Abstract

Inovasi pelayanan publik di Dinas Kesehatan Kabupaten Banyuwangi diwujudkan melalui implementasi Program Smart Health, yang bertujuan meningkatkan aksesibilitas dan kualitas layanan kesehatan masyarakat dengan memanfaatkan teknologi informasi. Program ini memungkinkan masyarakat untuk mengakses berbagai layanan kesehatan, seperti pendaftaran pasien, konsultasi medis, dan pemantauan kesehatan secara daring melalui aplikasi berbasis web dan mobile. Dengan mengadopsi pendekatan kualitatif melalui metode studi kasus, penelitian ini menganalisis efektivitas dan dampak dari Program Smart Health terhadap pelayanan publik di sektor kesehatan. Hasil penelitian menunjukkan bahwa Program Smart Health berhasil meningkatkan efisiensi operasional Dinas Kesehatan, mempercepat proses pelayanan, serta memperluas jangkauan layanan, khususnya di daerah-daerah terpencil. Selain itu, program ini juga mendapat respon positif dari masyarakat karena kemudahan akses, keterbukaan informasi, serta peningkatan transparansi layanan. Meskipun demikian, beberapa tantangan seperti keterbatasan infrastruktur teknologi dan tingkat literasi digital masyarakat masih menjadi hambatan signifikan yang perlu diatasi untuk mengoptimalkan potensi program ini di masa mendatang. Dengan dukungan infrastruktur yang lebih baik dan upaya edukasi yang berkelanjutan, Program Smart Health berpotensi menjadi model inovasi pelayanan publik yang efektif dan berkelanjutan di sektor kesehatan, serta dapat direplikasi di wilayah lain dengan kondisi serupa.

Abstract

This study aims to evaluate the implementation of the "Lapor Pak Yes" program initiated by the Communication and Information Technology Office of Lamongan Regency as an innovation in public service. The program is designed to accelerate the resolution of public complaints through various communication channels, such as WhatsApp, Instagram, Telegram, and the national platform SP4N-LAPOR!. This research utilizes Dunn's (2003) policy evaluation theory, which includes six main criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A qualitative approach was employed in this study, with data collection techniques including in-depth interviews, observations, and document analysis. The study involves various stakeholders, including local government officials and community members who actively use the "Lapor Pak Yes" program. The data collected highlights findings regarding the program's effectiveness in addressing public complaints, the challenges faced, and its impact on improving the quality of public services. The findings reveal that although the number of complaints received was relatively high, with approximately 319 reports related to civil services in 2022, the rate of complaint resolution remains low. Around 40% of reports concerning infrastructure issues, such as road repairs and flood management, were not promptly addressed

Abstract

This study aims to describe and analyze: Community Empowerment Strategies in Batu Majang, Long Bagun District, Mahakam Hulu Regency, East Kalimantan and Inhibiting and Supporting Factors Affecting Empowerment in Tourism Village Development. The research is qualitative descriptive analysis The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, testing alternative interpretations dan forming and/or refining generalizable theory from case study. The results of the study show that the Community Empowerment Strategy in the Development of Tourism Villages in Batu Majang which is carried out includes: Planning is carried out through community proposals which are then mapped to potential based on ususlan. Implementation of Community Empowerment in Tourism Village Development by involving all elements of Village Muspides, Tourism Awareness Groups and all communities, Providing guidance to the community in a sustainable manner by collaborating with the tourism office, increasing the productive economy. Evaluation or Monitoring of Community Empowerment in Tourism Village Development through a village-level musayawarah forum which is delivered in a village deliberative forum every 3 months. Factors that inhibit community empowerment in the development of Tourism Villages include limited resources, both budget and human resources, traditional community behavior, and limited land. The supporting factors encountered are the support of some people and the existence of promotional media that can support the existence of tourist villages.

Abstract

This study analyzes the transformation of public services in Surabaya City through the implementation of Digital Population Identity (IKD), focusing on efficiency, effectiveness, transparency, accountability, and public participation. Using a qualitative case study method, data were collected through interviews, observations, and document analysis from policymakers, policy implementers, and the community. The findings show a positive impact of IKD on service efficiency and effectiveness, but challenges remain, particularly related to digital literacy. Transparency has improved due to real-time information access. Accountability has increased through digital complaint features, though staff capacity needs enhancement. Public participation has risen. The study recommends enhancing socialization, digital literacy, technological infrastructure, and staff capacity to maximize the benefits of IKD.

Abstract

Women's empowerment in the cultivation of ginger and cincau in Kampung Lawas Maspati, Surabaya, East Java, is an effort to improve the economic and social welfare of the women in the community. This research explores women's empowerment in the cultivation of ginger and cincau in Kampung Lawas Maspati, Surabaya, to enhance their economic and social well-being. Despite the promising initiatives, the women still face various challenges, such as limited access to resources, lack of training, and difficulties in accessing markets and funding. Using a qualitative approach, data were collected through interviews, observations, and document studies to analyze the empowerment efforts undertaken and their impact. The results show a positive impact from training and market access support, but challenges such as infrastructure limitations and program sustainability still need to be addressed. In conclusion, further collaboration between the government, community, and academics is needed to ensure the sustainability of this program. Abstract

