Abstract

Telecommunication tower management information system is a crucial data processing system for telecommunication tower fee collection, given the importance of having an efficient and integrated system. However, the Department of Communication and Informatics of Cimahi City still lacks an integrated system, resulting in a slower telecommunication tower fee collection process. To address this issue, a Website named Telecommunication Tower Supervision and Control Management Information System (Wasdal) was developed as an integrated system to facilitate the fee collection process and generate fee collection reports. The methodology employed in this research is the Software Development Life Cycle (SDLC), and the Website is constructed using Laravel framework, Bootstrap, and MySQL database. The implementation results reveal that the overall built management information system Website meets user requirements. The User Acceptance Test (UAT) outcomes indicate average parameter scores of design (78%), features (79.20%), user satisfaction (80.60%), with an overall testing score of 81.3%.

Abstract

A notarial deed is a legal document that has strong evidentiary power in court and in various legal transactions. Based on Law No. 2 of 2014 concerning Amendments to Law No. 30 of 2004 on Notary Position (Notary Law), this law regulates the duties, responsibilities, and authority of notaries, including provisions on the archiving and security of documents handled by notaries. Therefore, it is important for notary institutions, lawyers, and various related parties to manage these notarial deeds carefully and effectively, one of which is by paying attention to the archiving of notarial deeds. The archiving of notarial deeds is an important practice in the legal world involving the storage, maintenance, and recording of notarial deed documents that govern legal agreements, property transactions, and other legal actions. By designing a web-based archiving application system, the goal of addressing the risk of damage or loss of physical documents is effectively achieved. The implementation of digital storage methods reduces the likelihood of physical documents being damaged or lost. Document accessibility is also enhanced by the presence of search and digital storage features. Application design steps, such as needs analysis, use case diagrams, activity diagrams, and interface design, provide a comprehensive overview of the desired features and system workflow. This design ensures that user needs are met and the application is easy to use.

Abstract

This study introduces the Paper Search Model Context Protocol (MCP) server, a unified architecture enabling Large Language Models (LLMs) to autonomously search and retrieve academic literature across heterogeneous platforms (arXiv, PubMed, bioRxiv, medRxiv, Semantic Scholar, and CrossRef). By normalizing diverse metadata into a standardized schema, the system facilitates platform-agnostic tool use. We evaluate this infrastructure by tasking GPT-4.1 and GPT-5.1 with generating grounded literature reviews on AI applications in medicine, cybersecurity, and transportation, measuring performance against retrieved abstracts using ROUGE and BERTScore. Results indicate that GPT-4.1 achieves superior semantic and structural alignment, particularly when grounded via CrossRef (BERTScore F1 = 0.881, ROUGE-L F1 = 0.375), outperforming GPT-5.1 across most metrics. While GPT-5.1 demonstrates higher unigram recall (ROUGE-1 = 0.412 on arXiv), it exhibits lower structural fidelity. These findings validate MCP as a robust integration layer for academic RAG systems and demonstrate that standardized tool interfaces enable precise, quantitative assessment of LLM grounding capabilities.

Abstract

Pusinfolahta TNI currently faces critical inefficiencies in personnel administration due to reliance on manual spreadsheet calculations and decentralized local storage for dossier documents. This manual workflow poses significant risks to data security, accuracy, and retrieval speed. To address these limitations, this research developed the Personnel Data and Dossier Processing System (SI-PANDA) utilizing the Rapid Application Development (RAD) method to ensure iterative improvements based on user feedback. The system is constructed upon a three-tier architecture comprising a Native PHP backend, MySQL database, and a responsive web interface. Testing results demonstrate significant performance improvements: the system achieves a page load time of 1.2 seconds and near-instant calculation speed (0.05 seconds) for tenure and retirement estimation, ensuring 100% calculation accuracy. Furthermore, Blackbox testing confirmed the validity of all functional requirements, including the automated backup mechanism and search filters. The main contribution of this study is the delivery of a secure, integrated digital framework that successfully transitions Pusinfolahta TNI from manual processing to a reliable web-based environment, specifically adapted to meet military administrative standards.

Abstract

The increasing complexity and interconnectedness of modern security threats, including terrorism, social unrest, and transnational conflicts, pose significant challenges for traditional intelligence and threat detection systems, which struggle to capture both relational and temporal dynamics of evolving security environments. This study aims to develop a predictive framework capable of providing early warnings of emerging security threats by integrating graph-based relational modeling with temporal sequence learning. We propose a hybrid architecture combining Graph Neural Networks (GNN) with bidirectional Long Short-Term Memory (LSTM) networks, enhanced with an attention-based fusion mechanism to jointly model actor interactions and temporal evolution. The framework leverages large-scale event data from GDELT and ACLED spanning 2015–2025, encompassing over 9.8 million events and 14,532 unique actors, and constructs dynamic, attributed security networks to capture multi-dimensional actor relationships. Experimental results demonstrate that the proposed GNN-LSTM model achieves an overall accuracy of 94.3% and an F1-score of 88.3% for critical threat detection, outperforming traditional machine learning baselines and providing early warnings up to nine days in advance. The model also offers interpretability by highlighting influential actors and key relational patterns contributing to threat escalation. These findings suggest that integrating relational and temporal information through hybrid deep learning architectures significantly enhances predictive accuracy and operational utility in security threat assessment, offering a practical tool for proactive decision-making and resource allocation in complex security environments.

