Abstract

The delegation of central government authority to local governments can encourage policy or program targeting to be more targeted because it is indispensable for poverty reduction. Education and health are considered to be capable of alleviating poverty. This paper aims to find out the amount of budget based on Act no. 20/2003 Article 49 on National Education System (Sisdiknas) and Act no. 36/2009 Article 171 on Health in the area of political dynasty of regeneration type (vertical) and to find out the average decrease or increase of poverty rate per year in regional of political dynasty. This is descriptive research, using the ratio analysis of regional expenditure per function. This paper shows that during the period of 2005-2017, all the allocations of regional education budget of political dynasties (regeneration type) have been in accordance to the law. While the allocation of health budget, there are 3 regions from 12 regions of political dynasty that have not fulfilled the law, in addition, the area of political dynasty is able to reduce poverty with an average decrease of 0.2% -1.5% per year, and based on the average national poverty is 8 out of 12 regions of political dynasty in the poor category.

Abstract

This study aims to estimate the level of efficiency of the manufacturing industry in Central Java Province. The position of the manufacturing industry in Central Java between two clusters of Jakarta-Bandung and Surabaya were the justification for the urgency of this research. The concept of relative efficiency with format Constant Return to Scale (CRS) and the Variable Return to Scale (VRS) was used as the theoretical framework of this research. The concept was applied by the method of Data Envelopment analysis (DEA) to describe the level of efficiency of the manufacturing industry sub-sector in Central Java province in 2016. The study also describes a way of increasing efficiency in production output for the manufacturing sub-sector classified as inefficient. DEA model used in this study is the CRS and VRS with the orientation of the output (output-oriented)The results of this study indicate that the apparel sub-sector; wood and processing; machinery and equipment; as well as furniture and processing is a sub-sector of manufacturing industry in Central Java in 2016 were classified as inefficient. Sub sectors using too much input unit, thus creating inefficient production levels relative to other sub-sectors.

Abstract

This study aims to determine the pattern formation of farmer groups and the dynamics surrounding it. Theoretically, this research is expected to complement previous studies and as a material for further study the interaction problems of farmers in the group. The research method in this study is a qualitative descriptive symbolic interaction perspective. The unit of analysis in this study is the interaction between individuals in a partnership contract with the farmers do Perhutani office and perceptions that arise from the current fertility involved in these interactions. The data collection is done by means of unstructured interviews, in-depth interviews (depth interview), and the observation participation. The data were analyzed qualitatively. The study's findings include the discovery of the three main sources of formation of farmer groups, which are formed due to the dynamics problem fertilizer distribution mechanism, their help, and through association study.Ultimately verifier will recommend the farmer group based institutional track record and activeness in the sustainability of the program, both in terms of activities, maintenance, as well as the accountability side.

Abstract

This paper will describe the function of water resources to support business activities in Surakarta regency, Central Java province. Surakarta is a business city in Central Java province with small business enterprises and specific culture. This city has a famous river with the name is Bengawan Solo. Bengawan Solo is a River Flow Regional (RFR) to support business activities in Surakarta regency. Concious with the function, societies and local government in Surakarta must to manage the sustainability of River Flow Regional (RFR) Bengawan Solo. It is important to manage the sustainability of business activity in Surakarta regency.   According to the condition in Surakarta regency, this paper will explain how the simulation of Low Impact Development Model in Surakarta regency. Low Impact Development is a model that can manage and evaluate sustainability of water resources in River Flow Regional (RFR). Low Impact Development can analys goals, structures, and process water resources management. The system can also evaluate results and impacts of water resources management. From this study, we hope that Low Impact Development can manage water resources in River Flow Regional (RFR) Bengawan Solo.

Abstract

This research was aimed to know the level of efficiency Bank Perkreditan Rakyat (BPR) before and after Linkage Program in Surakarta Residence. The data of this research has taken from balance report of BPR. Sample criteria has depent by owner and geographical aspect. This research has discovered the relative efficiency of BPR in Surakarta Residence.The writer has used the method of Data Envelopment Analysis (DEA) with 3 input and 2 output variabel and also 9 observation. DEA model on this research has used input oriented and variabel return to scale asumption.??????????? The result shows that 44,5% BPR? in Surakarta Residence was not efficient before linkage program. Meanwhile after BPR? has used linkage program, 77,77% BPR was efficient. Based on this research, we know that BPR with optimal efficiency has control their position still to gain the efficient position.?Keywords: relative efficiency, Linkage Program, Data Envelopment Analysis (DEA) model

Abstract

Penelitian bertujuan untuk menganalisis hubungan antara dinamika demogarfis lansia wanita dengan kualitas hidup penerima manfaat PKH di Kabupaten Madiun. Penelitian kuantitatif korelatif dengan pendekatan cross sectional. Penelitian melibatkan 75 lansia wanita yang diambil dengan teknik purposive sampling. Kualitas hidup diukur dengan kuesioner WHOQOL (World Health Organization’s Quality of Life). Tabulasi silang hubungan antara karakteristik demografi dan kualitas hidup lansia wanita dianalisis dengan uji Chi Square. Usia dan status tinggal lansia memiliki hubungan dengan kualitas hidup lansia meskipun tidak signifikan. Sedangkan status perkawinan, status dalam rumah tangga dan status bekerja lansia memiliki hubungan signfikan. Dengan kecenderungan lansia diatas 75 tahun, tinggal sendiri, janda dan tidak bekerja akan memiliki kualitas hidup yang buruk. Hasil inistudi diharapkan dapat digunakan sebagai dasar untuk masyarakat dan pelaksana PKH dalam upaya mempertahankan kualitas hidup lansia berdasarkan karateristik demografinya. Kata Kunci :Kualitas Hidup, Lanjut Usia, Program Keluarga Harapan

