Abstract

In the ever-evolving digital era, the implementation of digital technology has become crucial in enhancing the efficiency and effectiveness of public services across various nations and regions. This article discusses the role of digital technology in the transformation of bureaucracy, with a focus on e-government approaches and other digital technology initiatives. Through document analysis and case studies, this article explores various approaches, strategies, and challenges associated with the adoption of digital technology in bureaucracy. Findings indicate that while digital technology offers significant potential for improving public services, its adoption also presents several challenges, such as data security issues, limitations in technology infrastructure, resistance to change, and financial constraints. To address these challenges, a holistic and integrated approach is required, considering technical aspects, organizational culture, policies, and finances. By overcoming these challenges, governments can leverage digital technology optimally to enhance public services and meet societal expectations in the continuously evolving digital age.

Abstract

The use of e-absence for government servants is currently an innovative way to improve the efficiency of work activities in local government. The focus on how the system is implemented and used by government servants is also important to discuss. The research aims to explore how government servants intend to use the e-absence application provided by the Dumai city government. The unified theory of acceptance and use of technology (UTAUT) model is used for examining research problems in which the model has been modified to include a new variable, attitude. This study used a quantitative approach and quota sampling technique that included 100 respondents, all of whom were government servants working for different Dumai government agencies. Questionnaires were distributed using Google forms, with questions adapted from previous research. The study showed that performance expectancy, social influence, and attitude are all significantly and positively connected to intention to use e-absence dan effort expectation and social impact are not significantly and negatively to the intention to use e-absence. Several recommendations for theoretical advancement and the development of the e-attendance system itself have been provided.

Abstract

Post-Reformasi identity politics has become a significant phenomenon in Indonesian politics, with the potential to either strengthen or weaken democratic consolidation. This study aims to analyze the relationship between identity politics and democratic consolidation in Indonesia, focusing on the positive and negative impacts of identity politics on social and political stability. Using a qualitative approach and descriptive analysis, the research explores how identity politics has emerged in various political contexts in Indonesia and how it affects social cohesion and the integrity of democratic institutions. The findings show that while identity politics can enhance the representation of marginalized groups and enrich political participation, it also has the potential to trigger social polarization that may threaten the stability of democracy. Therefore, prudent management of identity politics by the government, political parties, and civil society is essential to maintain the balance between pluralism and national unity.

Abstract

The Family Hope Program (PKH) is a government policy that aims to reduce poverty through conditional social assistance. This study aims to analyze the implementation of PKH in improving community welfare based on a literature review. The method used is a literature study with a narrative review approach to various journals, scientific articles, and official documents. The results of the study show that PKH contributes to increasing purchasing power, access to education and health, and reducing poverty rates. However, its implementation still faces obstacles such as targeting accuracy, dependence on assistance, limited assistance, and weak coordination between institutions. In conclusion, the effectiveness of PKH is highly determined by the quality of its implementation and the need to integrate it with empowerment programs in order to encourage the independence of Beneficiary Families (KPM).

Abstract

This study aims to uncover the role of educational planning in improving education quality, emphasizing the importance of a focused and sustainable strategy at the educational unit level. This study employed a literature review method, reviewing various sources, including previous research, educational policy documents, and school performance reports. Through descriptive analysis, this study sought to understand the extent to which educational planning effectively supports educational quality improvement. The study's findings indicate that educational planning, in general, is not fully oriented toward comprehensive educational goals. However, improvements in educational quality have begun to be evident through various efforts by school principals to improve the learning process and school management. The main obstacles to educational planning include a lack of administrative staff skilled in strategic planning and limited supporting resources. This study also found that quality improvement measures have been implemented, including recruiting teachers with appropriate competencies, providing training to enhance learning quality, and periodically procuring facilities and infrastructure. In conclusion, educational planning plays a crucial role in promoting educational quality improvement, but it requires strengthening the capacity of planners and more comprehensive policy support for optimal and sustainable implementation.

