Abstract

The SAKIP Desa policy is carried out by the village government to measure success and create a government that has the capacity and accountability for village performance. The implementation of SAKIP Desa in government agencies includes planning, implementing, measuring and monitoring performance as well as reporting performance to higher institutions. SAKIP Desa is an integration of the planning system, budgeting system and performance reporting system, which is in line with the implementation of the financial accountability system. In SAKIP Desa in Sumedang Regency, there are three main priorities, namely reducing poverty, reducing stunting, and increasing the Community Satisfaction Index (IKM). The research method used in this study is a qualitative research method with a descriptive type of research. The technique used in determining the target of research informants used purposive sampling technique. Data collection techniques were carried out by means of library research and field studies, namely by conducting observations, interviews and documentation. The SAKIP Desa policy at the Sumedang Regency Community and Village Empowerment Service (DPMD) has been going quite well. However, in its implementation there are still several obstacles, one of which is because the available human resources are still limited and have not been able to fully understand how to implement the online-based SAKIP Desa policy (e-sakip), so the results obtained are not in accordance with the actual data.

Abstract

This study aims to determine the effect of communication on employee work effectiveness at PDAM Tirta Medal, Sumedang Regency and to determine the relationship between communication and employee work effectiveness at PDAM Tirta Medal, Sumedang Regency. In this study, researchers used survey research methods, while data collection techniques were carried out through library research and field studies consisting of observation, and distributing questionnaires. The collected data is then processed and analyzed through validity test, reliability test, percentage test, normality test, correlation coefficient test, significance test, and coefficient of determination test. The population in this study were 40 employees of PDAM Tirta Medal, Sumedang Regency. For sampling, the technique of disproportionate stratified random sampling was used. The number of samples in this study were 35 people. Communication at PDAM Tirta Medal, Sumedang Regency reached 72.86%. This is included in the good category, so H0 which reads "Work communication at PDAM Tirta Medal Sumedang Regency reaches less than 75%" is accepted, and Ha which reads Work communication at PDAM Tirta Medal Sumedang Regency reaches greater than or equal to 75 %" rejected. The effectiveness of employee work on work communication at PDAM Tirta Medal, Sumedang Regency reached 70.49%. This is included in the good category because it is at an interval of 50% - 75%. So Ho which reads "employee work effectiveness on work communication at PDAM Tirta Medal, Sumedang Regency reaches less than 75%" is accepted, and Ha which reads "employee work effectiveness on work communication at PDAM Tirta Medal, Sumedang Regency reaches greater than or equal to 75 %" rejected. The positive relationship between Communication and Employee Work Effectiveness is at the Correlation level with a correlation coefficient of 0.847 with a t count of 5.73 and a t table value of 1.68. So t count is greater than t table ( t count > t table ). Thus H0 : p = 0 which states that there is no relationship between communication and work effectiveness at PDAM Tirta Medal, Sumedang Regency is declared rejected. Ha : p 0 which states that there is a relationship between communication and the work effectiveness of employees at PDAM Tirta Medal, Sumedang Regency is declared accepted. The influence of communication on the effectiveness of employee work reaches 71.74%. So the hypothesis proposed H0: p = 0 which states that there is no significant effect between communication and work effectiveness of employees at PDAM Tirta Medal, Sumedang Regency is declared rejected. While Ha: p 0 which states that there is a significant influence between discipline and work effectiveness of employees at PDAM Tirta Medal, Sumedang Regency is accepted