Abstract

Tujuan dari penelitian ini adalah sebagai kritik untuk pendidikan tinggi di Indonesia khususnya berfokus pada tenaga pendidik yang memiliki pola pikir yang pragmatis pada saat ini. Tenaga pendidik kemudian lalai dalam tugasnya dan meninggalkan hakikatnya sehingga menimbulkan berbagai dampak yang merubah pola perilakunya. Hal ini dilihat dari kaca mata ekonomi yaitu dengan peristiwa ?trade off? yang memiiliki arti bahwa dibutuhkan sebuah pengorbanan untuk memperoleh ssesuatu yang lain.. Penelitian ini dikaji dengan metode deskriptif yang sifatnya memaparkan dengan pendekatan  analisis ini atau ?content analisys? yang mendalami suatu informasi-informasi terkini mengenai Pendidikan tinggi. Kemudian dikaitkan dengan prinsip ekonomi politik CCC ?Circular and Cumulative Causation?. Sebagai hasil adalah, memang benar adanya peristiwa trade off tersebut hal ini dibuktikan dengan aktifnya seorang tenaga pendidik untuk melakukan penelitian dan publikasi ilmiah agar dianggap produktif dan mendapatkan remunerasi dan jabatan. Dan akhirnya terjadi pergeseran peran dan fungsi seorang tenaga pendidik.

Abstract

Fiscal policy and monetary policy are the two macroeconomic policies used by the government and monetary authorities in order to create a stable economy. The budget deficit policy is one form of fiscal policy implemented by the government in order to realize a high level of economic growth, a controlled inflation rate and open up new job opportunities to reduce unemployment. The impact of the implementation of the budget deficit policy on the level of economic growth is a long debate. Neoclassical groups argue that the implementation of budget deficit policies is detrimental to the economy, as it lowers the rate of economic growth. Keynesian groups argue that the implementation of the budget deficit policy is very good for the economy, because it triggers the rate of economic growth by increasing the number of demand for goods and services through increased government spending. While the Richardian people argue that the implementation of budget deficit policy has no effect on the economy. The data used in this study is data from 1981-2014 which consists of budget deficit, government consumption, government investment and economic growth rate. The method of analysis in this research is using Partial Least Square-Path Modeling (PLS-PM) approach with SMART-PLS analysis tool which aims to analyze the direct and indirect influence of the implementation of budget deficit policy toward the level of economic growth through government consumption and government investment. The results show that the implementation of the budget deficit policy can increase economic growth through increased government investment spending. Keywords: budget deficits, government investment, government consumption, growth.

Abstract

Integrated aquaculture management systems, aquaculture, and crop cultivation can be implemented in synergy where each business that supports each other, supports each other, support each other, by optimally utilizing the potential resources needed. Sapen Village, Mojoaban District, Sukoharjo Regency chose the location of empowerment because it has the potential for integrated farming. Livestock waste that is diverted and converted into pollution sources, on the other hand, the fishery business is very dependent on pellet feed, it is agreed that integration will occur, so the problem of livestock waste can be solved by presenting natural food sources for the fishing business. The program carried out is the socialization of alternative animal feed selection and the socialization of how to make alternative feed. The selection of alternative fish feed, besides being able to incur fish farmers' production costs, is also a form of integration between cattle and goat groups and fish livestock groups. From the implementation of this community service program, it will gain new knowledge about the management of agricultural waste by developing earthworm (lumbricus rubelius) cultivation as fish feed ingredients. Besides, the public also gained new knowledge about how to process livestock as an alternative to fish food.Keyword: integrated farming systems, livestock waste breeding, alternative fish feed

Abstract

This study analyzes spatial inequality through a causal relationship between inequality and economic growth within-recidency, between-recidency and overall in Central Java.The analytical tool used is the Direct Error Correction Model causality. This study shows that spatial concentrations throughout the observation period are quite high. In the 2001-2008 period there was an increasing tendency for spatialconcentration, reflecting the decline in the distribution of the Gross Regional Domestic Product (GRDP) share of districts and cities in Central Java. We also obtained similar findings in a number of regions both within and between-recidency. Post-2008, spatial concentration tends to decrease, indicating the distribution of the Gross Regional Domestic Product share. Other findings indicate a one-way relationship shown economic growth towards inequality. Another important contribution is that economic growth in inequality only occurs in the long term. Thus there has been convergence because of the increase ineconomic growth which is able to reduce inequality in all areas of Central Java, including within and between-recidency. This proves that during the implementation of regional autonomy there is a spread effect greater than the backwash effect in Central Java, including within and between-recidency.