This study aims to describe and analyze: the relationship between the village government and the village consultative body (BPD) in the formulation of the APBDes and the obstacles faced by the village government and the village consultative body in the formulation of the APBDes in the village. The data analysis technique in the study uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study showed. The relationship between the Village Government and BPD in the formulation of the Village Revenue and Expenditure Budget in Sidoraharjo Village, Kedamean District, Gresik Regency is a partnership. Each institution carries out its roles and functions in accordance with Gresik Regent Regulation Number 25 of 2024, Law Number 22 of 1999 and Law Number 23 of 2014. This relationship between the implementation of the legislative function of formulating the village budget and expenditure by the BPD and the Sidoraharjo Village Government has been carried out and in accordance with the Laws and Regulations and the correct stages. The authority of the BPD and the Village Government is to discuss the draft budget and village expenditure in accordance with the stages of the stages, namely the initiation stage, the socio-political stage, and the juridical stage. The implementation of coordination in the formulation of the village budget and expenditure by the BPD and the Sidoraharjo Village Government has been carried out and in accordance with the Laws and Regulations and the correct stages. The Village Government and BPD have carried out their respective wars through the preparation stage, making budget plans and ratification carried out together. The Village Consultative Body (BPD) has carried out its supervisory function by supervising all actions taken by the Village Executive on the implementation of the village budget and expenditure Obstacles faced by the Village Government and BPD in the process of formulating the village revenue and expenditure budget include: Internal obstacles are human resources (human resources) that are not qualified in the economic field External obstacles are the lack of technical guidance from the Regional Government, especially in the field of legislation.

Abstract

This study aims to describe and analyze the role of Bakorwil III as a government organizer in inter-regional cooperation for tourism management in Malang Raya, as well as the obstacles faced by Bakorwil III. The research method used is qualitative descriptive, with data collection techniques including interviews, observations, and documentation. The research informant is the Head of the Coordinating Agency for Region III Malang. The data analysis technique uses the interactive model developed by Miles et al. (2014), which includes data condensation, data presentation, and drawing conclusions. The results show that Bakorwil III Malang, as a representative of the East Java Provincial Government, has the main task of coordinating inter-regional cooperation in tourism management in Malang Raya. Bakorwil III Malang ensures that every stage of the cooperation formation process, from planning to the signing of agreements, is carried out. As a facilitator, Bakorwil III Malang coordinates between the Malang Raya government and other stakeholders. Bakorwil III also facilitates information related to Government Regulation No. 28 of 2018 regarding Regional Cooperation. The obstacles faced by Bakorwil III in carrying out its role include differences in political interests, development disparities, regional characteristic differences, and budget limitations.

Abstract

This study aims to evaluate the implementation of electoral policies in Surabaya City using SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The main issue faced is the suboptimal application of policies, despite various programs being launched to increase voter participation. SWOT analysis is a tool used to identify strengths, weaknesses, opportunities, and threats within an organization or policy. This research employs a qualitative approach with a case study design, involving in-depth interviews, participant observation, and document analysis to collect data from policymakers, policy implementers, and the general public. The results indicate that the primary strengths lie in competent human resources and capable technological infrastructure, while weaknesses include a lack of inter-agency coordination and budget constraints. Opportunities can be leveraged through technological advancements and community support, whereas threats include regulatory changes and cybersecurity risks. The study provides recommendations to enhance coordination, develop voter training and education programs, and strengthen cybersecurity. Thus, it is hoped that the electoral process in Surabaya will become more effective, efficient, and transparent, gaining full trust from the public.

Abstract

Inclusive empowerment is a village development approach that emphasizes the active involvement of vulnerable groups—such as women, the elderly, people with disabilities , and the poor—in all stages of planning through to evaluation. This study aims to evaluate the implementation of the Village-Owned Enterprises ( BUMDes ) program in Daha Utara District, South Kalimantan, in ensuring participation and accessibility for these groups. Using a qualitative descriptive approach, data were collected through interviews with BUMDes managers and representatives of vulnerable groups. The evaluation was conducted based on William N. Dunn's six policy indicators: effectiveness, efficiency, adequacy, fairness, responsiveness , and accuracy. The results show that the BUMDes program has had a limited positive impact on increasing the income of vulnerable groups, but their involvement is still limited, both in terms of participation and physical access. The main challenges include the lack of disability- friendly infrastructure , minimal capacity training, and community resistance due to low program transparency. On the other hand, local cultural support such as mutual cooperation, involvement of traditional leaders, and partnerships with the village government are important supporting factors. This study recommends increasing human resource capacity, strengthening inclusive infrastructure, socialization based on local wisdom, and adaptive digitalization to expand access. With strategic intervention, BUMDes is expected to be able to transform into a driving force for fair, participatory and sustainable village development.

Abstract

Inclusive village development is a strategic priority in realizing the Sustainable Development Goals (SDGs), with Village-Owned Enterprises ( BUMDes ) as the driving force of the local economy. However, the participation of vulnerable groups—such as people with disabilities , the elderly, women, and the poor—is still limited in BUMDes services . This study aims to evaluate the quality of BUMDes services in Daha Utara District through the SERVQUAL (Service Quality) approach which includes five dimensions: tangibles , reliability , responsiveness , assurance , and empathy . The research method used is descriptive qualitative with a phenomenological approach . Data were collected through semi-structured interviews with three categories of participants: BUMDes managers , vulnerable groups, and community leaders. The results of the study indicate that physical facilities ( tangibles ) are not inclusive, service reliability is disrupted by limited human resources, and the assurance dimension has not been supported by ongoing training. Meanwhile, the responsiveness and empathy dimensions are relatively good interpersonally , but are not yet structured institutionally. The main obstacles identified are the lack of budget, lack of training, and the absence of a formal complaint mechanism. On the other hand, moral support from village managers and figures is a supporting factor for service transformation. This study concludes that improving the quality of inclusive services requires a transformative and participatory approach , including adaptive digitalization and active involvement of vulnerable groups in planning. These findings are expected to be the basis for making fairer and more responsive village development policies.