Abstract

This research on the Analysis of One-Way System Policy Implementation on Mayor Abdul Rahman Roads is motivated by traffic congestions that often occur on Jalan Mayor Abdul Rahman. In order to unravel that traffic congestions, the local government has made an effective traffic engineering policy. One of the efforts that can be done is to implement a one-way or one-way system policy on Major Abdul Rahman roads. From the preliminary data, it is known that the roads are congested. The implementation of this one-way system policy starts from the Pacific bridge to the Ojolali intersection. By implementing this one-way system policy, the government hopes to reduce the level of congestion on these roads. The research method used in the preparation of this report is descriptive method with a qualitative approach. The data obtained sourced from literature studies, field studies through activities such as observation, interviews, and documentation. In an effort to unravel congestion in the urban area of Sumedang, the Transportation Service (Dishub) of the Sumedang Regency Government carries out traffic engineering. The implementation of the one-way system policy is applied to the Major Abdul Rahman road section. On March 4, 2019, the Sumedang Regency government, supported by the Sumedang Police, carried out a traffic engineering trial to inform the public about the policies to be implemented. The traffic engineering trial was carried out around Jalan Mayor Abdurahman in the north and its surroundings. The implementation is guided by officers from the Sumedang Transportation Service and Police.

Abstract

This research aims to find out the quality of sustainable services in the field of transportation, by looking for data and objective information on the analysis of sustainable services in the Field of Transportation in Dinas Perhubungan Kabupaten Sumedang. The benefit of this research is to provide positive and constructive reference to practical problem solving related to the title of the research. The research method used is descriptive research using qualitative analysis study approach. Data collection techniques are literature studies, field studies (observations, interviews, and documentation). While the data processing procedure is used data analysis model Miles and Huberman. The informant in this study was determined using purposive sampling method of 3 people. The final results of this study concluded that the quality of sustainable transportation services in Dinas Perhubungan Kabupaten Sumedang has gone quite well but not yet maximal. It can be seen from several things, namely that the quality of service from employees is still not good, in this case employees have not been able to provide services in accordance with applicable standards, there are limitations and shortages of employees in the field of knowledge (when using technology). Therefore, the results of this research can be used as references and recommendations to support the quality of sustainable transportation services in Dinas Perhubungan Kabupaten Sumedang.

Abstract

t is a descriptive study with a qualitative approach. The research site was conducted on Dinas Pemberdayaan Masyarakat dan Desa Bidang Pemberdayaan Ekonomi Masyarakat Kabupaten Sumedang, Data is collected through interviews, observation, and documentation. The validity test of data using data triangulation techniques. Data is qualitative and analyzed to get a deduction. The study then USES program implementation theory and coaching theory as a guide in carrying out the study. The purpose of this study is to describe the implementation of the BUMDes development program and the factors that affect the implementation of the BUMDes development program. Research shows that implementation of the bumdes programme conducted by the associated SKPD, can the researchers conclude that it has been carried out well but not optimal through program socialization, monitoring and evaluation, directing the utilization of natural resource potential has produced quite good output, this can be seen from the increasing number of BUMDes data which shows the graph has increased from basic to developing categories. The inhibiting factor lies in the distribution of information between SKPD and village officials, and village officials and managers, which creates information disguise. there are overlapping assignments and responsibilities that hinder reporting, as well as the lack of an effective coordination forum which causes aspirations to be less conveyed. Efforts to overcome these obstacles are by involving BUMDes managers in receiving information in the form of socialization organized by the Department, creating a BUMDes application that can input every report and evaluation.

Abstract

Currently in every region there are more and more social organizations formed from various circles. Therefore, the existence of this research is so that people's insight and knowledge will increase because of the need for innovation and an attitude of cooperation to encourage and assist the course of community life and government programs if a good community empowerment organization is implemented. The purpose of this researcher is to find out the implementation of the policy of law number 16 of 2017 concerning social organizations by the national unitary and political unit of Sumedang district. The research method used is a qualitative method. The technique for determining the informants was to use a purposive sampling technique with informants consisting of: the secretary of the Sumedang district national and political agency, the head of national alertness and conflict management, the head of domestic politics and community organizations, the head of ideology of national insight and economic, social, cultural resilience, and religion, and the chairman of the mass organization. Data collection techniques used were library research and field studies consisting of observation, interviews, documentation and triangulation. While the data processing procedures are data reduction, data display, data conclusion drawing/verification. Based on the results of the study, it was concluded that it had been going quite well in implementing the policy, but there were inhibiting factors regarding the lack of supporting resources in carrying out socialization, and the lack of understanding of CSOs on the Law on CBOs. Obstacles were found regarding the implementation of this policy, namely: there are in terms of supporting resources, participation of mass organizations, and the absence of written sanctions for organizations that do not report. Efforts to overcome obstacles include increasing auxiliary resources, conducting socialization during organizational secretarial surveys, and applying social sanctions.

