Abstract

Background. Digital transformation in rural government organizations is key to increasing the effectiveness of governance, transparency, and community participation in village development. The Smart Village concept presents an innovative approach integrating digital technology in public administration, community services, and village economic empowerment. The Indonesian government has established various policies, such as Law Number 6 of 2014 on Villages and the Digital Village program, to encourage the modernization of village government. However, its implementation is still faced with various challenges, such as the limitation of technological infrastructure, the readiness of human resources in village government organizations, and the lack of optimal policy synchronization at the central and regional levels. Aims. Therefore, this study aims to explore how digitalization can strengthen village governance, identify supporting and inhibiting factors in implementing Smart Villages, and formulate policy strategies that can accelerate digital transformation in sustainable village development. Methods. This research uses a qualitative approach with document analysis, obtaining data from various secondary sources, including the Citengah Village Medium-Term Development Plan (RPJMDes) 2019-2024, village digitalization policies, and relevant academic literature. Result. The study results show that Citengah Village has initiated various digitalization programs, such as implementing an electronic-based administrative system and optimizing the village information system. However, the document study revealed that the implementation of Smart Village still experienced obstacles in village government organizations' capacity to manage digital systems, budget limitations, and weak cross-sector coordination in the development of digital infrastructure. From the perspective of sustainable development, digitalization in village government organizations has not fully supported digital-based economic empowerment, increased public service efficiency, and optimized technology use in village resource management. Conclusion. This research is unique in linking the concept of Smart Villages with strengthening village government organizations in the context of sustainable development, which distinguishes it from previous studies that focused more on technological aspects without considering village institutional dynamics. The document analysis-based approach also provides a more systematic policy-based evaluation, allowing for secondary data-driven studies without relying on subjective opinions. Implementation. This research is also expected to produce an organizational and contextual village digitalization strategy model, which can be used as a reference in formulating policies to increase the effectiveness of technology-based village government. Therefore, although village digitalization has great potential in improving the quality of public services and village economic competitiveness, its success is highly dependent on the readiness of village government organizations, strengthening the capacity of human resources, and harmonizing digitalization policies at the national and regional levels.

Abstract

Pelayanan publik merupakan cerminan langsung dari kualitas birokrasi, terutama dalam konteks pemerintah daerah yang menjadi ujung tombak interaksi dengan masyarakat, termasuk dalam hal perizinan usaha mikro. Namun, pelayanan birokrasi sering kali diwarnai dengan masalah prosedural, keterbatasan komunikasi, dan rendahnya responsivitas, yang pada akhirnya menghambat kemudahan berusaha di tingkat lokal. Penelitian ini bertujuan untuk mendeskripsikan secara mendalam perilaku birokrasi dalam proses pelayanan perizinan usaha mikro, serta mengidentifikasi pola, hambatan, dan dinamika interaksi yang terjadi antara aparatur dan pelaku usaha. Pendekatan yang digunakan adalah kualitatif deskriptif dengan strategi pengumpulan data melalui wawancara mendalam, observasi langsung, dan studi dokumentasi, yang dianalisis menggunakan teknik analisis tematik. Hasil penelitian menunjukkan bahwa perilaku birokrasi ditandai oleh dominasi prosedur formal, rendahnya keterbukaan informasi, variasi sikap personal aparatur, serta adanya diskresi dalam pengambilan keputusan pelayanan. Hambatan struktural dan budaya organisasi turut memperkuat ketidakefisienan layanan, sementara persepsi pelaku usaha menunjukkan adanya pengalaman ambivalen terhadap kualitas pelayanan yang diterima. Penelitian ini berkontribusi pada penguatan teori street-level bureaucracy dengan mengusulkan dimensi baru berbasis konteks sosial-kultural birokrasi lokal, serta memberikan implikasi praktis dalam merancang kebijakan pelayanan publik yang lebih adaptif, etis, dan responsif terhadap kebutuhan masyarakat usaha mikro.

Abstract

Digitalisasi pelayanan publik telah menjadi salah satu pilar utama dalam agenda reformasi birokrasi di Indonesia, sebagaimana diamanatkan dalam kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE). Namun, implementasi layanan administrasi digital di tingkat kecamatan sebagai ujung tombak pelayanan langsung kepada masyarakat menghadapi berbagai tantangan teknis dan sosial. Penelitian ini bertujuan untuk mendeskripsikan bentuk pelayanan administrasi publik berbasis digital yang diterapkan di Kecamatan Cibinong, mengidentifikasi faktor-faktor yang mendukung dan menghambat implementasinya, serta menganalisis persepsi masyarakat terhadap kebijakan tersebut. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa meskipun sistem digital telah mencakup beberapa jenis layanan utama dan mempercepat proses birokrasi, efektivitasnya masih dibatasi oleh rendahnya literasi digital masyarakat, keterbatasan infrastruktur, serta ketergantungan petugas pada mekanisme manual saat terjadi gangguan teknis. Respons masyarakat bervariasi, dengan sebagian besar warga usia produktif menunjukkan penerimaan yang positif, sedangkan kelompok rentan seperti lansia mengalami hambatan signifikan. Penelitian ini memberikan kontribusi empiris terhadap literatur mengenai implementasi e-Government di tingkat lokal dengan menekankan pentingnya pendekatan partisipatif dan berbasis kebutuhan masyarakat dalam merancang layanan digital. Temuan ini juga merekomendasikan peningkatan kapasitas digital masyarakat dan perbaikan koordinasi lintas sektor sebagai langkah strategis untuk memperkuat keberlanjutan pelayanan publik berbasis teknologi informasi di tingkat kecamatan.

Abstract

Background. The development of tourist villages in Indonesia, especially in Garut Regency, often faces stagnation despite the implementation of various collaborative approaches. Aims. This study aims to evaluate the effectiveness of the Penta Helix model collaboration in overcoming the stagnation of the development of Cirorek tourism village in Karyamekar Village, Garut Regency. Methods. The research method uses a qualitative approach with data collection techniques through observation, interviews, and FGD with key informants of the five leading actors of Penta Helix: the government, the community, academics, business actors, and the media. Result. The results indicate that there is still a weak synergy between actors, limited institutional capacity, and less optimal promotional strategies. Conclusion. An adaptive collaboration model rooted in local cultural values is needed to support the sustainability of village tourism.

Abstract

This study investigates the application of the Penta Helix Model as a framework for developing tourism villages through multi-stakeholder collaboration. The model involves five key actors: government, academia, businesses, communities, and media, each contributing to the planning and implementation of tourism initiatives. Integrating these sectors, the model promotes inclusive, innovative, and sustainable tourism development. The research focuses on the Samida Tourism Village in Garut Regency and employs a qualitative case study approach. The data collection involved in-depth interviews, field observations, and document analysis to identify the drivers and challenges of stakeholder collaboration. The results show that effective stakeholder coordination strengthens destination attractiveness and stimulates innovation. However, the study finds that maintaining consistent stakeholder engagement remains a significant challenge. The findings emphasize that active community involvement is essential for preserving cultural authenticity and ensuring long-term sustainability. This research contributes to understanding collaborative governance in rural tourism and highlights the importance of policy frameworks that foster synergy across sectors. Future studies should explore practical strategies to enhance stakeholder commitment and address obstacles in implementing the Penta Helix Model.
