Abstract

Online pop culture has grown rapidly in the digital era and has changed the way people express their opinions, especially when discussing political issues. One of the most commonly used forms of expression is memes, as they are easy to understand, light, yet capable of delivering sharp criticism. This study examines the meanings contained in the meme “In the past, the father went to the capital riding ESEMKA, now the son goes to the capital riding EMKA,” uploaded by the Instagram account @komikkitaig. Using Roland Barthes’ semiotic analysis, this research explores meaning on three levels. At the denotative level, the meme presents a symbolic comparison between the father through the “ESEMKA” vehicle and the son through “EMKA” as a representation of the Constitutional Court. At the connotative level, the symbols “ESEMKA EMKA” point to criticism of political projects that never materialized and the rise of dynastic politics. Meanwhile, at the mythical level, the meme shows how political power in Indonesia is often wrapped in symbolic development narratives. The findings suggest that memes function as visual satire capable of delivering political criticism without direct confrontation. Their simplicity and humor make the critique more accessible, as reflected in public responses such as reposts and online discussions that help reinforce the circulation of resistance discourses in digital spaces.

Abstract

Copyright constitutes a central pillar of intellectual property law in regulating the commercial exploitation of music as an economically valuable creative work. This article examines the legal obligation imposed on cafés and restaurants in Indonesia to pay music royalties under Government Regulation No. 56 of 2021, as an implementing instrument of Law No. 28 of 2014 on Copyright. Despite the existence of a formal regulatory framework, widespread non-compliance among café and restaurant business operators persists, raising significant juridical concerns regarding enforcement legitimacy and proportionality. Employing a normative-juridical research method with statutory and conceptual approaches, this study analyzes primary, secondary, and tertiary legal materials to assess the normative basis and legal implications of mandatory royalty payment obligations. The analysis demonstrates that the use of music in cafés and restaurants constitutes a form of public performance or communication to the public, thereby generating enforceable royalty obligations grounded in creators’ exclusive economic rights. Non-compliance gives rise to layered juridical consequences, encompassing administrative enforcement, civil liability, and the potential application of criminal sanctions under Indonesian copyright law. By situating the Indonesian regulatory framework within broader debates on copyright governance, this article contributes to the international discourse by clarifying how collective royalty regimes recalibrate the legal position of small and medium-sized commercial users in public performance rights enforcement systems.

Abstract

The implementation of the Independent Curriculum in elementary schools requires significant adjustments in teachers’ competencies and instructional practices. This situation places school principals in a strategic position to support teachers in addressing various challenges encountered during curriculum development. This study aims to examine the role of principals in overcoming teacher-related obstacles in the development of the Independent Curriculum at the elementary school level. A qualitative approach with a case study design was employed at Ngupasan State Elementary School. Data were collected through observation, interviews, and documentation, with data validity ensured through source and technique triangulation. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that principals play multiple roles as educators, managers, administrators, supervisors, motivators, and leaders. The strategies implemented include firm and deliberative decision-making, openness to teachers’ input, instructional guidance, communication with the school committee, motivation and performance support, alignment of programs with the school’s vision and mission, facilitation of teachers’ self-directed learning through the Merdeka Mengajar Platform (PMM), quarterly evaluations, and coordination of school facilities and resources.
