Abstract

Jurnal penelitian ini menganalisis kualitas pelayanan rawat jalan bagi pengguna BPJS Kesehatan di RSUD Kota Dumai. Dilakukan penelitian ini karena banyak keluhan dari pasien pengguna BPJS Kesehatan tentang lamanya proses pelayanan. Sedangkan untuk proses pelayanan pasien umum cenderung lebih cepat. Maka dari itu, penelitian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan kesehatan rawat jalan di RSUD Kota Dumai terutama bagi pasien pengguna kartu BPJS Kesehatan. Kualitas pelayanan adalah bentuk pelayanan yang diberikan kepada pelanggan sesuai dengan standar pelayanan yang telah dilakukan sebagai pedoman dalam memberikan layanan. Untuk mengukur kualitas pelayanan, penulis menggunakan lima indikator yaitu: Tangible, Reliability, Responsiveness, Assurance, dan Empathy. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif serta teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Informan penelitian ini berjumlah 4 orang. Untuk menyusun konsep teoritis, penulis menjadikan beberapa buku dan jurnal sebagai referensi. Selain itu, penulis juga mengambil beberapa data dari penelitian terdahulu. Lalu, penulis melakukan analisis data dengan menyusun secara sistematis data-data yang sudah penulis dapatkan dari pengumpulan data. Setelah mendapatkan data dari beberapa informan, penulis simpulkan bahwa kualitas pelayanan rawat jalan atau poliklinik bagi pengguna BPJS Kesehatan di Rumah Sakit Umum Daerah Kota Dumai dapat dikatakan sudah cukup baik. Diketahui dari lima dimensi sebagai indikator kualitas pelayanan, dua dimensi dapat dikatakan baik, dua dimensi belum dapat dikatakan baik, dan satu dimensi dikatakan cukup baik.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana pelayanan kesehatan, khususnya implementasi program BPJS Kesehatan, menjadi bagian dari dinamika politik lokal di RSUD Kota Dumai. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik wawancara, observasi dan studi dokumentasi. Teori utama yang digunakan adalah teori implementasi kebijakan Grindle dan perspektif politik pelayanan publik dari Frederickson. Hasil penelitian menunjukkan bahwa pelayanan BPJS tidak hanya dipengaruhi oleh struktur administratif, tetapi juga oleh dinamika kepentingan politik lokal seperti tekanan masyarakat, citra pemerintah daerah, dan strategi aktor birokrasi. Dimensi tangibility, responsiveness, assurance, reliability, dan empathy juga dianalisis sebagai indikator kualitas pelayanan. Kesimpulannya, pelayanan kesehatan di RSUD Kota Dumai mencerminkan arena politik mikro di mana kebijakan publik dipertarungkan dan dimaknai ulang oleh para aktor lokalKeywords: Quality; Services, BPJS Health.

Abstract

Rapid technological developments have made human life much more practical and easier. One such technology is social media. Political memes are increasingly dominant on social media and have become a tool for the rapid and easily accepted dissemination of political messages. The purpose of this study is to examine how Generation Z views political memes as a propaganda instrument in the 2024 General Election. This study used a literature review method with both a literature review and content analysis. Data analysis was conducted descriptively and interpretively by integrating Robert M. Entman's framing theory and Chong and Druckman's framing theory. The findings indicate that Gen Z views political memes as an engaging and creative communication medium but are also aware of the risks of information manipulation within them. Political memes are considered effective in increasing political attention and engagement, but their impact depends on an individual's level of digital literacy.

Abstract

The development of information technology and the dominance of social media in public life have changed the patterns of dissemination and consumption of political information, while simultaneously increasing the intensity of the spread of hoaxes. This phenomenon has the potential to influence public perceptions, attitudes, and political participation in elections. This study aims to examine the influence of the spread of hoaxes on voter participation in elections in Indonesia, both in terms of turnout and the quality of political participation. The research method used is qualitative with a descriptive analytical approach through a library study of relevant literature, institutional reports, and scientific journals. The research analysis utilizes Agenda Setting Theory to explain the role of the media, particularly social media, in shaping issues deemed important by the public. The results show that social media, particularly Facebook and WhatsApp, have become primary loci for the spread of political hoaxes due to their gatekeeper-free nature, virality-based nature, and the support of algorithms that amplify polarization and echo chambers. Therefore, strengthening digital literacy, political education, and fact-checking practices are essential prerequisites for maintaining the quality of voter participation and the sustainability of democracy in Indonesia.

Abstract

This study explores the overlooked phenomenon of “political sungkeman “ as a culturally rooted yet politically strategic gesture performed by Prabowo Subianto toward Joko Widodo (Jokowi) during Indonesia’s 2019 and 2024 presidential elections. While symbolic gestures have been widely studied in global political communication, limited attention has been paid to how localized traditions like sungkeman are adapted to mitigate polarization and influence public perception in highly mediated electoral contexts. Utilizing a qualitative literature review combined with political discourse and media framing analysis, this study investigates the role of sungkeman through five analytical dimensions: political reconciliation, cultural symbolism, image strategy, public response, and media narrative. The findings reveal that sungkeman is employed as a calculated political communication tool that evokes familiarity, fosters reconciliation at the elite level, and helps craft a respectful public image. However, public reactions remain divided along cultural, social, and political lines, reflecting tensions between perceived sincerity and performative intent. The widespread use of digital platforms and entertainment politics further amplifies or challenges the authenticity of this gesture. This research contributes to the theoretical development of political semiotics by providing a culturally specific case from the Global South, demonstrating how traditional practices are repurposed for modern political goals. The implications extend to the broader discourse on democracy, suggesting that culturally resonant communication can foster national unity, but only when grounded in genuine accountability and transparent leadership.
