Abstract

Artikel ini menggambarkan implementasi Kurikulum 2013 di wilayah Jawa Tengah, terutama di Kota Semarang, Kabupaten Pati, Batang, Sragen, Banjarnegara, dan Kebumen dilihat dari sisi kesiapan guru, dukungan sekolah dan Pemerintah Daerah, faktor-faktor pendukung dan penghambat, dan langkah-langkah untuk mengatasi kendala. Penelitian ini menggunakan pendekatan metode campuran (mixed method). Hasil penelitian menunjukkan bahwa implementasi Kurikulum 2013 pada beberapa daerah tersebut belum berjalan secara efektif. Di sekolah-sekolah yang telah mengimplementasikan Kurikulum 2013 guru yang melaksanakan pembelajaran tematik, saintifik, dan penilaian otentik tak lebih dari 50%. Hal tersebut diidentifikasi karena (1) guru belum siap mengimplementasikannya, (2) dukungan sekolah masih rendah, (3) walau Pemerintah Daerah sudah mengalokasikan anggaran, namun belum optimal penggunaannya, (4) ditemukan beberapa faktor pendukung dan penghambat pada diri guru, pimpinan sekolah, dan Dinas Pendidikan, termasuk koordinasi yang masih lemah antarpihak terkait. This article describes the implementation of Curriculum 2013 in Central Java, focusing on Semarang City, Pati, Batang, Sragen, Banjarnegara, and Kebumen districts in terms of teacher readiness, the school and local district support, its supportive and barrier factors, and the strategies to handle those problems. This research using mixed method and the result indicated that the implementation of Curriculum 2013 in several districts in Central Java is not effective yet. Half of teachers in schools that implemented Curriculum 2013 cannot implement thematic and scientific learning approach and authentic assessment. This problem happens because (1) most of teacher are not ready to implement the new curriculum, (2) low school support, (3) even the local district allocate the financial support, but still not optimal in use, and (4) there are several supportive and barrier factors from the teacher itself, school managerial/leadership, and the local department of education, including the low coordination among stakeholders.

Abstract

Covid-19 has changed the learning process from class attendance to distance learning using the Internet. Early childhood education is threatened to enter into the lost generation, due to distance learning, which causes confusion for teachers and parents to be able to provide the best stimulation for them. Therefore, the Indonesian government made a new policy on online learning. The objectives of this research are to find how effective at online learning policy formulation, how productive it is in policy implementation, and what are the obstacles of the implementation at Early-Childhood Education (ECE). This qualitative research uses a mixed method approach with an iterative analysis design, conducted in Central Java Province in 35 districts / cities with 1,899 respondents. Data collection techniques with open-closed questionnaires, study from 15 documentation, and in-depth interviews. Data analysis uses quantitative-qualitative software Nvivo12+, with Miles and Huberman models. The results showed the policy formulation of online learning at ECE has been effective. However, the implementation of online learning policy at ECE still takes a lot of effort to become more powerful in preventing a decline in learning. There are five obstacles in in applying this in the field, namely the ability of teachers, the ability of parents, economic capability, facility constraints, and pedagogical constraints. Abstract

The main problem in this research is how the model of secondary education management in Central Java Province. Issues divided into a) what are the expectations of various parties regarding the transfer of secondary education management, b) how are the challenges of various parties related to the transfer of secondary education management, and c) which management model is most effective for managing secondary education in Central Java Province. This research is descriptive qualitative. Data collection through FGD was recorded with video and government policies related to secondary education. The number of informants is nine people. Research data is processed using qualitative research software, NVivo 11 Plus for Windows. The study was conducted over three months from October to December 2016. The results were a) some expectations: improving the quality of education, improving access and equity of education, improving teacher welfare and promoting professionalism. teacher; b) some of the challenges faced: the province will ignore the welfare of non-civil servant teachers and reduce the free education of secondary education; c) the most effective model is co-administration. It is recommended that the government immediately make government regulations on the management of secondary education. At the provincial level was directly made education policy. East Java provincial government has now chosen alternative "based region" in six regions of former residency in Central Java. This alternative needs to be tested for its effectiveness, if it is not effective then it is advisable to use co-administration.

Abstract

This study aims to analyse the influence of principals' managerial skills, organizational climate, and work motivation on the effectiveness of school management, examining both partial and simultaneous effects. The research employed a quantitative approach with a correlational method. The population consisted of 213 teachers, and a sample of 139 teachers was selected using Slovin’s formula and proportional random sampling technique. Data were collected through questionnaires and analysed using descriptive statistics and both simple and multiple linear regression analyses. The prerequisite tests included normality, multicollinearity, heteroscedasticity, and linearity tests. The results indicate that the principal's managerial skills have a significant partial effect on school management effectiveness, accounting for 68.9% of the variance. Organizational climate contributes 69.0%, and work motivation has a significant influence of 68.6%. Simultaneously, managerial skills, organizational climate, and work motivation have a significant impact on school management effectiveness, contributing 72.6%. These findings highlight the importance of competent leadership, a conducive organizational environment, and high work motivation in improving school management effectiveness

