Abstract

Secondary education plays an important role in shaping the character and competence of the younger generation. However, challenges in access and quality gaps are still obstacles in the regions, including Bukittinggi City. This study aims to explain the process of drafting the Regional Regulation (Perda) on 12-Year Compulsory Education in Bukittinggi City as an effort to expand access to secondary education. The approach used is a case study with a public policy perspective. The results of the study show that the Perda legislation process goes through the stages of identifying issues of low education participation, setting the agenda in the Prolegda, raising political legitimacy, formulating academic papers and Draft Perda, discussing and ratifying by the DPRD, to the implementation stage through socialization and supporting policies. The conclusion shows that this Perda legislation is a multi-actor collaboration and reflects the region's commitment to educational equality, although it still faces implementation challenges that require evaluation and strengthening of further policies.

Abstract

This study aims to examine efforts to improve teacher competence in order to enhance school quality. The method used is library research by collecting data from various written sources, such as reference books and relevant journal articles. The results of the study indicate that teacher competence significantly influences the achievement of educational goals. The four core competencies, namely pedagogical, professional, social, and personal, are interrelated elements that must be continuously developed. Several strategies can be implemented to enhance both teacher competence and school quality, including: (1) active teacher participation in self-development through subject teacher forums, training, courses, and independent learning; (2) improving discipline in carrying out professional duties; (3) using creative and technologically adaptive learning media; (4) strengthening collaboration among principals, teachers, and students; and (5) implementing the Lesson Study model as a means of reflection and professional growth for teachers.

Abstract

Early Childhood Education (PAUD) and Non-Formal Education (PNF) play a crucial role in human resource development, particularly during the early stages of individual growth. The Internal Quality Assurance System (SPMI) and the External Quality Assurance System (SPME) are key components in ensuring sustainable educational quality. SPMI focuses on self-evaluation by institutions to meet the National Education Standards, while SPME involves external parties for evaluation and accreditation. This study employs a literature review approach to assess the concepts and implementation of SPMI and SPME, as well as their impact on improving education quality in the PAUD/PNF sector. Findings indicate that the combination of these two systems can systematically, strategically, and sustainably enhance educational quality, although challenges such as inadequate facilities and irrelevant educator standards still need to be addressed. These quality assurance systems are vital in delivering high-quality education that supports children’s optimal development.