Abstract

Kegiatan pengabdian kepada masyarakat ini dilaksanakan oleh Dosen dan mahasiswa Program Studi Informatika Fakultas Teknik dan Teknologi Pertahanan Universitas Pertahanan Republik Indonesia di Desa Tajur Halang, khususnya di SMPN 1 Cijeruk. Kegiatan difokuskan pada sosialisasi etika bermedia sosial dengan penekanan pada bahaya oversharing dan dampaknya terhadap keamanan siber. Tujuan kegiatan ini adalah meningkatkan pemahaman serta kesadaran siswa dalam menggunakan media sosial secara bijak, bertanggung jawab, dan aman. Metode pelaksanaan meliputi penyampaian materi, diskusi interaktif, serta sesi tanya jawab untuk mendorong partisipasi aktif siswa. Hasil kegiatan menunjukkan bahwa siswa memperoleh peningkatan pemahaman mengenai etika digital, pentingnya menjaga privasi, serta kesadaran terhadap jejak digital yang bersifat permanen. Selain itu, siswa menjadi lebih waspada terhadap risiko keamanan siber seperti phishing dan pencurian identitas. Kegiatan pengabdian kepada masyarakat ini diharapkan dapat memberikan kontribusi positif dalam membentuk perilaku bermedia sosial yang sehat dan aman di kalangan pelajar.

Abstract

RSA key generation in fifth-generation (5G) defense communication networks faces significant computational challenges due to the time-intensive search for large prime numbers, resulting in increased key generation latency and reduced operational efficiency. Existing optimization approaches based on conventional evolutionary algorithms often suffer from premature convergence and limited exploration of the prime search space. This study proposes a Quantum Inspired Genetic Algorithm (QIGA) that represents prime candidates as quantum chromosomes using probability-amplitude pairs and updates candidate solutions through a quantum rotation-gate mechanism, enabling a more diverse and efficient search than classical genetic algorithm-based RSA optimization. The proposed approach was evaluated through a controlled benchmark comprising 900 experimental observations across three RSA key sizes (1024-bit, 2048-bit, and 4096-bit), with 100 independent trials for each experimental condition, and compared against standard RSA and a classical Genetic Algorithm under identical settings. Performance was assessed using key generation latency, encryption throughput, decryption throughput, and key entropy, as these metrics collectively measure computational efficiency, cryptographic processing capability, and the randomness required for secure key generation. Experimental results demonstrate that the proposed QIGA reduced key generation latency by 40.12% and increased encryption throughput by 65.78% for 2048-bit RSA compared with the standard implementation, while producing high-quality keys with an entropy of 2041.9 bits and achieving population convergence at generation 31. These findings indicate that QIGA provides an effective and practical optimization strategy for accelerating secure RSA key generation while preserving cryptographic strength, making it suitable for low-latency, high-security defense communication systems. Future work will investigate integration with post-quantum cryptographic schemes and hardware acceleration through field-programmable gate arrays (FPGAs) for deployment in resource-constrained tactical environments.

Abstract

Pemalang Regency, an area rich in tourism potential, needs a system that can map tourist attractions efficiently. In order to meet these needs, WebGIS technology is an attractive solution. With this platform, information about tourist attractions in Pemalang Regency can be accessed easily via the internet, facilitating tourists and the local government to get the necessary information quickly and accurately. The Scrum development method was chosen to build an effective and responsive system, allowing iterative and adaptive development according to user and environmental needs. This research uses a Laravel backend for managing business logic, a React.js front-end for a responsive user interface, and a MySQL database for data storage. The aim of this research is to increase the accessibility of information about tourist attractions in Pemalang Regency via the internet, facilitate tourism promotion, and improve the efficient management of tourism potential. The result is a website that provides geographical information about tourist attractions in Pemalang Regency, which can be accessed online anytime and anywhere. This website makes it easy for users to find information regarding locations, facilities and activities at various tourist attractions. It is hoped that this system can help tourists plan their trips better and assist local governments in more effective tourism promotion. By utilizing modern technology and structured development methods, this system will provide an interactive and satisfying user experience. Its implementation is expected to have a positive impact on the local tourism industry and the economic growth of Pemalang Regency as a whole. This is an effort to combine information technology with the tourism sector to create sustainable and competitive solutions in today's digital era