Abstract

Kualitas pendidikan merupakan hal yang sangat penting untuk ditingkatkan salah satunya yaitu dengan memanfaatkan Rapor Pendidikan sebagai dasar untuk perencanaan berbasis data. Penelitian ini bertujuan untuk mengidentifikasi peluang dan tantangan dalam perencanaan berbasis data dengan memanfaatkan Rapor Pendidikan. Metode yang digunakan dalam penelitian ini yaitu campuran kuantitatif kualitatif menggunakan desain concurrent embedded terkait dengan pemanfaatan Rapor Pendidikan sebagai dasar dalam penyusunan RKAS (Rencana Kerja dan Anggaran Sekolah) dengan teknik purposive sampling dan validitas penelitian maka dilakukan triangulasi metode yaitu dengan wawancara, observasi, dan penelusuran dokumen. Hasil penelitian menunjukkan bahwa peluang dalam perencanaan berbasis data Rapor Pendidikan yaitu data yang didapatkan merupakan data yang akurat dan terkini sehingga penyusunan RKS/RKT/RKAS menjadi lebih tepat sasaran sesuai dengan masalah yang dialami sekolah, lebih efisien, lebih partisipatif, lebih transparan, lebih dapat dipertanggung jawabkan serta lebih cepat dan mudah. Selain peluang, terdapat juga tantangan dalam perencanaan berbasis data Rapor Pendidikan yaitu minimnya pemahaman dan keterampilan menganalisa terhadap data dalam Rapor Pendidikan sehingga dibutuhkan pelatihan/ pendampingan dalam mecari permasalahan yang tertera dan menentukan kegiatan alternatif untuk mengatasi permasalahan tersebut sehingga dapat membantu satuan pendidikan dalam meningkatkan kualitas pendidikan. Abstract

This study aims to explore the implementation of participatory data-based planning (PDB) in the annual planning process at SD Negeri Ungaran 02, Semarang Regency. Using a descriptive qualitative approach with a case study design, this research examines how educational reports are utilized in planning, the role of various stakeholders in the process, and the impact of this approach on improving the quality of education at the school. Data was collected through interviews with the school principal, teachers, school committee members, and parents, as well as through observations and document reviews. The findings reveal that the participatory process of identifying educational reports and involving multiple stakeholders has led to improvements in students' literacy and numeracy skills. However, challenges such as achievement gaps between classes and the limited use of technology in teaching remain. The reflection process on educational reports also highlighted issues such as low parental involvement and variations in teaching quality across classes. While the participatory approach to developing the Annual Work Plan (RKT) ensures broad stakeholder support and alignment with students' needs, the findings indicate that further efforts are needed to address challenges related to parental involvement and the integration of technology in teaching. This study concludes that participatory data-based planning is a crucial strategy for enhancing educational quality, but a more comprehensive approach is required to overcome existing barriers, such as maximizing the use of technology and improving teaching quality consistently across classes. Recommendations are provided for the Department of Education, the school, and teachers to improve the effectiveness of PDB implementation and educational outcomes.

Abstract

This research focuses on the development of a web-based academic supervision application (SUAMIC) to enhance the efficiency, effectiveness, and transparency of academic supervision in elementary schools within the Ungaran Barat sub-district, Semarang Regency. The study follows the 4D model (Define, Design, develop, and disseminate), beginning with a needs analysis to identify challenges in the manual academic supervision process. The development process resulted in the SUAMIC application, which includes features such as user management, academic supervision via Google Forms, supervision recaps, and communication tools like Zoom and Live Chat. The validity of the SUAMIC application was assessed by content and media experts, both of whom deemed it feasible for use in academic supervision. Practicality testing conducted on a small scale and a large scale revealed high usability scores, confirming the application’s ease of use. Additionally, effectiveness was measured through pre-test and post-test results, with significant improvements in teachers' academic supervision skills. These findings demonstrate that SUAMIC effectively supports academic supervision and enhances teachers’ ability to manage and evaluate academic performance. In conclusion, the SUAMIC application provides a structured, systematic, and efficient way to conduct academic supervision, improving transparency and feedback in real-time. The study recommends integrating SUAMIC into school systems, providing training for users, and adding new features for further optimization. The findings suggest that SUAMIC can be a model for digitizing academic supervision and promoting educational reform in elementary schools.

Abstract

This study conducted an in-depth examination of the educational financing conditions at SD Negeri Kalirejo during the 2024/2025 academic year. The qualitative analysis revealed that although the School Operational Assistance (BOS) fund is the primary source of funding, there are several significant challenges that hinder the optimal utilization of these funds. Limited allocated budgets, regulations restricting additional funding sources, and a relatively small number of students have impacted the quality of education services that the school can provide. This situation demands creative and innovative efforts to find long-term solutions to address the educational financing challenges faced by the school.

Abstract

Education is one of the main pillars in the development of a nation, where the quality of education in elementary schools is very crucial. This study aims to analyze the effect of the application of educational financing principles on the quality of education in elementary schools. The methodology used is a case study at SDN Leyangan, with data collection through interviews, observations, and document analysis. The main findings indicate that the application of transparent and accountable educational financing principles contributes positively to improving the quality of education, including student achievement, learning processes, and facilities and infrastructure. The implications of this study indicate the need for better policies in school financial management in order to improve the quality of education sustainably.

The research aims to analyze the application of managerial functions in improving educational efficiency at SD Negeri Candirejo 02. The focus of the research includes planning, organizing, directing and controlling implemented by headmaster, as well as their impact on educational efficiency. The method used in this research is a qualitative approach with data collection techniques through interviews, observation and documentation studies. The research results show that the implementation of managerial functions in this school has a positive impact on educational efficiency, although there are still several obstacles that need to be overcome. Planning and organizing is going well, but aspects of direction and control require improvement, especially in terms of routine monitoring and evaluation. Educational efficiency is quite optimal, although limited facilities and infrastructure and a lack of technology training for teachers. Collaboration between school principals, teachers and parents also contributes positively, but communication and resource management still need to be improved. In conclusion, improvements in several managerial aspects can further increase learning efficiency at SD Negeri Candirejo 02.