Abstract

This study aims to evaluate the effectiveness of sustainable tourism development planning in Dumai City by reviewing the suitability of regional policies to the principles of economic, social, and environmental sustainability. The research uses the Systematic Literature Review (SLR) approach by analyzing various latest scientific sources and empirical data from the 2024 Government Agency Performance Report (LKjIP) of the Dumai City Youth, Sports, and Tourism Office. The results of the study show that tourism development in Dumai City has made a positive contribution to increasing the number of tourists and regional income, with the achievement of 144.32% of the realization of visits and an increase in PAD of up to 185% of the target. However, the implementation of sustainability principles is still not optimal, especially in the aspects of community participation and environmental management. This weakness shows the need for collaborative governance as well as strengthening community-based ecotourism and creative economy programs. This study recommends that tourism planning in Dumai City be directed at the balanced integration of economic, social, and ecological dimensions through the implementation of sustainability indicators that are in line with the Sustainable Development Goals (SDGs). With this approach, tourism development in Dumai City is expected to take place in an adaptive, inclusive, and competitive manner in the long term.

Abstract

Unemployment remains one of the major challenges faced by Indonesia. The government has implemented various policies such as the Pre-Employment Card (Kartu Prakerja), vocational education, labor-intensive programs, and regulatory reforms through the Job Creation Law. This study aims to analyze the effectiveness of the Indonesian government’s efforts to reduce unemployment based on previous research using a qualitative descriptive approach through a literature review. The findings indicate that government policies have had a positive impact on improving skills and maintaining social stability; however, their effectiveness remains limited due to weak inter-agency coordination, skill mismatches between workers and industry needs, and a lack of sustainable employment opportunities. Therefore, stronger synergy among programs and better alignment between training and industrial demands are needed to ensure that government policies have a tangible impact on reducing national unemployment rates.

Abstract

Public services are one of the main tasks of the government in meeting the needs and interests of the community. However, the quality of public services in a number of government agencies is still considered not optimal. One of the main causes is planning that has not been carried out effectively and thoroughly. This paper aims to describe the important role of effective planning in improving the quality of public services, as well as examine how structured planning can be the basis for the creation of good governance. This research uses a literature review approach, which is a research method that is carried out by collecting various written sources such as scientific journals, books, and other documents that discuss the implementation of Public Service Quality through Effective Planning. This method aims to describe and analyze the quality of public services through the concept of planning, service quality indicators, and practical experience in public services.

Abstract

This study analyzes the implementation of the Waste Bank Management Information System (Sistem Informasi Manajemen Bank Sampah/SIMBA) and its role in enhancing community participation in environmental management in Dumai City, Indonesia. Waste management has become a pressing issue in urban areas, and Dumai faces significant challenges due to limited infrastructure and low public awareness. SIMBA, a web-based platform developed by the Ministry of Environment and Forestry, integrates national waste bank data to support efficient, transparent, and measurable waste management. Using a literature review approach, this study compiles and synthesizes findings from relevant national and international research related to management information systems and public participation in environmental governance. The findings indicate that SIMBA has improved data transparency, administrative efficiency, and citizen engagement by enabling residents to monitor waste deposits and economic returns in real time. The system motivates behavioral change by linking ecological awareness with tangible financial benefits. However, implementation barriers persist, including limited technological infrastructure, low digital literacy among waste bank managers and users, and insufficient local policy and funding support. To overcome these challenges, the study recommends capacity building through digital literacy training, stronger collaboration between government, community, and private sectors, and policy optimization using data-driven decision-making. Overall, SIMBA demonstrates strong potential as a strategic instrument for promoting participatory, adaptive, and sustainable environmental management at the local level.

Abstract

Waste management has become a strategic environmental issue for Dumai City, an industrial area with a high and continuously increasing volume of daily waste, thereby requiring policies capable of responding to environmental and operational challenges in a sustainable manner. This study aims to analyze the waste management policy implemented by the Dumai City Environmental Agency using Dunn’s six policy evaluation indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research applies a literature review method by examining local regulations, official government reports, news publications, and relevant previous studies. The findings show that Dumai’s waste management policy is supported by a strong regulatory framework, including regional regulations and mayoral decrees, and is strengthened through various programs such as waste banks, the restructuring of the Mekar Sari landfill, expansion of the sanitation fleet, and collaboration with the Ministry of Environment and Forestry. However, policy implementation still faces several obstacles, including the high waste generation reaching 180 tons per day, limited landfill capacity, inadequate processing facilities, low public awareness of waste sorting, and uneven distribution of waste management services. These issues indicate that although the policy direction is appropriate and responsive to community needs, its effectiveness and adequacy require significant improvement through increased infrastructure capacity, additional processing technology, expansion of 3R programs, and intensified public education. This study underscores the need for a more comprehensive and sustainable strategy that integrates government efforts with active community participation to enhance the overall effectiveness of waste management in Dumai City.
