Abstract

This study aims to analyze the factors that cause begging and scavenging activities as forms of social pathology in the area of Jalan William Iskandar, Medan Tembung District, Deli Serdang Regency. This research employs a descriptive qualitative approach using observation, in-depth interviews, and documentation involving four informants who work as beggars and scavengers. The findings indicate that begging and scavenging do not arise from free choice, but rather from survival strategies driven by economic pressure, low educational attainment, lack of civil identification documents, limited access to employment, and weak social support. The extremely low and unstable income (ranging from Rp5,000 to Rp40,000 per day) reflects conditions of extreme poverty that intensify the informants’ social vulnerability. All informants expressed a desire to stop these activities if stable and decent employment became available. The study concludes that begging and scavenging represent forms of social pathology influenced by structural poverty, social inequality, and limited access to decent living opportunities, highlighting the need for more responsive public policies and empowerment programs for marginal communities. Abstrak Penelitian ini bertujuan menganalisis faktor-faktor penyebab munculnya perilaku mengemis dan memulung sebagai bentuk patologi sosial di kawasan Jalan William Iskandar, Kecamatan Medan Tembung, Kabupaten Deli Serdang. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara mendalam, dan dokumentasi terhadap empat informan yang beraktivitas sebagai pengemis dan pemulung. Hasil penelitian menunjukkan bahwa perilaku mengemis dan memulung tidak muncul sebagai pilihan bebas, melainkan sebagai strategi bertahan hidup akibat tekanan ekonomi, rendahnya pendidikan, ketiadaan identitas kependudukan, minimnya akses pekerjaan, serta lemahnya dukungan sosial. Pendapatan yang sangat rendah dan tidak stabil (berkisar Rp5.000 hingga Rp40.000 per hari) mencerminkan kondisi kemiskinan ekstrem yang memperkuat kerentanan sosial para informan. Keempat informan menyatakan keinginan untuk berhenti dari aktivitas tersebut apabila tersedia pekerjaan tetap yang layak. Penelitian ini menyimpulkan bahwa mengemis dan memulung merupakan bentuk patologi sosial yang dipengaruhi kemiskinan struktural, ketimpangan sosial, dan terbatasnya kesempatan hidup layak, sehingga diperlukan intervensi kebijakan dan program pemberdayaan yang lebih responsif bagi masyarakat marginal. Abstract

Students living in boarding houses in Medan City are faced with social and cultural conditions that are different from their hometowns. These differences require good adjustment skills so that students can adapt socially, academically, and emotionally. One factor that is thought to influence the adjustment process is cultural literacy. This study aims to determine the effect of cultural literacy on the adaptability of migrant students living in boarding houses in Medan City. This study uses a quantitative approach with a survey method. The research subjects consisted of 50 migrant students living in boarding houses in Medan City, who were selected using purposive sampling. Data collection was conducted through a Google Form-based questionnaire that measured cultural literacy and adaptability. The data obtained were. analyzed using inferential statistical analysis techniques to see the relationship and influence between the two variables. The results of the study indicate that cultural literacy has an influence on the adaptability of migrant students. Students with better cultural literacy tend to have more positive adaptation skills in facing new social and cultural environments. These findings emphasize the importance of strengthening cultural literacy as a strategy in helping migrant students adapt to urban environments.