Abstract

Sumedang Regency has been ranked 4th in West Java in the informative category in the implementation of the Law No. 14 of 2008 on Public Information Disclosure (KIP). This shows that the Sumedang Regency government has been making efforts to fulfill its obligations as stipulated in the KIP Law. However, many Sumedang Regency residents are still unaware of their right to obtain public information. This is shown by the small number of residents who submitted public information requests to the Sumedang Regency PPID. In 2021, there were no public information requests from residents to the Sumedang Regency Main PPID. Meanwhile, in 2022, the number of PPID public information service visits was 16 people, consisting of students, civil servants, entrepreneurs, and others. The lack of awareness of the public's right to obtain public information shows that the public still has a poor understanding of their rights. This can hinder the government's efforts to realize public information disclosure. With the existence of PPID, the public can actively participate in government administration. This study aims to determine the implementation of the Information Commission Regulation Number 1 of 2021 on Public Information Service Standards at the Sumedang Regency PPID. This study uses a qualitative research method with a case study type. The approach used is a descriptive approach. The data collection techniques used are in-depth interviews with key informants, namely representatives of the Sumedang Regency PPID, the community, and academics. The data analysis techniques used are data reduction, data presentation, and drawing conclusions.

Abstract

This research aims to find out and analyze the effectiveness of the electronic traffic law enforcement program implemented by the Sumedang Police. The research method used is a qualitative research method. Sample determination was carried out using purposive sampling. This research was analyzed using descriptive qualitative research with research informants from the Sumedang Resort Police. The research was conducted using case studies and the Miles and Huberman model with steps including data reduction, data presentation and drawing conclusions. The results of the research show that the people of Sumedang do not fully comply with traffic regulations as stated in Law No. 22 of 2009 concerning traffic and road transportation. The suggestions from this research are that the Sumedang Resort Police need to take a comprehensive approach in planning and budget allocation, increase active community participation through an integrated educational approach, and carry out cross-sector coordination in program implementation.

Abstract

This study aims to determine how the quality of service in public complaints at the Sumedang Regency Education Office, knowing the government's obstacles in achieving service quality in managing public complaints and the efforts made by the government in managing public complaints at the Education Office. This study was conducted using a qualitative approach. Observation, interviews, triangulation and documentation studies were the methods used in data collection. This study, using data analysis, concluded that the quality of service regarding public complaints at the Sumedang Regency Education Office is quite good. Based on the obstacles contained in the quality of public complaints, there are no significant obstacles found, only a lack of responsiveness, and community participation. However, all of that can be overcome well by service implementers. Efforts in overcoming these obstacles include: Good socialization to the community regarding the quality of online-based services so that people understand the existence of online service complaints. So that the quality of service regarding complaints at the Sumedang Regency Education Office matches what is needed.

Abstract

The purpose of this research is to find out, obtain objective data and information about the Implementation of the Pendidikan Guru Penggerak (PGP) Program in Sumedang District. The method used in this research is descriptive analysis with a qualitative approach. The research determination technique is purposive sampling. The research informants include the Head of the PGP program committee, the Finance Division of the PGP program committee, and the Program Division of the PGP program committee. The data collection techniques used are literature review and field studies consisting of observation, interviews and documentation. While the data processing procedures in this study are data reduction, data display, and data conclution drawing/verification. Based on the research results, it can be described that the implementation of the PGP program has gone well but is still not optimal due to several obstacles, including factors such as poor information, lack of teacher motivation and understanding regarding the PGP program, and restrictions on the quota of participants who take part in each program. class, which causes several members who have graduated to have to "park" first because of the limited quota. The suggestions for this PGP program are establishing collaboration, using multi-channel communication, and holding forums or regular meetings to share experiences and inspiration between teachers.
