Abstract

Abstract: Community empowerment is essential for fostering independence and improving the quality of public services at the village level. Tanjung Baru Ranau Village, located in South Ogan Komering Ulu Regency, is known for its rich natural beauty. However, this potential has not been fully utilized by the village government due to the absence of digital media for promoting local tourism. To address this challenge, an empowerment program was carried out through digitalization initiatives, including socialization on the use of the village website, website management training, and the handover of the newly developed Tanjung Baru Ranau Village website. The website was designed to support administrative services, publish village information, and promote tourism potential. The implementation method consisted of initial observations to identify village needs and potentials, followed by program socialization, technical training on website operation, and ongoing assistance in implementing technological innovations. The results of the training show that the Tanjung Baru Ranau Village website was successfully developed and that village officials gained the necessary skills to manage it effectively. This improvement supports the realization of transparent and accountable governance and enables the optimal development of village potentials. Overall, the empowerment program successfully increased village officials’ understanding of the importance of digitalization in governance systems by 48%. Abstract

Lahat Regency has significant economic potential in the mineral and coal mining sector, which is a major contributor to regional income and plays a crucial role in driving economic growth. This study aims to analyze the mining sector's contribution to improving community welfare in Lahat Regency by incorporating the policy implementation framework proposed by George C. Edward III. The research method employed a qualitative approach through literature study and secondary data analysis sourced from the Lahat Regency Government's Notes to Financial Reports (CaLK) and data from the Central Statistics Agency (BPS). The results show that the mining sector contributes the most to regional income, with a significant increase reaching 36.49% in 2023, and per capita income rising to Rp65.83 million per year. However, this increase has not been accompanied by a decrease in the poverty rate, with Lahat Regency still ranking second in terms of the number of poor people in South Sumatra Province. This condition indicates that the mining sector has not provided an equitable economic impact on the community.

Abstract

Waste management is a critical public service that influences environmental quality and community welfare. Differences in urban spatial characteristics may affect the quality of waste management services and public satisfaction. This study aims to analyze differences in public satisfaction toward waste management across regional typologies in Palembang City. A quantitative comparative approach was employed using survey data collected from residents in six sub-districts representing city core, suburban, and fringe areas. Data were analyzed using descriptive statistics and the Kruskal–Wallis test due to non-normal data distribution. The results showed that the city core area had the highest average satisfaction score (M = 3.67), followed by suburban (M = 3.59) and fringe areas (M = 3.41). However, the Kruskal–Wallis test indicated that the differences were not statistically significant (H = 3.680; p = 0.159). Although no significant differences were found, a spatial pattern suggests lower satisfaction levels in areas farther from the city center. These findings emphasize the need to incorporate spatial considerations into waste management policies to achieve more equitable and effective service delivery.

Abstract

This study explores the role of e-SAKIP (Electronic-Based Government Performance Accountability System) digitalization in supporting the economic and political transformation of Palembang City amidst the Industry 4.0 era, utilizing a literature review approach. The research synthesizes data from credible sources, including official government documents, academic journals, news reports, and case studies focusing on transparency, accountability, efficiency, and planning optimization. That e-SAKIP enhances governance through real-time data access, improves public service delivery, and boosts regional competitiveness, as evidenced by Palembang’s 2024 SAKIP Award (BB predicate). However, challenges such as infrastructure limitations, low human resource competency, and dual reporting systems hinder full implementation. The study aligns with Industry 4.0 trends, emphasizing the need for integrated technology and workforce development to sustain economic-political growth, offering practical insights for policy reform and academic contributions to digital governance literature.

Abstract

Delivering good public services that meet the demands of the society depends much on administrative ethics. Government officials must not only abide by official rules and guidelines but also uphold moral standards all through every service contact. Administrative ethics is the focus of this article's inquiry as to how they affect the quality of public services in modern public governance. This study uses a qualitative technique with a literature review strategy that looks at academic journals, related reference materials, and rules connected to administrative ethics and the delivery of public services. Research show that including honesty, honesty, responsibility, professionalism, and integrity—administrative ethical principles—helps to improve public services, raise bureaucratic efficiency, and restore public trust in government organizations. Administrative ethics help officials to make judgments and provide services by guiding them toward the interests of the community. Still, there are several difficulties in implementing administrative ethics, including a strict and hierarchical administrative culture, a lack of ethical exemplars, official apathy toward morality, and inadequate oversight and enforcement of ethical guidelines. This post emphasizes the need of improving administrative ethics as a strategic need to produce fair, open, responsible, and responsive public service results. These efforts need to be carried out continuously through ethics education and training, strengthening of the supervisory system, and internalisation of ethical values in the culture of the bureaucratic organisation. Thus, administrative ethics not only serves as a normative guideline, but also as an important instrument in improving the quality of public services and supporting the realisation of good governance.
