Abstract

The tourism sector in Lingga Regency holds significant potential as a catalyst for regional economic development, especially given its rich marine, cultural, and historical assets. However, this potential remains underutilized due to persistent issues in public service performance, particularly within the Tourism Office. The background of this research is the low effectiveness and efficiency of tourism-related public services, as evidenced by the drastic gap between strategic targets and actual outcomes most notably, the revitalization of tourist destinations, which only reached 7.03% of the planned 80% target in 2024. This study aims to evaluate the performance of public service delivery in Lingga's tourism sector using a three-dimensional model comprising input, output, and outcome dimensions. Employing a qualitative research approach, data were gathered through in-depth interviews with key officials, field observations at tourism sites, and analysis of strategic and accountability documents such as LAKIP and RPJMD. Data were analyzed using a structured coding system based on ten performance indicators, including service structure, responsiveness, stakeholder engagement, and policy alignment. The results show that although strategic plans and organizational frameworks exist, implementation is hindered by weak coordination, limited infrastructure, underdeveloped human resource capacity, and low community involvement. Promotional efforts and digital engagement are also insufficient to create a compelling tourism brand. The conclusion emphasizes the need for institutional reform through enhanced capacity building, performance-based budgeting, stakeholder collaboration, and the adoption of community-based tourism.

Abstract

The use of technology in preventing illegal fishing (IUU) is critical in addressing the ongoing challenges in Indonesia's Natuna Sea, a region vulnerable to violations like illegal fishing, unauthorized vessels, and unlicensed resource exploration. The primary objective of this research is to explore the role of technology in enhancing the monitoring and enforcement of fishing regulations. Various technological tools, such as Vessel Monitoring Systems (VMS), Humanless Underwater Sensor Technology (HUST), remote sensing, and Automatic Identification Systems (AIS), are employed to improve surveillance capabilities. These technologies help track fishing vessels, detect suspicious activities, and gather evidence for legal enforcement. A qualitative descriptive research approach is used to analyze the effectiveness of these technologies and their integration into Indonesia's fisheries management system. Data is collected from secondary sources, including legal documents and research studies. The results show that VMS, AIS, and remote sensing have significantly improved the monitoring of fishing activities in the Natuna Sea. However, challenges such as limited data coverage, vulnerability to manipulation, and inter-agency coordination remain. The study concludes that while technology has proven effective in combating illegal fishing, further efforts are needed to enhance its implementation, including strengthening legal frameworks, political support, and inter-agency collaboration to ensure sustainable fisheries management in the region.

Abstract

Kegiatan Kuliah Kerja Nyata (KKN) Kelompok 30 Universitas Maritim Raja Ali Haji dilangsungkan di Desa Sebong Lagoi dengan tema “Daun Pepaya Senjata Hijau Lawan Hama” yang berfokus pada penyuluhan serta praktik pembuatan pestisida berbahan alami. Alasan diadakannya kegiatan ini adalah untuk mengatasi isu yang dihadapi oleh petani yang masih bergantung pada pestisida kimia, yang berdampak buruk bagi tanah, tanaman, lingkungan, serta biaya produksi. Melalui pendekatan observasi, diskusi, dan praktik langsung, mahasiswa berperan sebagai penghubung untuk memperkenalkan pemanfaatan daun pepaya sebagai cara alternatif dalam mengendalikan hama secara ramah lingkungan. Hasil dari kegiatan ini memperlihatkan adanya peningkatan pemahaman dan keterampilan masyarakat mengenai pembuatan dan penggunaan pestisida nabati. Warga menunjukkan minat yang tinggi, ikut berperan aktif dalam praktik, dan mengungkapkan keinginan untuk menggunakan pestisida alami karena lebih terjangkau, mudah didapatkan, serta aman bagi lingkungan. Dengan cara ini, program ini tidak hanya menawarkan solusi terhadap masalah hama, tetapi juga membantu mewujudkan sistem pertanian yang berkelanjutan, sehat, dan ramah lingkungan, sekaligus memperkuat kontribusi nyata dari perguruan tinggi dalam memberdayakan masyarakat desa. Selain itu, kegiatan ini juga selaras dengan tujuan Kuliah Kerja Nyata yaitu membangun masyarakat kepulauan melalui pemanfaatan ilmu pengetahuan, teknologi, dan nilai-nilai budaya, meningkatkan kemampuan kepemimpinan serta kerja sama mahasiswa lintas disiplin, serta mencari solusi atas permasalahan pembangunan masyarakat desa secara berkelanjutan.
