirohusodo Regional General Hospital (RSUD), Makassar, South Sulawesi. This research employs a normative-empirical legal method, combining statutory analysis with field data obtained through interviews and documentation. The findings reveal that maladministrative practices—including procedural delays, discriminatory treatment of BPJS patients, inadequate information disclosure, and arbitrary administrative decisions violate several AUPB principles enshrined in Law No. 30 of 2014 on Government Administration. These violations contravene the principles of legal certainty, impartiality, proportionality, and accountability. The study concludes that institutional reforms, strengthened supervisory mechanisms through the Ombudsman of the Republic of Indonesia, and enhanced legal literacy among healthcare workers are necessary to reduce maladministration. This research contributes to the development of administrative law enforcement in the Indonesian public health sector.
