Abstract

Torok Golo Village in Rana Mese District, East Manggarai, is an agrarian area with significant agricultural potential but faces various structural challenges, such as limited access to agricultural technology, weak farmer institutions, and low community participation in village development planning processes. This study aims to evaluate the effectiveness of a community-based farmer empowerment program in the area. A qualitative approach was used with a descriptive-qualitative research design. Data were collected through in-depth interviews, participatory observation, and documentation involving local actors, including farmers, extension workers, village officials, and program facilitators. Data analysis followed the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The results show that the empowerment program has enhanced farmers' capacities in production and group collaboration, and there has been active community participation during the implementation phase. However, participation in the planning and evaluation stages remains suboptimal, and the institutional structure of farmer groups still requires strengthening. Other weaknesses include limited market access and low utilization of modern agricultural technologies. The study concludes that program effectiveness heavily depends on sustained community participation across all stages and structural support from the government and assisting institutions. Future research is recommended to explore technology-based empowerment models combined with the strengthening of local institutions to better adapt to the needs of rural communities in remote areas.

Abstract

Village financial management is one of the key indicators in realizing effective village governance. However, in many villages, including Sidoan Timur Village, Sidoan District, Parigi Moutong Regency, Central Sulawesi, the practice of financial transparency and accountability still faces various obstacles. This study aims to assess the application of the principles of transparency and accountability in the financial management of Sidoan Timur Village, Sidoan District, Parigi Moutong Regency, Central Sulawesi, by referring to the perspective of village governance. The approach used is a qualitative method through case studies. Data were obtained through in-depth interviews, participatory observations, and review of official village documentation. Data analysis was carried out with the stages of data reduction, data presentation, and inductive conclusion drawing. The research findings reveal that village financial management has not fully implemented the principle of transparency, because financial information is not routinely published and administrative accountability is still formal, without active involvement from the community. In addition, the implementation of financial governance regulations has not been consistent at the operational level. In conclusion, the practice of transparency and accountability in Sidoan Timur Village needs to be strengthened by increasing the capacity of village officials, optimizing public information media, and empowering community participation. Further research is suggested to examine the comparison between several villages with a quantitative approach in order to obtain a broader picture of village financial management from a governance perspective.

Abstract

This study discusses the implementation and impact of the Sipenduk Online system in Dasun Village as part of the digital transformation of population administration services. The purpose of this system is to accelerate and improve the accessibility of public services at the village level. In the era of e-government, this system is a response to various challenges of conventional services such as long queues, slow processes, and geographical barriers. The research method used is qualitative, with data collection techniques through in-depth interviews and direct observation. The results of the study show that Sipenduk Online has a positive impact, such as the efficiency of the administrative process, increased transparency, and ease of access to services without the need for physical presence. The real-time application tracking feature also increases public trust in the system. In addition, the flexibility of time in submitting documents is very helpful for residents with limited mobility. However, several challenges are still encountered, including limited internet infrastructure, low digital literacy among the elderly, and technical glitches in the notification feature. Therefore, it requires upgrading of technological infrastructure, community training, and sustainable system development. Support from the village government and active participation of the community are the keys to the success of this system. The study concludes that the digitalization of public administration in villages can encourage the creation of more responsive and inclusive governance, while contributing to improved service quality, data accuracy, and better development planning.

Abstract

This study highlights the importance of multi-stakeholder collaboration in fire prevention and extinguishing services to reduce fire risks in Gresik Regency, Indonesia. The increasing fire threats due to industrialization, dense settlements, and environmental factors require a holistic approach involving the government, private sector, community, NGOs, and academia. Social capital theory is used as the theoretical framework, emphasizing the importance of trust, networks, and reciprocity in facilitating cooperation among actors. Strong social capital enhances coordination, information sharing, and collective action, thus strengthening community resilience to fire risks. Despite technology and digital platforms offering opportunities for risk prediction and rapid response, challenges such as low digital literacy and infrastructure limitations remain obstacles. Regulations and legal frameworks, including Memorandums of Understanding (MoUs) and incentives, are also crucial to build trust among stakeholders. This study shows that the success of fire risk management in Gresik requires systemic collaboration from the entire social and environmental ecosystem. The development of integrated digital communication platforms and community education is key to strengthening early warning systems and response preparedness. Inclusive partnerships based on trust are essential to building a resilient community against fire risks in Gresik.
