Abstract

Indonesian Armed Forces Joint Special Operations Command (Koopssus TNI) has a strategic role in ensuring national security, especially in situations that require quick and precise action. This study aims to analyze human resource management aspect in the Koopsus TNI in fostering special operations capabilities to deal with the threat of terrorism. This study uses a qualitative approach with a descriptive method. This study uses direct observation and in-depth interviews with the TNI Kooppssus for data collection.  The results of the study indicate that fostering special operations capabilities of Koopssus TNI requires a planned, directed, sustainable, and integrated strategy, with a participatory approach that optimizes the involvement of all parties to improve joint capabilities. This strategy includes the formulation, implementation, and evaluation of coaching involving individual training, consolidation, unit training, and inter-unit training arranged in an integrated calendar. These steps support Koopssus TNI in overcoming the threat of terrorism with a focus on intelligence, defense, and regional empowerment. The strategy evaluation shows the need to improve the quality of personnel, training facilities, and resource management to ensure optimal preparedness in dealing with special tasks.

Abstract

It has been more than a year since Russia launched a military operation against Ukraine in February 2022. Russia’s military operation is still on-going as Ukraine fights vigorously. Russia is among the most powerful countries in the world by military and experts argue that Kremlin hugely underestimates Ukraine’s resistance. It is notable that Ukraine has been forging a partnership with the North Atlantic Treaty Organization (NATO) since 1991 because they perceive Russia as their common enemy. The fact that Ukraine has managed to be undefeated by Russia so far opens the possibility that their partnership, which manifests for example in the form of long-term military training and education, has helped Ukraine to build its defense capacity the country required to deal with present security challenges. The research finds that NATO-Ukraine collaboration in enhancing Ukraine's defense capabilities has positive impacts on building Ukraine’s readiness in dealing with its security issues, although geopolitical complexities, internal dynamics, and resource constraints exist as challenges Ukraine needs to overcome to continue enhance its defence capacity.
