Abstract

The quality of education in schools is influenced by various factors, including financial management, school climate, and teacher performance. These factors play a crucial role in improving school services and overall educational outcomes. This study was conducted to explore how these variables impact the quality of education in public junior high schools in the Sungai Durian subdistrict, Kotabaru Regency. The objective of this research was to determine the influence of financial management, school climate, and teacher performance on the quality of education in public junior high schools. A quantitative and explanatory research approach was used in this study. Data was collected through questionnaires distributed to respondents, including school administrators, teachers, and staff. The analysis employed multiple linear regression, with a T-test to examine the significance of the relationships between the variables. The study found that financial management, school climate, and teacher performance all have a positive relationship with school services and the quality of education. The T-test results showed that the values for financial management (4.343), school climate (3.426), and teacher performance (3.426) were higher than the T-table value, indicating significant positive influences. These findings suggest that improving financial management, enhancing the school climate, and increasing teacher performance are essential strategies for improving the quality of education in junior high schools. Educational authorities should focus on these areas to foster a more conducive learning environment and better educational outcomes.

Abstract

This study aims to evaluate various government policies in an effort to improve the quality of teachers and education personnel in Indonesia. Teachers and education personnel are strategic components in the national education system that determine the quality of the learning process in schools. Policies such as teacher certification, Continuing Professional Development (CPD), provision of professional allowances, and recruitment of Government Employees with Work Agreements (PPPK) are the main focus of this study. The method used is a literature review by examining books, scientific journal articles, policy documents, and relevant research findings. The results of the review show that although these policies have been conceptually designed to enhance the competence and welfare of educators, their implementation in the field still faces several challenges. These include training programs that are not contextual, disparities in access across regions, and suboptimal administrative systems. In addition, attention to the role of non-teaching education personnel remains limited, even though they play a vital role in supporting educational success. The uneven implementation of policies across regions also exacerbates disparities in education quality, particularly between developed areas and 3T regions (frontier, outermost, and disadvantaged areas). Based on these findings, the study recommends strengthening regional capacity, designing training based on actual needs, and improving coordination between the central and regional governments. A more adaptive and inclusive policy approach is believed to encourage the achievement of strategic goals in enhancing the overall quality of national education.

Abstract

This study aims to examine the strategic role of needs assessment in the educational planning process, particularly within the context of the Merdeka Belajar (Freedom to Learn) policy. In an education system that is continuously undergoing transformation, needs assessment serves as a crucial foundation for designing planning that is relevant, adaptive, and based on the actual conditions of students and educational institutions. The research uses a descriptive qualitative approach through a literature review of various relevant scientific sources. The findings show that needs assessment is capable of identifying gaps between the ideal and actual conditions in various aspects of education, such as student competencies, teacher readiness, and the availability of learning infrastructure. The Merdeka Belajar policy provides schools and teachers with greater autonomy in designing contextual curricula and learning processes. However, without proper needs assessment, educational planning risks being misaligned with on-the-ground realities. The study also reveals that the implementation of needs assessment in schools still faces several challenges, including limited teacher competence, time constraints, and weak institutional support. Therefore, strengthening strategies are needed, such as teacher training, the development of practical assessment instruments, and the integration of assessment results into school planning documents. Thus, needs assessment not only functions as a tool for identifying problems but also as a foundation for effective decision-making in educational planning that prioritizes quality and equitable learning. This research is expected to contribute to the development of educational policy and practice that is more responsive to actual needs in the era of Merdeka Belajar.
