Abstract

Badan Usaha Milik Desa (BUMDes) didirikan sebagai instrumen percepatan pembangunan desa melalui kegiatan ekonomi yang dikelola oleh masyarakat desa. Namun hingga kini sebagian besar BUMDes masih menghadapi berbagai kendala, khususnya dalam hal rendahnya kontribusi BUMDes terhadap Pendapatan Asli Desa (PADes). Salah satu hambatan utama adalah terbatasnya akses pasar dan eksposur produk sehingga profitabilitas tidak optimal. Kementerian Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi menyelenggarakan pilot project program “Belanja Digital Produk BUMDes”, sebuah proses integrasi produk BUMDes ke dalam sistem pengadaan digital pemerintah melalui E-Katalog guna menjawab tantangan tersebut. Program ini dilaksanakan pada September sampai dengan Desember tahun anggaran 2023 dengan metode Participatory Action Research (PAR) melalui tahapan pemetaan kebutuhan barang/jasa, seleksi BUMDes objek pilot project, pembuatan etalase BUMDes dalam portal E-Katalog, dan asistensi teknis. Hasil kegiatan menunjukkan bahwa produk BUMDes berhasil ditayangkan dalam E-Katalog dan mulai dimanfaatkan oleh beberapa satuan kerja pemerintah. Program ini terbukti mampu memperluas akses pasar bagi pelaku usaha desa, meningkatkan visibilitas produk lokal, serta memperkuat peran BUMDes dalam pengadaan pemerintah. Keberhasilan ini menunjukkan bahwa digitalisasi pengadaan dapat menjadi strategi efektif dalam pemberdayaan ekonomi desa.

Abstract

The development of Village-Owned Enterprises (VoE) has emerged as a strategic instrument in Indonesia's rural transformation. However, its effectiveness and success remain uneven. This study employed a mixed-methods approach, incorporating stakeholder analysis using the MACTOR (Matrix of Alliances and Conflicts, Tactics, Objectives, and Recommendations) method. Primary data were collected through in-depth interviews with ten actors representing the pentahelix collaboration, comprising government, academics, business sector, community, and media representatives. The analysis showed that government actors served as the main drivers. Pioneering VoEs and their communities still rely on external support, while advanced VoEs were more independent and influential. The most supported key objectives among actors were the improvement of managerial skills and the dissemination of best practices in VoE management, while green business initiatives still received limited attention. These findings confirm that the success of VoE development depends on institutional capacity and effective collaboration among actors involved in achieving village economic independence. They also highlight the importance of strengthening stakeholder collaboration to accelerate rural development by aligning economic empowerment with social welfare and environmental responsibility.

Abstract

Roads are strategic infrastructure that support connectivity and regional development. The deterioration of road quality can hinder mobility and suppress economic activity. This study analyzes the factors affecting road quality, particularly those related to road damage, by emphasizing the role of the Special Allocation Fund (DAK), institutional quality measured through the democracy index and corruption cases, and political competition. A quantitative approach using panel data regression was applied to 33 provinces in Indonesia over the 2021–2023 period. The visualization results reveal disparities in road quality between Java and non-Java regions. Statistical tests show that DAK and institutional quality do not have a significant effect on road quality. Conversely, political competition has a significant effect, indicating that healthy political competition promotes accountability and efficiency in infrastructure management. The study also finds that the control variables—vehicle volume and per capita income—have a positive and significant relationship with the ratio of damaged roads. The implications of this study highlight the need to improve Indonesia’s road infrastructure quality by strengthening political competition and enhancing budget governance.
