Abstract

The problem in this study is the low quality of education in Indonesia, reflected in the HCI and HDI rankings. In SMK Negeri Blora Regency, the main challenge lies in the managerial competence of principals and professional competence of teachers in improving the quality of learning. This research is based on the concept of human resource quality in education, principals‘ managerial competence (Permendiknas No. 13 Year 2007), and teachers’ professional competence (SNP Article 28 Paragraph 3 point c). The purpose of this study is to analyse the effect of both competencies on learning quality in Blora district state vocational schools.  This research uses quantitative research approach and ex post facto research type. The number of research samples was 196 teachers using proportional random sampling. Data were collected using a questionnaire with a linkert scale. The analysis of this research includes descriptive analysis, requirements test, and hypothesis testing including simple linear regression analysis.  The results showed that the principal's managerial competence (153.98) and teachers' professional competence (142.3) were in the very good category, while the quality of learning (143.15) was quite good. From the hypothesis testing, it was found that there is a positive influence of the principal's managerial competence on learning quality expressed by the equation Y = 94.108 + 0.319X1, a correlation of 0.325 and a contribution of 42.1%. There is a positive influence of teacher professional competence on learning quality expressed by the equation Y = 94.108 + 0.319X2 with a contribution of 23.8%.

Abstract

Dalam menghadapi tantangan zaman yang semakin digital, sekolah dituntut untuk mengadopsi teknologi dalam proses pembelajaran guna meningkatkan kualitas pendidikan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei yang dilakukan di beberapa sekolah menengah atas (SMA) di Indonesia yang telah mengimplementasikan strategi digitalisasi. Data dikumpulkan melalui kuesioner yang mengukur persepsi guru, siswa, dan kepala sekolah terkait penerapan teknologi dalam pembelajaran dan dampaknya terhadap kualitas pengajaran. Hasil penelitian menunjukkan bahwa penerapan strategi digitalisasi sekolah, yang mencakup penggunaan platform pembelajaran daring, perangkat keras dan perangkat lunak yang memadai, serta pelatihan bagi tenaga pendidik, memiliki dampak positif yang signifikan terhadap kualitas pembelajaran. Faktor-faktor seperti aksesibilitas teknologi, kemampuan literasi digital guru, dan ketersediaan infrastruktur yang memadai menjadi pendorong utama dalam meningkatkan efektivitas pembelajaran. Meskipun demikian, terdapat tantangan dalam hal kesiapan mental dan teknis dari sebagian guru serta ketimpangan akses teknologi di daerah tertentu. Artikel ini menyimpulkan bahwa digitalisasi sekolah perlu didorong secara lebih sistematis dan menyeluruh agar dapat meningkatkan kualitas pembelajaran yang relevan dengan tuntutan dunia kerja di era 4.0. Rekomendasi penelitian ini meliputi pentingnya kebijakan pendidikan yang mendukung pelatihan berkelanjutan bagi guru dan pemerataan akses teknologi di seluruh wilayah

Abstract

The research was conducted to evaluate strategies for fulfilling resources and allocating educational financing at SMK Negeri at Blora Regency with the aim of improving the quality of education. The research method was a mix of quantitative and qualitative descriptive methods with purposive sampling techniques, involving the school principal and treasurer as participants. Data collection was carried out through questionnaires, interviews and inspection of school financial documents. The research results show that the process of preparing a budget plan involves meetings with related parties at the Blora Regency Vocational School, but financial policy decisions are still taken top down by the Central Java Provincial Education Office. Fund expenditures are directed in accordance with technical instructions from the Central Java Provincial Education Office, although there are different problems in each school. Supervision and inspections are carried out by the school principal, vice school principal, and the Central Java Provincial Education Office to ensure the effectiveness and efficiency of the use of funds. The process of preparing the School Revenue and Expenditure Budget Plan (RAPBS) is carried out collaboratively by various parties in the school, and supervision of education financing is carried out strictly. The monitoring system involves observing every income and expenditure of funds with direct approval from the school principal or treasurer. The contributions of this research can provide a basis for refining future policies to improve the quality of education and opportunities for students to develop their potential.
